Building up the region’s human capital — through education and workforce development reforms that gradually develop common standards in key sectors across the region — should create better economic opportunities for the region’s citizens, creating an engine for growth in each country and strengthening regional competitiveness. Over time, success in this regard will mitigate today’s concerns about the scope and “quality” aof regional migration while setting the stage for future regional migration to be more of a genuine choice, rather than a necessity. The manufacturing sector holds promise for all the countries of the region in terms of creating better formal-sector jobs and in generating positive economic spillovers, including increased regional competitiveness. The manufacturing sector is a significant source of employment for people born in Mexico and Central America’s Northern Triangle (Guatemala, Honduras, and El Salvador).1 Around 17 percent of the workforce in these four countries is employed in manufacturing, and immigrants from these countries make up 8 percent (1.3 million people) of the US manufacturing workforce. Although these countries’ manufacturing histories and contexts are quite different, the sectors are increasingly interdependent, and the prospect of moving up the manufactur- ing value chain by building human capital in each of these countries potentially holds great promise for improving both individual livelihoods and overall regional competitiveness. maqui- Theladora economies of Mexico, and to a lesser extent, Guatemala, Honduras, and El Salvador, have benefited from aggressive2 manufacturing-attraction strategies. At the same time, the achievements of the development strategy have masked important flaws that threaten to stymie the promise of even greater economic growth. Proximity to the United States makes it possible for manufactured goods from Mexico, Guatemala, Hon- duras, and El Salvador to compete effectively against lower-wage regions in the world. Time to market is lower, as are many logistics and transportation costs. Multinational enterprises (MNEs) based in the United States are within two time zones of plants in these countries, supporting near-real-time communi- cations between design and production facilities. But these factors also reduce these countries’ leverage in securing spillover benefits that could be used to jump-start investment in research and development (R&D) and in endogenous supplier businesses. Whereas China, India, and other Asian manufacturing “ti- gers” represent gateways to new markets and can demand R&D and other innovation-related investment in production, Mexico, Guatemala, Honduras, and El Salvador have thus far only traded on their relation- ship to the United States. The economies of Mexico, and to a lesser extent, Guatemala, Honduras, and El Salvador, have benefited from aggressive manufacturing-attraction strategies. maquila Looking forward, these countries need to achieve a second, post- transformation. This would en- tail leveraging their existing manufacturing base and strong position in free trade by linking it with R&D and incremental and process innovation as a means of reaching new markets. Such changes are especially important for high-tech products in which advanced manufacturing techniques play a critical role. As in the shift in focus from import substitution to exporting that these economies underwent in the 1960s and ’70s, large-scale changes must occur. First, human-capital formation must be on a par with that of developed countries. This development goes well beyond education outcomes, as measured by the Organization for Economic Cooperation and Development (OECD) Programme for International Student Assessment (PISA) and other standardized means. The workforce must have the skills and proficiencies to compete with counterparts in advanced manufacturing regions such as northern Europe, Japan, and the United States. While technically referring to the era before Christopher Columbus, in practice the term usually includes indigenous cultures as they continued to develop until they were conquered or significantly influenced by Europeans, even if this happened decades or even centuries after Columbus first landed in 1492. Pre-Columbian is used especially often in discussions of the great indigenous civilizations of the Americas, such as those of Mesoamerica. Many of these civilizations had long ceased to function by the time of the first permanent European arrivals (c. late fifteenth-early sixteenth centuries), and are known only through archaeological evidence. Others were contemporary with this period, and are also known from historical accounts of the time. A few, such as the Maya, had their own written records. However, most Europeans of the time largely viewed such text as heretical and few survived Christian pyres. Only a few hidden documents remain today, leaving us a mere glimpse of ancient culture and knowledge. Agricultural Development Early inhabitants of the Americas developed agriculture, breeding maize (corn) from ears 2-5 cm in length to perhaps 10-15 cm in length. Potatoes, tomatoes, pumpkins, and avocados were among other plants grown by natives.

    Maize in Mexico Diane Brown Des Moines, Iowa 2006 Borlaug~Ruan World Food Prize International Internship CIMMYT: International Maize and Wheat Improvement Center El Batán, México 1 Abstract On June 17th, 2006, I left the familiar people and community of Des Moines, Iowa, on an adventure that would transform how I saw myself, my nation, and the world. I had the incredible opportunity as a Borlaug~Ruan International Intern to work at the International Maize and Wheat Improvement Center (CIMMYT) in Mexico for eight weeks. I worked with the Diversity Group in the biotechnology labs, observing and assisting with a variety of lab techniques including DNA extraction and quantification, polymerase chain reactions (PCR), and agarose gels. Outside the lab, I had the chance to visit field sites and to explore many fascinating historic and cultural sites. Visiting the fields and speaking with the Mexican farmers gave me a new insight into the food security issues faced by small farmers in Mexico and in developing communities throughout the world. My work gave me a new understanding of genetics, molecular biology, and laboratory techniques, but more importantly, the experience gave me a love for the people of Mexico and a desire to commit my life and career to improving livelihoods around the world. Mexico’s political and economic ties to the United States mean that it is subject, perhaps more than any other country in the world, to the direct political-economic intervention of its powerful northern neighbor. The effects of such interventions have unequivocally hurt the poorest people in the country: those who work on the land in rural areas. Following open market policies, we have seen increases in raw measures of economic change in foreign direct investment, aggregate GDP per capita, and export volumes. For example, Mexico’s overall exports increased 7-fold between 1981, the year before liberalization, and 2001.1 Imports have matched this rise, with a 6.7-fold increase from 1981 to 2001.2 At an aggregate level, then, it would seem as if Mexico has profited from liberalization. Yet closer scrutiny of the figures show that the benefits have been divided very unequally. Some farmers have been able to take advantage of newly open markets in the U.S. Since the onset of NAFTA, exports of fruits and vegetables have increased 57 %.3Yet, given that tariff barriers in these products were already low, before NAFTA, it is more reasonable to attribute the shift to these crops as a response to “push factors”, foremost among which is the rapid fall in the domestic price of maize.

Other organic crops grown in Mexico include corn, cacao, avocados, sesame seeds, cactus paddles, vanilla beans, milk, and dairy products. Over the last decade, several efforts had been made by the Mexican government and private sector to promote organic farming. The country’s vast wealth of natural resources, which includes medicinal plants, oil, to minerals, timber, marine, and agricultural products, can serve as raw materials and create new openings for developing new businesses and integrating multiple supply chains. At the same time, top-down, government-led structural reforms have opened the economy to further investment and will spur domestic consumption and exports, particularly with its northern neighbor. Mexico’s demographic potential is also obvious. In 2015, 53 million of Mexico’s 120 million citizens will be active participants in the economy. According to the National Institute of Geography and Statistics (INEGI), the chemicals industry accounted for 2.6% of Mexico’s GDP and 14.5% of manufacturing GDP in 2012, while employment was 0.8% and 8%, respectively. The largest segments of the industry include petrochemicals, rubber and plastics, pharmaceuticals, soaps, detergents and cosmetics. For the time being, the chemicals industry is slowed by its dependence on imports for raw materials, but savvy and visionary leaders can seize this historical opportunity to increase local production. The petrochemicals sector will be the most closely watched, in light of the opening of the exploration and production segment of the hydrocarbons industry and the privatization of petrochemicals plants. Historically, petrochemicals production has been volatile, with the industry reaching an apex of 51 plants producing 16 million metric tons in 1996, but the subsequent lack of investment and upgrade caused these facilities to decay.
