Dear Executive Director,

On behalf of the City of Stockholm I take pleasure in cordially inviting the World Congress of the International Union of Forest Research Organizations, IUFRO to Stockholm in 2019.

Stockholm is built on fourteen islands and the surrounding water is so clean that one can even go for a swim in the summertime just outside the Royal Palace in the city centre. The landscape, and the unique archipelago of 30,000 islands, offers numerous excursions to all visitors. With its well-preserved medieval city centre, royal palaces and impressive monuments, Stockholm is considered to be of great beauty and historical interest. Culture, entertainment and restaurants abound catering all tastes.

Stockholm was designated the very first European Green Capital award for 2010 by the European Commission. The European Green Capital Award is given to a city that has a record of achieving high environmental standards, is committed to ambitious goals for further environmental improvement and sustainable development, and can act as a role model to inspire other cities and promote best practices in other European cities.

The City of Stockholm has also been designated Intelligent Community of the Year 2009. Stockholm was chosen, among other things, for the city’s various e-services and for its investments in an open-access fibre network. Behind the award stands the think tank The Intelligent Community Forum, ICF, that each year selects the most intelligent community in an awards cycle. In the world of science, medicine and literature, Stockholm is associated with Alfred Nobel and the Nobel Prize. The City Hall of Stockholm, site of the annual Nobel Prize Award festivities, often hosts receptions of international conventions.

- A Star Alliance™ Conventions Plus Official Airline Network Agreement could be made available if specific criterias are met, see enclosure.

SAS is a partner in the Star Alliance™, the first true global airline alliance. The Star Alliance network has 27 member airlines. Overall, Star Alliance offers flights to more than 1350 destinations in 193 countries.

Some of these points and proposals are of course subject to further negotiations as soon as Stockholm has been chosen as the venue for the Congress.

The Swan is the official Nordic eco-labelling system. It evaluates the environmental impact of goods and services over their entire life cycle, from raw material to waste. TAXATION OF FAIRS AND CONGRESSES HELD FROM 2011 AND ONWARDS

Legal basis Fair services are as of January 1st 2011 affected by EU-wide provisions, which leads to the result that the taxation of services business-to-business (“B2B”) should take place in the country where the recipient of the service is established from a VAT perspective. This follows chapter 5 section 5 of the Swedish VAT Act.

In order to determine in which country a VAT liability comes due, certain “place of supply” rules have been implemented in the Swedish VAT Act. According to the B2B general place of supply rule, for services that are performed to taxable persons, the place of supply will take place in the country where the recipient of the service is established from a VAT perspective. In accordance with the general rules for business-to- consumer (“B2C”) transactions within the EU, the taxation will take place in the country where the seller is established from a VAT perspective.

A “fair service” is a service, which is supplied by a fair organizer or a congress organizer to an exhibitor or an organizer at a fair or a congress. The fair service is a bundled service that consists of different services. The cluster of services can include renting of conference premises, renting of display space, hostesses, security, transport, cleaning services, building of a stand space etc.

As a result, for fair and congress services, Stockholmsmässan AB will not charge Swedish VAT on sales to taxable persons that are established outside Sweden. Furthermore, the rules imply that Stockholmsmässan AB, irrespective of where the recipient is established, have to charge Swedish VAT to all customers that are not registered for VAT purposes, such as private individuals.

Apart from the two main rules (“B2B” and “B2C”), there exist special rules for certain types of services.

Admission fees for an event falls within the scope of an exception rule, and will be taxable where the fair actually takes place (chapter 5 section 11a of the Swedish VAT Act).

In cases where we act as an intermediary for different services, e.g. transportation, the respective service will be taxied according to the service’s taxation rule.

Application for VAT refund of Swedish VAT In cases described above where Swedish VAT might have been debited to foreign entrepreneurs, it is possible for foreign entrepreneurs within the EU to apply for VAT refund of Swedish VAT via the electronic portal of the Tax Authorities in the Member State of their establishment. The national Tax Authorities will subsequently forward the application to the Swedish Tax Agency. Non-EU entrepreneurs have to apply for VAT refund in Sweden directly via the Swedish Tax Agency, see http://www.skatteverket.se under “other languages” for further details.
