The Chief Secretary for Administration will address the Council on the Government Minute in response to the Report No. 41 of the Public Accounts Committee dated February 2004. The Government Minute in response to the Report No. 41 of the Public Accounts Committee dated February 2004 CHIEF SECRETARY FOR ADMINISTRATION: President, laid on the table today is the Government Minute responding to Report No. 41 of the Public Accounts Committee (PAC). The PAC report records the Committee's observations on the Accounts of the Government for the year ended 31 March 2003. It deals with the Administration's response to cases in two previous PAC Reports No. 38 and 39. In addition, it examines five of the six subjects in the Director of Audit's Report No. 41 which the PAC has chosen for this purpose. The Administration is grateful for the time and effort of the PAC. I would like to respond to some of the comments made by Dr the Honourable Eric LI, Chairman of the PAC, who spoke on 25 February when tabling the PAC's Report. The Chairman stressed the need for the Administration to take expeditious action in implementing the PAC's recommendations. He cited as an example the proposed relocation of the General Post Office (GPO) in Central to make the point that had the Administration relocated the GPO before the site was re-zoned, it would have been possible for the site to be sold and to bring substantial revenue to the Government. On the general issue, let me say that I welcome the constructive spirit based on which the comments and observations were made, and that we have always used our best endeavours for early implementation of the PAC's recommendations. Our efforts are clearly laid before Members — in the Government Minute which is submitted regularly to the Legislative Council. LEGISLATIVE COUNCIL ─ 19 May 2004 6095 Members will understand, however, that the implementation of some of these recommendations may involve many difficult manoeuvres, and hence takes longer to conclude. In all cases though, we do keep Members informed with detailed explanation of such difficulties, as appropriate and necessary. In respect of the particular case of the GPO, we note the PAC's concern that had the Administration promptly carried out the relocation exercise in early 1999 as recommended by the Committee, the GPO site might have been released for redevelopment during more favourable market conditions. However, it has to be appreciated that the relocation and reprovisioning of the GPO involve the identification of a replacement site and the construction of a replacement facility. A detailed appraisal is needed to find out how best to meet the projected increase in demand for future postal service. We also need to ensure optimal land use of the site for the reprovisioning project. These tasks involve many departments and bureaux, and it would not be reasonable to expect to accomplish them within one year, between the time which the PAC's recommendation was made in 1999 and the changes to the town plan made in 2000 which imposed a height restriction on the redevelopment of the GPO site. In the event, plans for the relocation were crystallized in 2002, a cost-benefit analysis was then undertaken to re-examine the economic case for the relocation exercise. This study concluded that taking into account the reprovisioning costs and the land value of the sites involved, the costs far outweigh the benefits. This was also the reason why the Administration decided not to proceed with the project.

    James TIEN 田俊（b. 1942） Actor Born Chen Wen, Tien was from Chao’an, Guangdong. In 1958, he moved to Hong Kong with his family. Same as Angela Mao Ying, he graduated from Fu Hsing Dramatic Arts Academy in Taiwan. He worked as a stuntman at Shaw Brothers in the mid-1960s. In 1969, he gained fame by assisting director Lo Wei in shooting a kung fu movie; soon after, he appeared in Vengeance of a Snow Girl (1971) in which he was also the action choreographer. Tien joined Golden Harvest soon after it was established, and adopted the stage name James Tien since. He was the male lead in the company’s early works, such as The Invincible Eight (1971), The Blade Spares None (1971), The Chase (1971) and Thunderbolt (1973, filmed in 1971). He was also cast in Bruce Lee’s vehicles such as The Big Boss (1971) and Fist of Fury (1972). From A Man Called Tiger (1973) and Seaman No 7 (1973) onward, he was often seen playing the villain; thereafter, he starred in a number of kung fu films, such as Shaolin Boxers (1974), The Dragon Tamers (1975), Hand of Death (1976) and The Shaolin Plot (1977). In 1978, Tien began to work for Lo Wei Motion Picture Co., Ltd., appearing in the Jackie Chan-starring Magnificent Bodyguards (1978), Spiritual Kung Fu (1978) and Dragon Fist (1979), all produced in Taiwan. Tien remained active throughout the 1980s, mostly taking part in Golden Harvest projects, including Winners & Sinners (1983), Twinkle, Twinkle, Lucky Stars (1985), Heart of Dragon (1985), The Millionaires’ Express (1986), Eastern Condors (1987) and Super Lady Cop (1992).

Martial ideation refers to a specific negotiation of action and stasis in martial arts performance which contains a powerful overflow of emotion in tranquility. Since the early 1970s, Bruce Lee’s kung fu films have been labeled “chop-socky,” offering only fleeting visual and visceral pleasures. Subsequently, several studies explored the cultural significance and political implications of Lee’s films. However, not much attention has been paid to their aesthetic composition—in particular, how cinematic kung fu manifests Chinese aesthetics and philosophy on choreographic, cinematographic, and narrative levels. In Lee’s films, the concept of martial ideation is embodied in the Daoist notion of wu (nothingness), a metaphysical void that is invisible, nameless, and formless. Through a close reading of Laozi’s Daodejing (道德經), it is possible to discover two traits of nothingness—namely, reversal and return—which are characteristics of Lee’s representation of martial ideation. The former refers to a paradigmatic shift from concreteness to emptiness, while the latter makes such a shift reversible and perennial via the motif of circularity.

Martin Analyst in Asian Political Economics Foreign Affairs, Defense, and Trade Division Hong Kong: Ten Years After the Handover Summary In the 10 years that have passed since the reversion of Hong Kong from British to Chinese sovereignty, much has changed and little has changed. On the political front, the Hong Kong Special Administrative Region (HKSAR) has selected its first Chief Executive, only to have him step down and be replaced in a process not without some controversy. Meanwhile, belated changes by the British in the makeup of Hong Kong’s Legislative Council (Legco) were initially undone, but subsequent changes in the Legco selection process have brought things back nearly full circle to where they stood prior to the Handover. There is also unease about the independence of Hong Kong’s judicial system and the protection provided by Hong Kong’s Basic Law in light of decisions made by the Chinese government. Similarly, the civil liberties of the people of Hong Kong remain largely intact. In part, this can be attributed to the increased politicization of the people of Hong Kong. The freedom of the press in Hong Kong is still strong, but also faces challenges — both on the legal front and from allegations of self-censorship on the part of the media owners reluctant to antagonize the People’s Republic of China. Yet, even with these challenges, many Hong Kong residents do not appear to perceive a decline in their civil liberties since 1997.

Eastern werden auch als Kampfsport-Filme oder auch Kung Fu-Filme (mit denen alles begann) bezeichnet. Eastern gibt es bereits seit dem Anfang der Filmgeschichte. Die ersten Eastern stammen aus Asien, seit den 80er Jahren gibt es allerdings auch viele amerikanische Eastern. Eastern lassen sich wiederum in mehrere Sub-Genres unterteilen: Martial-Arts-Filme: Filme, die mit einem Schwerpunkt auf die Darstellung von Kampfszenen unter das Genre des Actionfilms oder auch Action-Komödie fallen. Dazu zählen Kung- Fu- (Shaolin Kung Fu-), Tae Kwon Do-, Karate-, Muay Thai- und Kickbox-Filme. Kung Fu-Filme sind hier deutlich in der Überzahl und mit ihnen fing alles an. Ninja-Filme: Filme, in denen Ninjas vorkommen. Ninja (von japanisch Ninja = Jemand im Geheimen), ein Schattenkrieger des vorindustriellen Japans, der als Kundschafter, Spion, Saboteur oder Meuchelmörder eingesetzt wurde. Er ist neben dem Samurai eine der gefürchtetsten und gleichzeitig am meisten bewunderten Gestalten des alten Japan. Die Kampfsportart der Ninja nennt man Ninjutsu. Samurai-Filme: Filme, in denen Samurai vorkommen. Die Samurai oder auch Bushi genannt, waren Mitglieder des Kriegerstandes im vorindustriellen Japan. Ninja-Filme erfreuen sich aber einer größeren Beliebtheit, da der Ninja ein geheimnisvoller und mystischer Schattenkrieger ist. Ein willenloses Werkzeug seines Herrn, der aus dem Nichts auftauchte, seinen Auftrag erfüllte und unerkannt abtauchte. Dieses unerkannte Operieren und die Ausübung als Meuchelmörder ist der Grund für den Gegensatz des „ehrvollen“, adligen Samurai und des „ehrlosen“, gefürchteten Ninja.
