The Mao Era in Objects Documentary Film (纪录片) Ying Qian, Columbia University Summary Films are objects whose production requires resources, labor and technology, and whose distribution requires infrastructure. Films also present other objects on the screen. Documentary images, in particular, are supposed to tell truths about the physical and historical world we live in. This biography discusses the substantial resources committed to filmmaking by the young PRC: in one example, the People’s Liberation Army re-enacted four major battles in the Chinese Civil War for the camera. Why was there a perceived need for re-enactment, and what it might tell us about the society where the film was produced? Introduction In October 1949, soldiers in the People’s Liberation Army’s (PLA) Fourth Field Army, who had just recently arrived and settled in their new station near Tianjin, were told that they would again be transferred back to the northeast, where their battalions had fought victorious battles against the Nationalist army a year before. Canons, tanks, and tens of thousands of soldiers were loaded onto trains. Soon the open plains near Jinzhou, where the dust of war had barely settled, were shaken again by cannons and gunfire. Between autumn 1949 and summer 1950, four major battles marking PLA’s victory over the Nationalists were re-enacted for the purpose of making PRC’s first color documentary Victory of the Chinese People (Zhongguo renmin de shengli 中国人民的胜利 ), a Sino-Soviet coproduction directed by the renowned Soviet filmmaker Leonid Varlamov 29 [see C9 source: Victory of the Chinese People, see also title screen of Victory of the Chinese People depicted to the left ]. -

The Long Shadow of Chinese Censorship: How the Communist Party’s Media Restrictions Affect News Outlets Around the World A Report to the Center for International Media Assistance By Sarah Cook October 22, 2013 The Center for International Media Assistance (CIMA), at the National Endowment for Democracy, works to strengthen the support, raise the visibility, and improve the effectiveness of independent media development throughout the world. The Center provides information, builds networks, conducts research, and highlights the indispensable role independent media play in the creation and development of sustainable democracies. An important aspect of CIMA’s work is to research ways to attract additional U.S. private sector interest in and support for international media development. CIMA convenes working groups, discussions, and panels on a variety of topics in the field of media development and assistance. The center also issues reports and recommendations based on working group discussions and other investigations. These reports aim to provide policymakers, as well as donors and practitioners, with ideas for bolstering the effectiveness of media assistance. Mulvenon, China Leadership Monitor, No. 23 Chinese Military Leadership After the 17th Congress: Hu’s Guys or Whose Guys? James Mulvenon The civilian political leadership changes at the 17th Party Congress in October 2007 have received close scrutiny from outside observers, but important and interesting personnel adjustments in the military have garnered less attention. This article examines recent Chinese military leadership changes in detail, focusing principally on the Central Military Commission but also tracking significant moves at the Military Region and Service level. Military Leadership Changes Leading Up to the 17th Congress Prior to the 17th Party Congress and the selection of the new Central Committee, Politburo, and Politburo Standing Committee, systematic and sweeping changes were made in the leadership structures of all seven military regions and the services. These reshuffles were not a purge, but an unusually intense round of the PLA’s regular command rotations and age-based removals of personnel. 6 GOVERNANCE AND ORDER IN A NETWORKED WORLD Niall Ferguson “ s the world slouching toward a grave systemic crisis?” asked the his- Itorian Philip Zelikow at the annual gathering of the Aspen Strategy Group earlier this summer, the kind of “deep system- wide crisis . when people all over the world no longer think the old order work[s].” Among the reasons he gave for anticipating such a crisis was “the digital revolution and the rise of a networked world.” To grasp the scale and nature of this coming crisis, we must begin by recognizing how drasti- cally the balance of power has shift ed in our time from hierarchically ordered empires and superpowers (the euphemism for empire developed to suit American and Soviet sensibilities) to distributed networks. To be sure, the formal “org. chart” of global power is still dominated by the vertically structured super- polities that gradually evolved out of the republics and monarchies of early modern Europe, the colonies they established in the New World, and the older empires of Asia. Th ough not the most populous nation in the world, the United States is certainly the world’s most powerful state, despite—or perhaps because of—the peculiarities of its political system. Its nearest rival, the People’s Republic of China, is usually seen as a profoundly diff erent kind of state, for while the United States has two major parties, the People’s Republic has one, and only one.
