URGENT URGENT URGENT

Anti-apartheid sanctions are at a critical point in . The House of Representatives voted 244-132 on August 11th, to pass HR 1580, the comprehensive bil l introduced by Congressperson Ron Dellums. Now, the Senate is to consider S 2378, t h e Senate version, introduced by Senator •••• and co-sponsored by Senator .

Californians can be proud o f the l eadership taken on this issue. But , passage in the Senate is not assured. Thus, this appeal.

Please do the following three things:

(1) Since the Senate Foreign Relations Committee will begin its mark up of S 2378 on Thursday, September 8th, phone Senator , chairperson, this week. By phoning before 8 a.m., cost is minimal ; number: 202/224-4642 or 202/224-3121. Show support f o r the bill ••• and ask that there be no weakening amendments.

(2) If you can, also phone one or more other ·swing· committee members:- Senator (NC), Senator Daniel Moynihan (NY), or Senator Brock Adams (WA). Number: 202/224 -3121.

(3) Looking fo r ward to the debate on the Senate floor, call or write any other senators on the ·swing· list (attached), most especially Senator (TX) and Senator (WV). Bentsen is Dukakis' running mate and Byrd is Democratic leader in the Senate; both should exercise strong lead e r ship in the passage of comprehensive sanctions legislation. Address : % The Senat e, Wa shington, D.C.,' 20510. Phone: 2 02/224-3121.

The enclosed background material from Ron Dellums and the Washington Office on Africa should help you understand the current situation. If you need further help, please contact the Southern Africa Resource Pr oje ct at P.O. Box 5420, Santa Monica, CA, 90405 (phone: 213/204-5904).

Thank you!

P.S. - During my recent two month visit to Southern Africa, I met no one opposing sanctions legislation, although many expressed disappointment at the weak 1986 version, with its many loopholes. I am convinced that the most important action on the part of anti-apartheid solidarity workers in the USA is the passage and implementation of strong sanctions. You can help that process. RONALD V. Congratulations! On August 11th, the House of Representatives passed H.R. 1580, the Anti-Apartheid Amendments of 1988, by a vote of 244-132.

Grassroots support was critical and it payed off. Any efforts you made are sincerely appreCiated.

But, the struggle continues. The Senate version of South Africa .sanctions, S. 2378, will come before the Senate Foreign Relations Committee on September 8th. A list of Committee members is printed below. Each Committee member should be contacted and asked to pass the bill without weakenin" amendments.

I have enclosed a list of Senators who are considered "swing" votes on S. 2378. Please visit and/or write your Senator and ask that he or she cosponsor and support S. 2378. the Comprehensive Anti-Apartheid Amendments of 1988.

We can win. Your active support is needed. Time is short.

Again, many thanks.

Sincerely,
