OVERVIEW

The lOOth Congress passed the U.S. Congress Commemorative Coin Act, directing the Mint to issue a set of coins to commemorate the bicentennial of the . The First Strike ceremony will take place on the East Front Plaza of the Capitol, in a large tent constructed for this purpose. All members of Congress are invited. Also present will be Secretary of the Treasury, Nicholas F. Brady; Treasurer of the United States, Katherine D. Ortega; and the Director of the United States Mint, Donna Pope. You are invited to appear on the podium with these dignitaries, along with other members of the Congressional leadership.

PROGRAM

10:20am Podium guests assemble in room EF-100. 10:25am Podium guests are escorted to the stage inside the tent. 10:30am Ceremony begins. Welcome, brief remarks, Introduction of podium guests by Donna Pope, Director of the U.S. Mint. 10:35am Remarks - Katherine D. Ortega, Treasurer of the United States. 10:40am Remarks - Senator 10:45am Remarks - Representative Lindy Boggs. 10:50am Remarks - Nicholas F. Brady, Secretary of the Treasury. ll:OOam Striking of Proof Coins. (White gloves are worn during production of proof coins to protect the coins surface.) Here is the order: 1. Brady 2. Byrd 3. Boggs 4. Ortega 5. Mitchell 6. DOLE

NOTE: I have made special arrangement with event organizers so that during the striking ceremony you need only to push a button. A treasury official will handle the duties of wearing the white glove and retrieving the coin from the press.

EARLY DEPARTURE

We are arranging it so that you need not stay for the whole ceremony. Your entire tifue commitment looks to be 45-50 minutes (10:25a-11:15am). After you have struck the coin, you will be able to slip off the stage and exit the event via a back entrance.

LATE ARRIVAL

Arriving late at the event is possible but awkward. If you choose to do so, it will entail your walking to the podium and taking your seat during someone else's remarks or waiting until after ll:OOam to simply strike the coin and theT1immediately leave. All of this is complicated, of course, by the fact that the Senate is going in at 9:00am.

UNRESOLVED ISSUE

You must choose a nonprofit organization in the state of Kansas to receive a memorial coin that you will strike during the ceremony. Perhaps a museum or historical society, Russell High School.

A luncheon, hosted by Secretary Brady, will take place following the event at 12:15 in room S-211. Organizers are aware that you will not be able to stay for the full luncheon. IT'S MY PLEASURE TO BE WITH YOU TODAY, AS WE

COMMEMORATE THE BICENTENNIAL OF THE SENATE AND THE

HOUSE WITH THE ISSUANCE OF THESE COINS.

AT FIRST, I SUSPECTED THAT CONGRESS MIGHT BE

MINTING ITS OWN COINS AS A WAY OF PAYING BACK THE

NATIONAL DEBT. BUT, IN FACT, l'VE LEARNED THAT THE GOAL

IS MORE MODEST, AND REALISTIC.

This Wednesday, June 14, 1989 (Flag Day) from 10:30 am to 12 noon a ''First Strike" ceremony for the Bicentennial of the Congress Commemorative Coin will take place on the East Front Plaza of the Capitol, in a large tent constructed for this purpose. All Members of Congress are invited and encouraged to attend this event. Also present will be Secretary of the Treasury, Nicholas F. Brady, Treasurer of the United States, Katherine D. Ortega, and the Director of the United States Mint, Donna Pope.

Because of your position in the Congressional Leadership, Bicentennial Commission, Banking Committee, or sponsorship of the Coin Bill, your presence on the Podium for this event is requested. An agenda for this ceremony indicating your participation is attached, along with a stage layout and a copy of the Congressional Coin Law and S.J.Res. 128, authorizing the 1st Strike Ceremony.

You are scheduled to arrive at Capitol room EF-100 (holding room) at 10:00 am and join the Podium participants to be escorted at 10:25 am to the stage inside the tent. When the official

ceremony ends at approximately 12 noon, the Podium participants and special guests (including major participants in the Capitol Preservation Commission) will attend a luncheon hosted by Treasury Secretary Nicholas F. Brady in Capitol room S-211.

As part of our Congressional* Bicentennial celebrations this important 1st Strike Ceremony for the Congressional Coin is taking place at the Capitol, where Congress resides, on Flag Day. This is the first time since 1792 that U.S. coins will be struck outside a Mint facility. On a stage set under a large tent on the Plaza, actual Mint presses transported from Philadelphia will be operated for Treasury officials and Members of Congress to strike the $1 silver ''House" coin and the $5 gold "Senate" coin. Surcharges received from the sale of the coins will be deposited in the Capitol Preservation Fund to be available to the Capitol Preservation Commission for the restoration and improvement of the .
