LINDER THROUGH: MAX FRIEDERSDORF FROM: VERN LOEN VL SUBJECT: Attached Memo from Secretary Dunlop You referred this memorandum to me for appropriate handling. After discussing the matter with James Cavanaugh, we concluded that it would not be a good precedent to send signing pens and Presidential letters of commendation to the 16 Department of Labor employees cited by Secretary Dunlop. First, this was not exactly landmark legislation. It was not too difficult to persuade Congress to provide an additional number of weeks of unemployment compensation. Secondly, these appear to be rather low ranking departmental employees. Traditionally, Presidential signing pens and letters have been reserved for Members of Congress, who actually pass the legislation, and high ranking officials of the Departments involved. It cheapens the value of a Presidential signing pen to hand them out without some type of restraint. Thirdly, the bill was signed at a small Oval Office ceremony on June 30. Thus, this request is rather untimely.
