SUBJECT: Robert E. Lee Citizenship Signing Ceremony

Senator Thurmond called yesterday and strongly recommends a signing ceremony for the Robert E. Lee Citizenship bill. I understand the President has until Tuesday, August 5, to sign the bill. Thurmond also requests a signing pen for himself and for each of the Co-Sponsors of the bill. He also would like a pen for the Chapter of the Kappa Alpha Order for which Robert E. Lee is considered a spiritual founder. The pen would be presented at the South Carolina Chapter's National Convention in Biloxi, on August 19, 1975.

SUBJECT: Proposed Bill Signing Ceremony

Rep. M. Caldwell Butler (R·. -Va.) is mo st hopeful that a bill signing ceremony can be held at the Custis Lee Mansion on August 5th for Senate Joint Res. 23, Restoration of the Citizenship Rights to the Late General Robert E. Lee. Senator Byrd (I. -Va.) is the chief sponsor, but Butler di:I most of the work on the House side.

I explained to him that this would be the first day after the President returns from Europe and, accordingly, would conflict with a backlog of paperwork and other pressing appointments. However, I said I would pass along his suggestion.

SUBJECT: Attached Memo from Secretary Dunlop

You referred this memorandum to me for appropriate handling. After discussing the matter with James Cavanaugh, we concluded that it would not be a good precedent to send signing pens and Presidential letters of commendation to the 16 Department of Labor employees cited by Secretary Dunlop.

First, this was not exactly landmark legislation. It was not too difficult to persuade Congress to provide an additional number of weeks of unemployment compensation. Secondly, these appear to be rather low ranking departmental employees. Traditionally, Presidential signing pens and letters have been reserved for Members of Congress, who actually pass the legislation, and high ranking officials of the Departments involved. It cheapens the value of a Presidential signing pen to hand them out without some type of restraint.

Thirdly, the bill was signed at a small ceremony on June 30. Thus, this request is rather untimely. Top officials of the Department received their pens at that time, along with those Members of Congress in attendance.

Since it was not feasible for these employees to attend the formal ceremony at the time the bill as signed on June 30, 1975, I strongly reconunend sending a personal note of thanks to these individuals listed for their outstanding work on tlis landmark legislative package.
