First, it conducts a survey of past and present Northern Sea Route (NSR) cargo flows. Then follow discussions of the route’s commercial potential as a transit route, as well as of its economic importance and relevance for each of the Russian Arctic regions. These discussions are summarized by estimates of what types and volumes of NSR cargoes that can realistically be expected in the period 2000-2015. This is then followed by a survey of the status quo of the NSR infrastructure (above all the ice-breakers, ice-class cargo vessels and ports), with estimates of its future capacity. Based on the estimated future NSR cargo potential, future NSR infrastructure requirements are calculated and compared with the estimated capacity in order to identify the main, future infrastructure bottlenecks for NSR operations. The information presented in the report is mainly compiled from data and research results that were published through the International Northern Sea Route Programme (INSROP) 1993-99, but considerable updates have been made using recent information, statistics and analyses from various sources. -

These made up our identity and enabled us to survive and flourish in the harsh Arctic environment. In the past, we did not put a word to this; it was within us and we knew it instinctively. Then, we were alone in the Arctic but now, in two generations, we have become part of the greater Canadian and world society. A diverse range of contemporary art practices – including painting, drawing, photography, film, performance, installation and new media art – will be considered in relation to key aspects of the cultural, political and social life of Indigenous peoples in Canada. Much of the work examined reflects and responds to the continuing legacy of colonization and successive Canadian governments’ policies of assimilation and segregation. Artists, artworks and exhibitions examined will therefore be both historically and contemporarily contextualized. We will discuss the impact of the Indian Act, the establishment of Reserves and conflicts surrounding sovereignty and status, as well as the portrayal of Indigenous identity in art, popular culture and news media. Additionally, we will engage with the recent scholarship in Indigenous studies and material culture, and current events related to the theme of the course. The course is divided thematically, rather than chronologically, with weekly topics addressing significant aspects of Indigenous art and culture in Canada today. This research note examines the problems associated with Aboriginal census data. In particular, the changes of the ethnic question and its impact on total counts in Canada and the Northwest Territories are explored. The analysis indicates that while the total popula tion counts in the Northwest Territories are similar to projected annual population growth, the counts for Canada vary significantly. Scaling Memory: Reparation Displacement and the Case of BC MATT JAMES University of Victoria In British Columbia, people tend to view history as something that happened last weekend.... Happily, it doesn’t matter here who your ancestors were or who did what to whom 300 years ago. Lisa Hobbs Birnie ~1996! Racist injustices have played a central role in shaping British Columbia; it could hardly be otherwise in a white-dominated settler society built on an ongoing history of Indigenous dispossession and 75 initial years of official racism against Asians. Yet despite the spread of an “age of apol- ogy” ~Gibney et al., 2008!, characterized in many locales by a growing introspection over patterns of historic injustice, considerations of repara- tion still seem marginal in BC, an anomaly to which this article responds. Charting the contours of an amnesiac culture of memory, the follow- ing pages argue that BC’s aloofness from the age of apology reflects a phenomenon I call “reparation displacement.” While some recalcitrant communities resist calls to repair injustice by denying responsibility or claiming no injustice has occurred, reparation displacement works more subtly, redirecting understandings of responsibility instead. In the BC case, reparation displacement is intertwined with the politics of federalism; issues of racist injustice in BC have been conceived almost exclusively— not only by officials but often by redress activists themselves—as mat- ters of federal rather than provincial shame. Pickering 2012 Abstract The precontact subsistence-settlement strategy of Taltheilei tradition groups has been interpreted by past researchers as representing a high residential mobility forager system characterized by ephemeral warm season use of the Barrenlands environment, while hunting barrenground caribou. However, the excavation of four semi-subterranean house pits at the Ikirahak site (JjKs-7), in the Southern Kivalliq District of Nunavut, has challenged these assumptions. An analysis of the domestic architecture, as well as the morphological and spatial attributes of the excavated lithic artifacts, has shown that some Taltheilei groups inhabited the Barrenlands environment during the cold season for extended periods of time likely subsisting on stored resources. -

Social Hierarchy and Societal Roles among the Inuit People by Caitlin Amborski and Erin Miller Markers of social hierarchy are apparent in four main aspects of traditional Inuit culture: the community as a whole, leadership, gender and marital relationships, and the relationship between the Inuit and the peoples of Canada. Due to its presence in multiple areas of Inuit everyday life, the theme of social hierarchy is also clearly expressed in Inuit artwork, particularly in the prints from Kinngait Studios of Cape Dorset and in sculptures. The composition of power in Inuit society is complex, since it is evident on multiple levels within Inuit culture.1 The Inuit hold their traditions very highly. As a result, elders play a crucial role within the Inuit community, since they are thought to be the best source of knowledge of the practices and teachings that govern their society. Their importance is illustrated by Kenojuak Ashevak’s print entitled Wisdom of the Elders, which she devotes to this subject.2 She depicts a face wearing a hood from a traditional Inuit jacket in the center of the composition with what appears to be a yellow aura, and contrasting red and green branches radiating from the hood. Generally, the oldest family members are looked upon as elders because their age is believed to reveal the amount of wisdom that they hold.3 One gets the sense that the person portrayed in this print is an elder, based on the wrinkles that are present around the mouth. January 2017 © Nancy Campbell, 2017 Abstract The importance of the artist’s voice in art historical scholarship is essential as we emerge from post-colonial and feminist cultural theory and its impact on curation, art history, and visual culture. Inuit art has moved from its origins as an art representing an imaginary Canadian identity and a yearning for a romantic pristine North to a practice that presents Inuit identity in their new reality. This socially conscious contemporary work that touches on the environment, religion, pop culture, and alcoholism proves that Inuit artists can respond and are responding to the changing realities in the North. On the other side of the coin, the categories that have held Inuit art to its origins must be reconsidered and integrated into the categories of contemporary art, Indigenous or otherwise, in museums that consider work produced in the past twenty years to be contemporary as such. Holding Inuit artists to a not-so-distant past is limiting for the artists producing art today and locks them in a history that may or may not affect their work directly. This dissertation examines this critical shift in contemporary Inuit art, specifically drawing, over the past twenty years, known as the contemporary period. The second chapter is a review of the community of Kinngait and the role of the West Baffin Eskimo Cooperative in the dissemination of arts and crafts. -

Welcome address The Chair of Council, Amalie Jessen (Greenland), welcomed all the participants (Appendix 1) to the 26th meeting of the Council of NAMMCO, and to the premises of the Secretariat. Jessen noted that NAMMCO had undergone a transition from a teen to an adult management organisation during its 26 years of existence. As Chair, she invited NAMMCO to look to the future and be more visionary in dealing with sound conservation and management of marine mammal resources. Being involved already in the predecessor to NAMMCO, the North Atlantic Committee (NAC) and having witnessed the signing of the 1992 agreement, she had the opportunity of observing NAMMCO evolving into a responsible regional management organisation. There will, however, always be room for improvements to make NAMMCO’s work more effective for the benefit of the marine resources and the people utilising marine mammals. She looked forward to the discussions the coming days and hoped for a constructive and visionary meeting. 1.2.
