    SPEAKERS Randall Luthi, President, National Ocean Industries Association (NOIA) Randall Luthi became President of the National Ocean Industries Association (NOIA) on March 1, 2010. An attorney and rancher from Freedom, Wyoming and a former Speaker of the Wyoming State House of Representatives, Luthi has an impressive background in government service and the private sector. He most recently served as the Director of the Minerals Management Service (MMS) at the Department of the Interior (DOI) from July 2007 through January 2009. Immediately prior to directing MMS, Luthi served as the Deputy Director of the Department’s Fish and Wildlife Service (FWS). In 2000, he started the law firm of Luthi & Voyles, LLC, in Thayne, Wyoming, which helped pay for ranching expenses. Luthi’s ranch operation consists of a cow/calf operation and the growing of hay and barley. It is rumored that he actually has more pictures of cows on his phone than people. Ironically, in 1995 Luthi’s career in the Wyoming House of Representatives began with his name being drawn from a cowboy hat by Governor Mike Sullivan to declare him the victor in a tie vote. He served as speaker in 2005 and 2006. As a state legislator, he served on the Judiciary Committee, Management Audit Committee and Management Council. During his legislative career, he also developed an understanding of the importance of royalties paid to the federal government by companies producing energy on our public lands and waters. As Majority Leader and Speaker of the Wyoming House, Luthi was instrumental in formulation of state budgets which relied heavily upon royalties and severance taxes paid by energy companies developing federal leases.

And then, once approved, it has pushed to tack such measures on to larger bills considered too important for the White House to block… “This all works together: Put it up for stand-alone vote, get some Democrats on it, and then when you push it onto a must-pass bill, say it’s a bipartisan bill that’s already passed,” said Marcus Stanley, policy director of Americans for Financial Reform, which favors tighter regulation of Wall Street. “The strategy on Dodd-Frank is death by a thousand cuts.” A Strategy in the Fight Over Dodd-Frank: Go Big Jesse Eisinger, New York Times, 1/14/15 Battling over each provision is the least favorable terrain for the pro-reform crowd. INTRODUCTION Sexual indiscretion, misconduct, and deceit percolate throughout the extensive 2019 Report On The Investigation Into Russian Interference In the 2016 Presidential Election—known as the Mueller Report.1 President Trump’s sexual behaviors are certainly not the focus of the Mueller Report, which resulted from the Acting Attorney General’s appointment of Robert S. Mueller, III as Special Counsel for the United States Department of Justice to investigate “any links and/or coordination between the Russian government and individuals associated with the campaign of President Donald Trump,” and “any matters that arose or may arise directly from the investigation.”2 Volume I of the Mueller Report addresses Russian interference with the 2016 election and any Trump campaign links in approximately 200 pages. Volume II of the Mueller Report, which is slightly longer at 241 pages, focuses on the question of whether the president obstructed justice in connection with the Russia-related investigations, including presidential actions related to the Special Counsel’s investigation itself. Given its charge, it is both predictable and understandable that the Mueller Report only obliquely addresses President Trump’s sexual * © 2020, All rights Reserved. Most of the efforts have been quite numerous programs and activities. These programs successful, and the minority faculty members have helped and activities have also provided excellent educational pave the way for the creation of courses and many activities experiences regarding diversity for many professionals in in diversity.
