The idea emanates from ACCORD's mission to promote dialogue for the purpose of resolving conflicts and building peace. By introducing a few new contributors from Asia and Latin America, the editorial team endeavoured to foster a wider conversation on the way that conflict is evolving globally and to encourage dialogue among practitioners and academics beyond Africa. The contributions featured in this issue record unique, as well as common experiences, in conflict and conflict resolution. Finally, ACCORD would like to acknowledge the University of Uppsala's Department of Peace and Conflict Research (DPCR). Announcements February 28, 2020 Barack Hussein Obama II (/bəˈrɑːk huːˈseɪn oʊˈbɑːmə/ (About this soundlisten);[1] born August 4, 1961) is an American attorney and politician who served as the 44th president of the United States from 2009 to 2017. A member of the Democratic Party, he was the first African-American president of the United States. He previously served as a U.S. senator from Illinois from 2005 to 2008 and an Illinois state senator from 1997 to 2004. Obama was born in Honolulu, Hawaii. After graduating from Columbia University in 1983, he worked as a community organizer in Chicago. In 1988, he enrolled in Harvard Law School, where he was the first black person to head the Harvard Law Review. After graduating, he became a civil rights attorney and an academic, teaching constitutional law at the University of Chicago Law School from 1992 to 2004. Turning to elective politics, he represented the 13th district from 1997 until 2004 in the Illinois Senate, when he ran for the U.S. Senate. Obama received national attention in 2004 with his March Senate-primary win, his well-received July Democratic National Convention keynote address, and his landslide November election to the Senate. In 2008, he was nominated for president a year after his presidential campaign began, and after close primary campaigns against Hillary Clinton. Obama was elected over Republican John McCain and was inaugurated on January 20, 2009. Everyday media reports on his new decisions that have made U.S. foreign policy to deserve "unpredictability". This paper attempts to find out the fundamental causes of such changes; therefore, its main question is what is the most important variable affecting U.S recent foreign policy? To answer the question, it uses James Rosenau's theory of foreign policy and the findings of two pieces researches on Trump's personality assessment, evaluates the U.S foreign policy positions, and analyzes his interaction with foreign policy maker institutions and their internal developments. Accordingly, it hypothesizes that Trump's personality traits have made "individual variable" superior to other parameters affecting U.S foreign policy, i.e., systemic, governmental, societal, and role variables. "Authoritarian populism", "narcissism", "vengefulness", and "disagreeableness" are Trump's profound personality traits that manifest "egocentrism" hidden in his personality. These individual traits have exerted affected the weight and relations between governmental institutions of foreign policy, and institutions completely in harmony with the president's view has now been formed. -

McKECHNIE* ABSTRACT Modern US. presidents have chosen their words meticulously and deliberately, with the assistance of aides and speechwriters, all with a view toward how their message would be delivered and understood. Rarely has the electorate had access to the unvarnished thoughts of a president. At times, secretly recorded conversations in the White House have allowed Americans to hear the unabashed thoughts of various presidents. However, save for the Watergate scandal, those recordings had no immediate, discernible democratic impact because they were released years after the presidents' words were recorded. The recordings are noteworthy because they capture presidents'musings in the private sphere, where one is more secure and more likely to engage in self-reflective, authentic expression. -

President Donald Trump has been the public face of the blundering managerial response of the US federal government to the Coronavirus/COVID-19 pandemic. Yet, beyond Trump’s personal failure lies a failure of the US governmental system. More specifically, the role of the federal gov- ernment in fashioning nationwide policies across a range of areas, including public health, that one think would be empowered by a self-defined “nationalist” or right-wing populist in the White House, has been crippled by an anti-federalist ideology and the institutional inertia it has created. These have roots going back to the 1980s and the distortion of historic US federalism that these have entailed. REPORT ON THE LEGAL AND POLICY FRAMEWORKS GUIDING THE UNITED STATES’ USE OF MILITARY FORCE AND RELATED NATIONAL SECURITY OPERATIONS December 2016 FOREWORD From President Lincoln’s issuance of the Lieber Code during the Civil War to our nation’s leadership at the Nuremberg Trials following World War II, the United States has a long history of emphasizing the development and enforcement of a framework under which war can be waged lawfully and effectively, with due regard for humanitarian considerations, and consistent with our national interests and values. Consistent with this long tradition, since my first days in office I have underscored the importance of adhering to standards—including international legal standards—that govern the use of force. Far from eroding our nation’s influence, I have argued, adherence to these standards strengthens us, just as it isolates those nations who do not follow such standards. Indeed, as I have consistently emphasized, what makes America truly remarkable is not the strength of our arms or our economy, but rather our founding values, which include respect for the rule of law and universal rights. Decisions regarding war and peace are among the most important any President faces. It is critical, therefore, that such decisions are made pursuant to a policy and legal framework that affords clear guidance internally, reduces the risk of an ill-considered decision, and enables the disclosure of as much information as possible to the public, consistent with national security and the proper functioning of the Government, so that an informed public can scrutinize our actions and hold us to account.
