Albany Highway North Upgrade - Is a 4km road widening of Albany Highway between Schnapper Rock Road and Albany Expressway. In general it will provide: - Four lanes of traffic with peak hour transit lanes in both directions to improve traffic flows and promote and encourage sustainable alternatives such as bus and car-pooling. - Off-road cycle lanes and pedestrian paths to improve safety for vulnerable road users and promote Albany Highway Upgrade (North) Upper Harbour and encourage a healthier alternative to SOV - Improved stormwater treatments - Undergrounding of overheads, and improvements to existing underground services, in line with dig once policy. - landscaping and urban design to enhance the road and community environment.

Construcionnes Y Auxiliar Ferrocarriles (CAF) have been contracted to design and manufacture 57 3 car electric trains, including the maintenance of those trains for 12 years together with 2 driver training EMU Procurement Regional simulators. The first train arrived at the end of August 2013 with the last train due July 2015. First service became operational in April 2014. Programme to allow Auckland Transport to pro-actively work with developers to improve transport Improvements Complementing Developments Regional outcomes associated with new developments. Glenvar Ridge Road (GRR) is a proposed new road in the Long Bay Structure Plan. Its route will traverse existing residential properties and land that is currently owned by Ministry of Education. It will Long Bay Glenvar Ridge Rd run from opposite #282 Glenvar Road in a north easterly direction and connect to Stage 5 of a new Hibiscus and Bays development currently being implemented. A private developer agreement has been signed for the delivery of this project.

Construct Don Buck Road extension and Waru Road west in Precinct C. Complete a Notice of NorthWest Transformation (NORSGA PC 15 Massey Requirement for Northside Drive East, its land acquisitions and construction. It also includes the Henderson-Massey North Town Centre) Westgate Bus Interchange. New park and ride facility within the Marine Industrial Precinct zone (Hobsonville Point development). NorthWest Transformation (NORSGA PC 13 Hobsonvillle Secures land for a permanent facility. This project will upgrade Hobsonville Road between West Park Drive and Ockleston Lane. AT will complete a 300m section of the Spine Road and developers will complete the balance of Spine Road NorthWest Transformation (NORSGA PC14 Hobsonville and other roads serving their developments. AT will focus on acquiring the land once the designation Upper Harbour Village) has been secured for Hobsonville Road and Brigham Creek Road widening. Upgrade of intersections of local roads and SH1 at Warkworth. This is a NZTA led project with 30% contributions by AT in accordance with a MoU between Rodney District Council and Transit New Warkworth SH1 intersection improvements Zealand in 2006. Intersections upgraded to date are Whitaker Street and Woodcocks Road. Hudson Rodeney Road intersection upgrade is currently under construction with completion programmed for Dec 2013. Hill Street intersection and McKinney Road intersection still to be done.

The Waterview Walkway and Cycleway (as per Board of Inquiry Decision S.014) from Allan Wood Reserve to Alford Street Great North Road. The project connects to the north and south with existing cycle metro routes along SH16 and SH20. To the west, a new cycle metro route is planned on the rail Waterview Cycleway connection Albert-Eden, Whau corridor between Soljak Place and New Lynn. AT has assumed responsibility for completing the investigations and securing consents through a Notice of Requirement. Detailed design expected to be undertaken by NZTA, subject to final agreement.

AT ongoing operational requirements:

AIFS is the creation of an integrated smartcard ticketing system that can be used on trains, ferries and AIFS system - extensions, enhancements and equipment most buses. This project is to extend, enhance and replace AIFS associated equipment - including the Regional replacement back-end system, retail and top-up devices and the tag-on/off devices for rail, ferry and bus.

AIFS is the creation of an integrated smartcard ticketing system that can be used on trains, ferries and AIFS system - integrated fares Regional most buses. This project is for the installation of gates at stations. This line item provides for a substantial refurbishment of the diesel shuttles to be used between Diesel Refurbishment (alternative to electrification Papakura and Pukekohe. It is included in the scenarios where Pukekohe electrification proceeds after Franklin Papakura to Pukekohe) 2020.

Replacement and enhancement of business technology to improve performance, safety and customer experience as identified in the GPS. Includes the selection, development and management of key Digital Technology externally facing transport information and supporting infrastructure (e.g. journey planner, commercial Regional vehicle real time, web applications, external systems and signage). Also includes API Manager, CRM, call centre and asset management systems.

Investigation, design and construction of a signalised Panmure Roundabout accommodating bus priority, a new two-lane busway, pedestrian and cyclist facilities from the Roundabout to Pakuranga AMETI - Panmure to Pakuranga Busway Regional, Howick Road/Ti Rakau Road intersection, a new one-lane each way Panmure Bridge and upgrades to the existing bridge, Pakuranga town centre and local roads.

Investigation, design and construction of a new busway between Pakuranga town centre to Botany, new and improved walking and cycling facilities along Ti Rakau Drive, a new bus station and Park and AMETI - Pakuranga to Botany Busway Regional, Howick Ride facilities at Botany Town centre, upgrades to Pakuranga Creek Bridge to accommodate busway, pedestrian and cyclist facilities. This project provides a QTN, and to balance the needs of all other road users. Programme to deliver improved and increased walking and cycling options throughout the Auckland Walking and Cycling Programme Regional Region (eg cycleways, footpaths, overbridges). Bus Priority Improvements & Transit Lanes Delivery of a network of bus and transit lanes throughout the Auckland Region. Further objectives are to improve the interface between the Waitemata public transport facilities that are concentrated in the Lower Queen Street area. The project also deals with associated enabling works that include the seismic upgrade of the Quay Street Seawall.

Progress the delivery of the use of red light cameras at high risk intersections within the Auckland Region. Following the recent position paper by the Ministry of Transport supporting the use of red light Red Light Cameras New cameras, this project will enable the continuation of the collaborative work undertaken between key Regional stakeholders, AT and New Zealand Police to extend red light cameras to other high risk intersections within Auckland. At least 20 high risk intersections have been identified.

The 2011-2015 Route optimisation programme has an objective of doing a complete review of the traffic signal and route operations for the urban arterial network. The programme has highlighted that traffic conditions on the network can change quickly as the network develops. Not all the changes can be anticipated or linked to projects and development. Route Optimisation Regional Review of arterial routes every three years to assess what has been changed and to respond in a positive manner with improvements to traffic control through traffic signals, traffic systems, traffic restrictions and minor infrastructure improvements such as changes to lane markings or easing of constriction points.

Brigham Creek Road was reclassified as a primary arterial road in 2011 and has been given a high strategic significance by NZTA because of the link that it provides between SH16 and SH18 which form part of the Western Ring Route, a road of national significance. The area around Brigham Creek Brigham Creek Road Corridor Improvements Road has been identified by Council as an area for future intensification (RUB) and some large Upper Harbour developments are underway in the near vicinity: North West Transformation (NorSGA) and Hobsonville Village. Brigham Creek Road is in poor condition and has a number of historical safety issues, e.g. Totara Creek Bridge.

Northern Busway – additional stations associated with New busway stations to improve catchment of Northern Busway services. Upper Harbour, Hibiscus and Bays busway extension Orurangi Road Upgrade to ensure road is fit for purpose, particularly to carry large volumes of heavy Mangere Gateway Area (Plan Change 14) vehicles. Current road is in differing condition along its length and needs to be upgraded to same Mangere-Otahuhu Funding provided post 2025 standard in accordance with arterial function.

1) Redoubt Road four laning (two lanes in each direction): SH1 to Murphys Road - include a bus priority lane in a westbound direction from Hollyford Drive to SH1. - include cycle lanes along this section of road (Copenhagen style west of Hollyford, off road shared path between Hollyford and Murphys) - Regional arterial standard - 60km speed limit 2) Hollyford Drive (intersection with Redoubt) - improve capacity through intersection (additional lanes) as well as provision of bus priority lane through intersection for bus movements from Hollyford onto Manurewa, Papakura, Franklin, Mill Road Redoubt west). Howick 3) Signalise Murphys-Redoubt intersection and remove Murphys Road dog-leg - Murphys Road four laning (two lanes in each direction): Starting at Redoubt Road intersection and extending 500m northwards from there - off road shared path along Murphys Road 4) Upgraded horizontal and vertical alignment of Mill Road between Murphys Road and Philip Road. This includes 4 traffic lanes and off road shared path along entire section. A new roundabout at Mill and Ranfurly as well as new roundabout between Mill and Alfriston Road.

Installation of traffic lights at the intersection of Tamaki Drive and Ngapipi Road on Auckland's waterfront (Orakei) to address pedestrian, cycle and vehicle safety issues. Parnell Station Waitemata The new Parnell Station would be the focus of a quality cultural and heritage destination integrating the historic Newmarket Station building and providing new connections to the Domain and Auckland Museum.

Park n Ride Silverdale-Stg 2 Stage two of the Silverdale Park and Ride. Hibiscus and Bays Completion of the upgrade of the Tiverton-Wolverton corridor, a 2.2km stretch of arterial road between Tiverton-Wolverton Stage 2 New Windsor and New Lynn. While traffic signals are mostly delivered by new projects, safety projects and development proposals, there will be some areas where old/existing intersections may require upgrading to traffic control. Traffic signals are a traffic control device used to manage safety on the road network where there are high volumes of conflicting movements. These can relate to all modes of traffic including buses, cars, freight, motorcycles, cyclist and pedestrians. Traffic Signals New As traffic and conflicting movements grow many of these intersections will require signalised control. Regional This will be essential for safety, assigning priority to minor movements, reducing overall delay and congestion. Signalised intersections also enable the network to be managed to a Network Operating Plan where priority can be assigned to certain movements or modes by time of day. (NOTE - does not include traffic signals in “greenfields sites” where appropriate traffic control will be advocated through the planning process).

The Long Bay Southern Corridor is made up of the following interrelated projects: 1) Long Bay East Coast Road Widening - This project is for the widening of East Coast Road between Oteha Valley Road and Lonely Track Road to provide capacity for growth generated by development in the Long Bay Structure Plan area. Widening the road to 4 lanes. Also includes the signalisation of Glamorgan Drive. 2) Long Bay East Coast Intersection - East Coast Road Intersection upgrade is the rationalisation of 2 existing adjacent but staggered intersections along East Coast Road into a single intersection Long Bay Southern Corridor (roundabout). The two existing intersections are with Glenvar Road and Lonely Track Road. This work Hibiscus and Bays will result in the re-alignment of Glenvar Road approach, to avoid an unstable area. The intersection will provide capacity for growth generated by development in the Long Bay Structure Plan area. 3) Long Bay Glenvar Road Upgrade - This project is for the upgrade of Glenvar Road between East Coast Road and the future Glenvar Ridge Road junction to provide capacity for growth generated by development in the Long Bay Structure Plan area. The road is essentially a rural road that will become a main access route to the Long Bay Structure Plan area and to the Long Bay Regional Park (once the entrance to the park is relocated).

Address concerns around accessibility and station capacity. The lift is below current standards for this Sylvia Park Station Maungakiekie-Tamaki busy station. An additional over bridge to be explored to enhance passenger accessibility.

Proposed improvements to station access:- South from Dery Aden and Mitchson Streets via new pedestrian level crossing over UP main line. - North to shopping centre possible routes being Greenlane Station Access Improvements investigated. Ashley Ave is an existing road that terminates at the northern end of Ashley Reserve. It is a cul-de- sac road and services two schools (Long Bay Primary & College). A new development is taking place in Long Bay that will connect to Ashley Ave and will generate significant additional traffic. Ashley Long Bay Ashley Avenue Upgrade Avenue therefore needs to be upgraded to address the increased flows and to maintain safe operation Hibiscus and Bays during the school am and pm peaks. The developer will be responsible for design and most of the construction (Phases 1 & 2). AT will be responsible for land acquisition, design reviews and construction of Phase 3 (Ian Sage Intersection).

Investigate, design and deliver a programme of engineering interventions to improve road safety and operational deficiencies within the transport network. Planning is driven by cost-effective, evidenced- based solutions at prioritised high-risk locations to support Local Board and customer service Safety and Minor Improvements Regional requests. Individual projects are less than or equal to $250,000 and examples include intersection improvements, pedestrian and localised cycling improvements at high risk locations, signage, road marking, congestion relief initiatives such as clearways.

Travel to and from school has a significant impact on traffic congestion. Promoting and facilitating safe alternatives to the private vehicle drive to and from school is one of the ways to address both congestion and safety issues on the journey to and from school. This programme is aimed at investigation, design and implementation of a programme of infrastructure improvements to improve Safety Around Schools road safety, accessibility and operational deficiencies within the transport network. Planning is driven Regional by cost-effective, evidenced-based solutions at prioritised high-risk locations. Examples include pedestrian facilities, intersection improvements, speed calming measures, signage and road markings. The programme supports the community education and engagement associated with Community Transports Safe School Travel Plan.

Identify speed management engineering interventions that improve road safety and operational deficiencies within the transport network.. Planning is driven by cost-effective evidenced-based Safety Speed Management solutions at prioritised high-risk speed locations, and to support Local Board and customer service Regional requests. Examples include electronic 40k speed signage and speed limit changes and other speed limit intervention measures.

Design and implement transformational road safety projects that involve significant safety engineering interventions for improving road safety and operational deficiencies within the transport network using the Safe System approach. This programme is in alignment with national, regional and local strategies Regional Safety Programme including legislative requirements outlined within the Government Policy Statement, Safer Journeys Regional and Land Transport Management Act. Planning is driven by innovative, evidenced-based solutions at high crash-risk locations, that can also provide national insights on application of the Safe System approach to local roads.

Implement recommendations associated with fatal crash investigations, undertaken jointly with the NZ Crash Reduction Implementation POLICE serious crash unit. Management of traffic systems data for reporting on network performance, tracking trends and providing planners with performance data. Implementation and enhancements to support the CCTV and Traffic Data Warehouse consolidation of the five previous public transport and parking operations centres. Supporting Regional technology linking in to ATOC and JTOC and the budget to support on-going storage and computing needs.

CCTV is used to manage traffic, assist with planned events, and cope with unplanned events and incidents. It is also an essential tool for planning, design and safety analysis. The motorway has a high level of CCTV coverage but the urban arterial routes have many areas where there is no visibility. It is essential that the operators at JTOC and ATOC have good visibility of the road network for traffic, CCTV event and incident management. CCTV is also used for public safety, especially important for public Regional transport operations where there is an unusual or high demand created by a planned or unplanned event. This affects rail, bus interchanges, ferries and rail stations and their environs. The CCTV cameras can also be called upon by the police to assist with criminal action and this links directly to asset management and vandalism.

On the motorways through the Auckland region there are a number of overhead variable message signage (VMS) that can be used to alert the travellers to road conditions, incidents and planned activity. There are a number of key arterial roads that link to the motorway network that should be equipped with similar signage at key decision points to complement the motorway signs and give Incident Management Electronic Signs - Arterial Roads Regional effect to the "One Network" (NZTA and AT) approach. The benefit will be to be able to give the travellers real time information that can enable better route decision making. These signs can be overhead gantry type signs or side mounted "type D" signs similar to the signs used on the CBD to Airport route. 40 overhead gantry type @ $200k each and 250 type D @ $80k each.

Incidences can occur at any time on the road network. Examples of incidences include serious crashes , land splits, floods etc. This project is a proposal to develop the capability of AT to be able to employ trailer mounted smart technology at short notice to the point of incidence or key areas on the Incident Management Response Equipment network where there is a need to inform the travelling public of the incident and diversion routes. The Regional technology will provide real time information to the JTOC to enable traffic management decisions. The type of equipment would include Variable Message Signage (VMS), Telescopic mounted CCTV and battery power.

The Quay Street project (formerly known as the “Quay Street Harbour Edge Boulevard”) was identified within the adopted Auckland Council – City Centre Masterplan strategy document as Move One – Harbour Edge Stitch uniting the City Centre with the Waterfront. The existing street (Lower Hobson – Quay Street Upgrade Tangihua section) can be characterised by wide carriageways and a low level of activation with a Waitemata primary function of servicing east-west vehicular movement. The purpose of the Quay Street project is to deliver a transformational streetscape and public realm upgrade which will create a premier waterfront street.

The proposed upgrade to the streets proposes to balances the need for efficient motorway-to-city access, and the objective to create a human scaled environment. This improves the character of the street for pedestrians and motorists, and improves the connection of the Victoria Quarter to the west Hobson and Nelson Upgrade and the Aotea Quarter and Engine Room to the east. Cycle and pedestrian connection to the Waitemata waterfront are significantly improved. Opportunities are created to respond to new development sites and providing places for better street life activity. The proposed first stage of the upgrade is planned to be delivered in line with the proposed NZICC development.
