I am sorry for the delay in replying – as you will recall, we spoke about this matter when we had one of our quarterly catch-ups in December. Successful collaboration between the GLA, TfL and the boroughs is essential to deliver the Mayor’s Transport Strategy. I agree there is a need to continue to develop and improve the understanding between TfL and the boroughs and to enhance the effectiveness of current arrangements. Since starting in post, I have been keen to ensure that you have been briefed in advance of key policy announcements and I hope you feel that there has been a good two-way flow of information. I certainly appreciate the pragmatic and principled approach of London Councils’ elected members and officers. The TfL Board appointed in 2016 is one of the strongest and most diverse Boards that TfL has ever had. The size and composition of the Board reflects recommendations from an independent review of Board effectiveness in 2015, undertaken by Deloitte LLP’s specialist Board Advisory Team. That review recommended appointing fewer Members to make meetings more effective and targeting additional skills, knowledge and experience beyond those required in the GLA Act. Deloitte advised strongly against appointing “representatives” from external bodies, to avoid the risk of Members having potential conflicts of interest that would prevent them from taking part in key decision making. The last internal review demonstrated the improved effectiveness of the smaller, broader and more diverse Board. We receive regular requests from other bodies, trade associations and specific interest groups for representation on the Board, all of which can make justifiable cases for membership. I have sought to resist these requests as I am keen to give the new Board stability and to respect the recommendations of the Deloitte review. When we spoke in December you also raised the possibility of London Councils having an advisory role to the Board. I have considered your request but am concerned this would raise many similar issues to those outlined above. Given that Board membership was reduced to make decision making more effective, I worry that adding advisors would increase the size of meetings again. We met together on Thursday 21st February to discuss how we could work together to identify and address our pressing concerns around air quality and resources and waste management. This statement sets out the ambition and commitments that were developed at that meeting. Introduction We have a vision for London as a global sustainability leader, where clean air and flourishing green infrastructure supports the health and wellbeing of its residents. We believe that tackling environmental degradation can support our efforts to improve the lives of our most vulnerable residents. In advance of our meeting, we identified three shared priorities around air quality, and three around waste and resources, namely: increasing walking, cycling and use of public transport; reducing private car use; creating low emission neighbourhoods; minimising waste; maximising recycling; and increasing cleanliness and reducing fly-tipping. At our meeting, we agreed that London faces a number of significant challenges to deliver on these shared priorities, and our overall vision. For example, we need to encourage Londoners to adopt behaviours that reduce air pollution from transport and remove unnecessary waste, by fostering positive, new social norms.

LFC Cotton continued: “I don’t think anyone in government has responded in a satisfactory manner. We need more to be done. We need for it to be taken seriously.” Do you agree with her appraisal? Sadiq Khan (Mayor of London): I fully agree with London Fire Commissioner Dany Cotton [QFSM] that the Government has failed to do anywhere near enough on building fire safety since the fire at Grenfell Tower. Today, the cross-party Housing, Communities and Local Government Committee published a damning report, which agrees that the Government has been - and I quote - “far too slow to react” to the Grenfell Tower tragedy. After the devastating fire in June 2017, the Government promised urgent action to make everyone safe. More than two years later, our building regulation system is still unfit for purpose, we still lack clarity on the basic questions of whether certain types of cladding are safe, and tens of thousands of people continue to live in homes that may be unsafe, with leaseholders facing huge bills for interim safety measures and other safety works.

    THE UNITED KINGDOM‘S DUTY UNDER INTERNATIONAL HUMANITARIAN LAW TO ENSURE NON-DISCRIMINATORY MEDICAL CARE TO WOMEN AND GIRLS RAPED IN ARMED CONFLICT, INCLUDING ACCESS TO SAFE ABORTION SERVICES Excerpts of UK, EU and International Laws, Policies & Practices Relevant to this Duty Updated as of October 8, 2013 Preface The duty of the United Kingdom (―UK‖) to respect international law, and in particular international humanitarian law, is firmly rooted in its body of domestic law which implements the Geneva Conventions and its Additional Protocols, and is further supplemented by the laws, regulations, and guidelines of the European Union. For women raped in armed conflict, abortion is a legal right under international humanitarian law (―IHL‖). Girls and women raped in armed conflict are ―protected persons‖ under the Geneva Conventions and are entitled, as the ―wounded and sick,‖ to ―receive to the fullest extent practicable and with the least possible delay, the medical care and attention required by their condition.‖ This care must also be non-discriminatory. To deny a medical service to pregnant women (abortion), while offering everything needed for victims who are male or who aren‘t pregnant, is a violation of this requirement of non-discrimination. Therefore, IHL imposes an absolute and affirmative duty to provide the option of abortion to rape victims in humanitarian aid settings; failing to do so violates the Geneva Conventions, its Additional Protocols, and customary international law. These protections are further supported by international human rights law. The Committee against Torture and the Human Rights Committee have both declared the denial of abortion to be torture or cruel, inhuman, and degrading treatment in certain situations.

    The 2015 Labour Party Conference Our top takeaways for the tech, health & energy sectors 02 October 2015 • 1 The 2015 Labour Party Conference Corbyn's Labour: A New Age of Politics? Jeremy Corbyn MP’s first speech to Conference this week pledged to ‘listen to everyone’ and he expressed his desire for open debate and a kinder, more inclusive politics, but the behind the scenes manoeuvring was arguably anything but the new age of politics. Corbyn’s team have sought to assert their authority quickly – the replacement of members of the National Executive Committee (overseeing the party’s overall direction and policy-making process) and the decision not to debate Trident (an issue that appears set to split the party) were two prominent examples. Corbyn, however, has conceded on a few things – notably committing the party to campaign for staying in the EU despite the Eurosceptic GMB Union’s proposal to hold a Special Conference before the party finalised its position on the referendum. His ‘mandate for change’ as he put it will especially appeal to the young and apathetic, but is likely to face significant opposition within the Party, as well as the Lib Dems, and the SNP, who want to defend their new power base. Corbyn’s conference efforts were well-received by the unions, with the TUC’s Frances O’Grady, and Unite’s Len McCluskey, respectively praising Corbyn for covering the issues “that really matter to working people” and for his “principles, honesty, fairness and dignity”. Unsurprisingly #Lab15 was all about Corbyn, but both the Shadow Chancellor and Deputy Leader managed to wrestle some media attention away from the man that was never supposed to be leader.

While social distancing measures remain in place to manage the coronavirus pandemic, Members will attend a videoconference briefing held in lieu of a meeting of the Board. Any decisions that need to be taken within the remit of the Board will be discussed at the briefing and, in consultation with available Members, will be taken by the Chair using Chair’s Action. A note of the decisions taken, including the key issues discussed, will be published on tfl.gov.uk. As far as possible, TfL will run the briefing as if it were a meeting but without physical attendance at a specified venue by Members, staff, the public or press. Papers will be published in advance on tfl.gov.uk How We Are Governed Apart from any discussion of exempt information, the briefing will be webcast live for the public and press on TfL’s YouTube channel.
