News from the Capital IGEN-RE organises a workshop to look at the current energy situation in rural areas of India from a Gender perspective New Delhi, March 20, 2012: The Renewable Energy Component of the Indo-German Energy Programme (IGEN-RE) conducted a study to ex- amine, analyse and understand the current energy situation in rural areas from a gender perspective. With an objective to further enrich the study, its initial findings were shared with the gender and rural energy experts and practitioners in the workshop. The workshop saw participation from organisations such as TERI, USAID, UN Women, En- ergia and UNDP. The participants collectively reviewed experiences and best practices regarding gender issues in energy access projects. A set of recommendations for a more gender sensitive approach to policies and programmes for energy access in rural areas was devel- oped by the group.

GIZ IS inaugurates two Multi-Skills Development Centres in Karnataka

Multi-Skills Development Centres Karnataka, April 16 -17, 2012: The Multi-Skills Development Centres at Gulbarga and Bangalore are established with the technical assistance of GIZ IS to focus on skill development and offer excellent and ad- vanced technology training courses to benefit the people and industry. Mr. Stefan Helming, Country Director, GIZ attended the programme in Gulbarga. Planning Commission Deputy Chairman, Mr. Montek Singh Ahluwalia, inaugurated the centres and laid the Foundation stone for the new buildings.

Mr. Ahluwalia stressed said that it is the first pilot project in the country and the Government of India will be giving 32.23 crores as financial as- sistance. He added, “ stands out for doing more through skills development among the industrialised world. Now, time has come for us to emulate and impart the same in India to secure future for our youth.” Mr. Hans-Herrmann Dube, Regional Director GIZ-IS South Asia, South- East-Asia and China said, “Germany has 350 years of history in offering vocational training. We treat it as important as academic learning.”

GIZ-IS provided support for architectural planning of the centres, design building, preparation of material estimates and civil engineering super- vision. Special attention is given to design appropriate technical facilities, such as laboratories and workshops where the emphasis is on student activation and student-organised learning. Modern construction engineering features like energy efficiency, green construction, water harvest- ing etc., with inputs from German experts in the new building design, training and Construction Engineering are being applied.

A biotechnology company and an oil refinery buy the steam produced by the K power plant, indirectly reducing possible thermal pollution to a fjord (A long narrow inlet of the sea between steep cliffs) in the proximity. The power plant uses salt water from the fjord instead of fresh water from the Lake Tisso for cooling purposes, and gives out hot salt water, which is used by a fish farm and local homes for heating purpose. The fly ash generated by the plant is used by a cement company. Similarly go many such cyclic exchanges of materials and wastes between several collaborating partners that benefit financially from the co-operation.

The Impacts of UPNRM; developing and funding bankable models for natural resource management

he Umbrella Programme on Natural Resource Management (UPNRM) is facilitating environmentally friendly economic growth through en- T hancing the private investment in the space of Natural Resource Management.

Three years after its inception, the portfolio of UPNRM has grown to 109 projects implemented in 14 states and one union territory. The rapid increase in the number of projects being implemented by various clients, ranging from NGOs, producers companies, trusts, and cooperatives, to private companies, demonstrates the acceptance of loan-based financing for sustainable NRM-based livelihoods . Till May 31, 2012, NABARD, un- der UPNRM, has sanctioned Rs 244.28 crores (37.5 million Euros, 1 Euro=Rs 65) to projects that cover over 200,000 beneficiaries. Current projects include integrated farming, livestock rearing, processing & marketing of agriculture commodities, poultry, medicinal herb-cultivation, processing and marketing and so on.

Last year’s impact data revealed that of the 83,632 project participants that were involved in 44 projects, approximately 36% are women and 44% from scheduled casts and scheduled tribes. The productive activities undertaken by the project participants resulted in an increased aver- age annual income of INR 22,300. Nearly a quarter of the beneficiaries saw an increase in their annual income by 137% or by over 40,000 INR. Environmental impacts include:

• Savings of approx 31.1 million cubic meter of water through the system of rice intensification and drip irrigation, which is approximately equivalent to one-year’s water requirement for a town of 600,000 people; • Improved soil fertility in over 400 hectares of land through vermi-composting; • Planting of over 9,000 trees on 1,013 acres on degraded lands in Orissa and Tamil Nadu; • Sequestration of 6,000 tons of carbon dioxide per annum and; • Mitigation of methane equivalent to approx. 4,500 tons of carbon dioxide from entering the atmosphere.

To quantify, understand and replicate the poverty-alleviating and environmental impacts of all projects, UPNRM’s second round of impact moni- toring will be completed by the end of July.

One example of how UPNRM is impacting the life of rural poor and also the environment can be illustrated by a project being implemented by MASUTA, a producer company in Bihar and Jharkhand. With the installation of automatic solar reeling machines, the work efficiency of these women has increased two-fold. Earlier one woman used to process 15 Kg of yarn using old carbon-emit- ting diesel operated machines. With solar reeling machines, the same woman can easily process 30 kg of Tasar yarn in a year while also helping MASTUA in saving 800,000 liters of diesel. It means double the income from her and her family for the same number of hours of work.

International Youth Forum Go4Biodiv gives voice to the youth in the Global Biodiversity Convention

As India gears up for hosting the 11th Conference of the Parties to the Convention on Biological Diversity (CBD-COP 11), youth 648422 from various nations are also preparing themselves for the major Summit. Go4BioDiv is an International Youth Forum providing a platform to the youth to voice their opinion on the issues related to Biodiversity during this global event of decision-making on biodiversity. 'Problematic Residues'

According to analyses performed by the German disposal experts, the fears of the Indian states are understandable. According to the GIZ report, the material -- supposedly pesticide-contaminated soil which is not directly connected to the 1984 accident -- still contains "problematic residues" of chlorine, mercury and heavy metals.

The German planners believe that the Bhopal project could be completed within a year. The toxic waste, which is still sitting in the abandoned plant in open containers, will be collected by workers in protective suits and gas masks, sealed into airtight containers and flown to Germany, preferably in the cooler months between October and March.

"The 350 tons that we intend to dispose of now are just the tip of the iceberg," says Hans-Hermann Dube, the South Asia director for GIZ International Services, headquartered in the Indian capital. In truth, as Dube points out, the entire former Union Carbide plant is a case for special waste disposal. The problems associated with contaminated ground water, which still affect Bhopal residents today, are another issue altogether. • WEEE Recycle project of India presented in the ILO Report on Sustainable Development

The WEEE Recycle project, a joint project of GIZ, adelphi, European Union, Manufacturer’s Association for Information Technology (MAIT) and Toxics Link, is mentioned in the chapter on ‘Recycling’ in the International Labour Organisation’s report ‘Working towards Sustainable Devel- opment: Opportunities for decent work and social inclusion in a green economy.’ The report says, “India’s Ministry of Environment and Forests issued new rules which came into effect in May 2012, requiring manufacturers to establish e-waste collection centres or introduce ‘take back’ systems. Meanwhile, Germany’s GIZ is the lead agency for WEEE Recycle, a project co-financed by the European Commission and the German Federal Ministry for Economic Cooperation and Development BMZ, and promotes the formalisation of e-waste dismantling and recycling activi- ties in four target cities: Delhi, Kolkata, Pune and Bangalore.”

The WEEE Recycle project aims at improving the situation of e-waste management in India by involving producers, recyclers (informal and for- mal) encompassing Small and Medium Enterprises (SMEs) and other stakeholders in the value chain. • The Indo-German Environment Partnership (IGEP) programme commences from March, 2012

The Indo-German Environment Partnership (IGEP) programme, the successor programme of the Advisory Services in Environmental Manage- ment (ASEM), started on March 1, 2012.

IGEP will aim to respond to some key challenges identified in the policy framework of the Ministry of Environment and Forests, Government of India. Building on the experiences of ASEM, the programme will strengthen its thematic profile in the urban and industrial sector, enhance the effectiveness to up-scale successful case studies and support the environmental reform agenda and priority needs of India. With a strong focus on pilot measures and policy decisions of national level relevance, it will endeavour towards enhancement of resource efficiency, reduction of environmental stress, improved service delivery in urban infrastructure services and mitigation of greenhouse gas emissions.

The programme has been commissioned for six years (March 2012 to February 2018.) The first phase of the programme has the duration of three years from March 1, 2012 to February 28, 2015.

In its second Work Group Meeting between GIZ and the Ministry of New and Renewable Energy (MNRE) held on May 30, 2012, the Renewable Energy Component of the Indo-German Energy Programme (IGEN-RE) took the decision to focus on implementing future activities on improving access to rural renewable energy in the states of Bihar, West Bengal and Uttarakhand. The identified activities will vary from solar PV pumping in Bihar and upgrading of traditional water mills in Uttarakhand to promoting rural electrification in West Bengal through generation-based incentive mechanisms. Furthermore, market-based dissemination of improved biomass cook stoves will be a common IGEN-RE activity in all of the selected states.

Food staples and poverty are closely linked in India, home to over 30% of the world’s poor (456 million people) and presently accounting for close to 20% of global rice production and consumption. While India’s demographic pattern doesn’t seem to change significantly and overall population is invariably growing, commodity prices are at an all-time high, resulting in a sharp decrease in available arable acreage (per house- hold).Similar to most of the other South East Asian countries, self-sufficiency in rice production is key to the agenda of the Indian Government’s food security initiatives. Its importance becomes all the more clearer as rice counts among the daily staples for millions of households across the country, especially for those in lower income segments. This fundamental and imminent need has resulted in the National Development Council adopting a resolution to launch a food security mission, intended to increase annual production of rice by 10 million tons, wheat by 8 million tons and pulses by 2 million tons by the end of the eleventh plan (2011-2012).Taking cognizance of the current situation, the SDC along with other key stakeholders such as Allianz Re, Sarmap and IRRI conceptualised the RIICE (Remote sensing Information for Insurance and Crops in Emerging Economies) project in early 2012.

objective of this project is to reduce the vulnerability of smallholders engaged in rice production by setting up an easily accessible rice informa- tion system (“Global Rice Information Gateway”). The latter is expected to allow for better production and risk management, which public and private stakeholders of the domestic rice sector are prone to be exposed to (development of targeted crop insurance solutions).

GIZ, on behalf of the RIICE Consortium, organised a brainstorming workshop in April, 2012. The event was attended by a multi-stakeholder gath- ering which included participation from public sector institutions as well as research agencies such as ICRAI, NABARD, the Indian Meteorological Department, TNAU and the Agricultural Insurance Company of India. Other participants included representatives of / experts associated to the remote sensing technology sector such as Skymet and private insurance companies such as Bajaj Allianz General Insurance Co Ltd.

The proceedings saw a variety of discussions on issues ranging from technology adoption, capacity development, insurance awareness, to fi- nancial literacy and (as well as) cadastral data availability for (rather: in) India. • GIZ-ASEM hands over the IT software System to partner Minister Department of Consumer Affairs.

GIZ, Department of Consumer Affairs [DoCA] and Indian Institute of Public Administration [IIPA] signed a tripartite Memorandum of Understand- ing [MOU] to hand over the Information Technology (IT) software system developed under the GIZ-ASEM & DoCA project “Consumer Protection and Sustainable Consumption in India”. The MOU was signed by the Joint Secretary Mr. Manoj Parida on behalf of DoCA, Professor Suresh Misra on behalf of IIPA and Mr. Haebig Manfred on behalf of GIZ.

The web-based IT platform with a central complaints database and a knowledge base to provide pre-purchase and post purchase information to consumers was developed under the Project for implementing in Pilot centres. The IT system has embedded frequently occurring consumer problems and standardised advice positions in 28 fields like tele-communication, food and health, insurance, banks, electricity, petroleum/LPG, public distribution system, etc for consumer counselling. This is an important tool for the Central / State Government to learn about market fail- ures and consumer problems in specific sectors to facilitate informed policy decisions.

Since June 2010, 28 pilot Consumer Advice Centres (CACs) are utilising this system Orissa Tamil Nadu, Madhya Pradesh & Gujarat. Three new states- Bihar, Maharashtra and Rajasthan have adopted the software to address consumer grievances. Other states have expressed their interest to implement the model developed by GIZ. Till now, 111287 counselling on consumer enquiries and complaints have been done. Finding the usefulness of the system developed, DoCA has formulated an integrated scheme to setup such CACs in all the districts of the country during the 12th Plan period.

The DoCA has identified IIPA as the nodal agency for implementing the IT system in future and guide all State Consumer Helplines across the country and also provide skill development for the personnel operating the centres.
