CARNEY Department of Geography, University of California, Los Angeles, Los Angeles, CA 90095 ABSTRACT.—The African diaspora to the Americas was one of plants as well as people. European slavers provisioned their human cargoes with African and other Old World useful plants, which enabled their enslaved work force and free ma- roons to establish them in their gardens. Africans were additionally familiar with many Asian plants from earlier crop exchanges with the Indian subcontinent. Their efforts established these plants in the contemporary Caribbean plant corpus. The recognition of pantropical genera of value for food, medicine, and in the practice of syncretic religions also appears to have played an important role in survival, as they share similar uses among black populations in the Caribbean as well as tropical Africa. This paper, which focuses on the plants of the Old World tropics that became established with slavery in the Caribbean, seeks to illuminate the botanical legacy of Africans in the circum-Caribbean region. Enslavement of different peoples was a centuries old custom authorized by the lawofnationsandfundamentaltotheeconomiesofempire.Manumission,thoughexceptional, helped to sustain slavery because it created an expectation of freedom, despite the fact that the freed received punitive consequences. In the sixteenth century, as European empires searched for cheaper and more abundant sources of labour with which to exploit their colonies, the Atlantic slave trade grew exponentially as slaves became equated with racialized subjects. This article presents the case of Haiti as an example of continued imperial practices sustained by racial capitalism and the law of nations. In 1789, half a million slaves overthrew their French masters from the colony of Saint Domingue. After decades of defeating recolonization efforts and the loss of almost half their population and resources, Haitian leaders believed their declared independence of 1804 was insufficient, so in 1825 they reluctantly accepted recognition by France while being forced to pay an onerous indemnity debt. Though Haiti was manumitted through the promise of a debt payment, at the same time the new state was re-enslaved as France’s commercial colony. The indemnity debt had consequences for Haiti well into the current century, as today Haiti is one of the poorest and most dependent nations in the world. -

Guinea - Researched and compiled by the Refugee Documentation Centre of Ireland on Tuesday 20 and Wednesday 21 October 2009 Human rights information following the September 2009 riots A report by the International Crisis Group states: The killing of at least 160 participants in a peaceful demonstration, the rape of many women protestors, and the arrest of political leaders by security forces in Conakry on 28 September 2009 showed starkly the dangers that continued military rule poses to Guinea s stability and to a region where three fragile countries are only just recovering from civil wars. The military junta, the National Council for Democracy and Development (Conseil national pour la démocratie et le développement, CNDD), is denying its evident responsibility and playing for time by offering what it calls a national union government to opposition parties. But with the mood on the streets hardening against the junta, worse trouble is likely unless combined domestic and international pressure is applied to force the soldiers from power (International Crisis Group, (16 October 2009), Guinea: Military Rule Must End,p.1). This report also states: The international community swiftly condemned the 28 September killings and called for an international investigation into the events and the immediate release of political party leaders.11 The UN Security Council reiterated its call for Dadis Camara and the CNDD to respect their prior commitment not to stand in the elections. The president of the ECOWAS Commission, Mohammed Ibn Chambas, called the incidents unacceptable , while the presidents of neighbouring Senegal, Liberia and Sierra Leone expressed serious concern. The French Foreign Minister Bernard Kouchner referred to outrageous events and urged for an intervention force to protect citizens against the military. -

Sullivan Specialist in Latin American Affairs June 26, 2012 Congressional Research Service 7-5700 www.crs.gov R42582 CRS Report for Congress Prepared for Members and Committees of Congress U.S. Foreign Assistance to Latin America and the Caribbean Summary Geographic proximity has forged strong linkages between the United States and the nations of Latin America and the Caribbean, with critical U.S. interests in the region encompassing economic, political, and security concerns. U.S. policymakers have emphasized different strategic interests in the region at different times, from combating Soviet influence during the Cold War to advancing democracy and open markets since the 1990s. Current U.S. policy toward the region is designed to promote economic and social opportunity; ensure citizen security; strengthen effective democratic institutions; and secure a clean energy future. As part of broader efforts to advance these priorities, the United States provides Latin American and Caribbean nations with substantial amounts of foreign assistance. Congress – which authorizes and appropriates aid for the region, and engages in oversight of assistance programs – is currently considering the President’s foreign aid request for FY2013. In recent years, the State Department, Foreign Operations, and Related Programs appropriations measure has been the primary legislative vehicle through which Congress reviews U.S. assistance and influences executive branch policy toward the region. Trends in Assistance Since 1946, the United States has provided over $148 billion (constant 2010 dollars) in assistance to the region. -

In doing so, I examine piracy and illicit activities such as smuggling and shipwrecking through a new lens. They act as a form of economic engagement that could not only be used by empires and colonies as tools of competitive international trade, but also as activities that served to fuel the developing Caribbean-Atlantic economy, in many ways allowing the plantation economy of several Caribbean-Atlantic islands to flourish. Ultimately, in places like Jamaica and Barbados, the success of the plantation economy would eventually displace the opportunistic market of piracy and related activities. Plantations rarely eradicated these economies of opportunity, though, as these islands still served as important commercial hubs: ports loaded, unloaded, and repaired ships, taverns attracted a variety of visitors, and shipwrecking became a regulated form of employment. In places like Tortuga and the Bahamas where agricultural production was not as successful, illicit activities managed to maintain a foothold much longer. -

Attitudinal responses from a sample of Caribbean Black school students in Trinidad are compared with responses from West African Black students in English-speaking Gambia and with matched East Indian students from the other co-culture in Trinidad. Findings from open-ended questionnaires show the two Black samples to differ from the East Indian sample in the greater priority given to social concerns. Responses related to their initiative and goals in manipulating the environment show the Carib bean Black sample to exceed both the West African Black sample and the East Indian sample. Responses related to personality expansion show both the Caribbean Black sample and the East Indian sample to be more out going, secure, and realistic than the West African sample. The discussion attributes some of these findings to the continuity of at titudes by culture of origin, and others to change induced by the richer physical and psychological opportunities of the Caribbean. Resumen. Se comparan las respuestas actitudinales de dos muestras de estudiantes negros, en Trinidad y en Gambia, y de una tercer muestra de estudiantes Indio-orientales de Trinidad. Los resultados obtenidos indican que las dos muestras difieren de la muestra Indio-oriental en cuanto a la mayor prioridad otorgada a preocupaciones sociales. Much of this action has emerged only over the last few years. The tools to be used in responding to the challenges posed by organized crime are still being tested. One of the difficulties in designing effective countermeasures has been a lack of information on what organized crime actually is, and on what measures have proven effective elsewhere. Furthermore, international dis- cussion is often hampered by the murkiness of the definition of organized crime; while some may be speaking about drug trafficking, others are talking about trafficking in migrants, and still others about racketeering or corrup- tion. This report describes recent trends in organized crime and in national and international countermeasures around the world. In doing so, it provides the necessary basis for a rational discussion of the many manifestations of organized crime, and of what action should be undertaken. The report is based on numerous studies, official reports and news reports. Given the broad topic and the rapidly changing nature of organized crime, the report does not seek to be exhaustive. -

It is rich in natural resources but characterized by widespread poverty and limited socio-economic growth and development. While Guinea has experienced regular episodes of internal political turmoil, it was considered a locus of relative stability over the past two decades, a period during which each of its six neighbors suffered one or more armed internal conflicts. Guinea entered a new period of political uncertainty on December 23, 2008, when a group of junior and mid-level military officers seized power, hours after the death of longtime president and former military leader Lansana Conté. Calling itself the National Council for Democracy and Development (CNDD, after its French acronym), the junta named as interim national president Captain Moussa Dadis Camara, previously a relatively unknown figure. The junta appointed a civilian prime minister and has promised to hold presidential and legislative elections by late 2009. However, some observers fear that rivalries within the CNDD, Dadis Camara's lack of national leadership experience, and administrative and logistical challenges could indefinitely delay the transfer of power to a democratically elected civilian administration. Guinea has never undergone a democratic or constitutional transfer of power since gaining independence in 1958, and Dadis Camara is one of only three persons to occupy the presidency since that time. -

Bennoune: Terror/Torture Terror/Torture By Karima Bennoune* ABSTRACT In the face of terrorism, human rights law's requirement that states "respect and ensure" rights necessitates that states take active steps to safeguard their populations from violent attack, but in so doing do not violate rights. Security experts usually emphasize the aspect of ensuring rights while human rights ad- vocates largely focus on respecting rights. The trick, which neither side in the debate has adequately referenced, is that states have to do both at the same time. In contrast to these largely one-sided approaches, adopting a radical universalist stance, this Article argues that both contemporary human rights and security dis- courses on terrorism must be broadened and renewed. This renewal must be in- formed by the understanding that international human rights law protects the in- dividual both from terrorism and the excesses of counter-terrorism, like torture. To develop this thesis, the Article explores the philosophical overlap between both terrorism and torture and their normative prohibitions.
