Specifically, the proposed operation will increase service quality for water supply, sanitation, and wastewater treatment in urban areas for 300,000 consumers and improve the sustainability of service by (a) supporting utility institutional performance through the Government of Colombia#s #Specialized Operator# policy, and (b) delivering the necessary water and sanitation infrastructure. However, external interventions have caused serious cultural, social and environmental damage. This case study illustrates how the development of a constitutional, legal and policy framework, which recognized the cultural and territorial rights of the indigenous communities of the Sierra Nevada, facilitated the building of coordination mechanisms for the design of conservation strategies. It also shows how there still are important challenges to secure the effectiveness and equity of these strategies. Following the analytical framework of the World Development Report (WDR) 20032, this case study analyzes how society and institutions became aware of the values and problems of the Sierra Nevada of Santa Marta, the mechanisms that have generated decisions to undertake action, the mechanisms which have been in place to balance legitimate and competing social interests, and the means by which the adopted solutions have been executed. Finally, this document presents some lessons and recommendations. Se llevó a cabo a través del análisis de muestras de habla recolectadas en situaciones y eventos comunicativos espontáneos entre lugareños, y permitió la develación de la existencia de voseo diptongado en la zona del Valle del Cesar, además de la identificación de las características más distintivas del voseo sandiegano. Este estudio responde a cuestionamientos que han visto con poca precisión la isoglosa del voseo colombiano.     Newsletter 15 – Julio 2015 / ISSN 2422 – 040X Las nanzas públicas de los MUNICIPIOS DE LA GUAJIRA y la importancia de los RECURSOS NATURALES Juan David Chacón [email protected] Juan Manuel Alvarado [email protected] Adriana Restrepo [email protected] La Guajira es uno de los departamentos que más depende de la explotación de los recursos naturales en Colombia debido a que gran parte del carbón y gas natural que explotan empresas privadas a nivel nacional provienen de municipios guajiros. Esta situación se ha traducido en mayores ingresos públicos por concepto de impuestos y regalías en los entes territoriales guajiros en donde se extraen los energéticos, sumado a los ingresos que normalmente tienen los municipios, y los del Sistema General de Participaciones. Pero ¿qué sucede con aquellos municipios que no corrieron con la misma suerte? Y ¿qué sucedería si no contaran con los recursos de regalías? • 1 • Los entes territoriales en Colombia reciben ingresos por dos rubros grandes: ingresos corrientes e ingresos de capital. Los ingresos corrientes corresponden a aquellos a los que un municipio puede predecir y presupuestar dado su recaudo corriente tales como los ingresos tributarios y los no tributarios (donde hacen parte las transferencias para funcionamiento). Mientras que los ingresos de capital son aquellos que representan el ujo de caja y generalmente nancian el gasto de capital, dentro de los cuales se clasican los préstamos, las transferencias para inversión y las regalías. INGRESOS TOTALES Ingresos Corrientes Ingresos de Capital Tributarios No Tributarios Transferencias Corrientes En La Guajira, en donde se presenta una alta explotación de carbón y gas natural, los entes territoriales que alojan la operación de las empresas extractoras reciben considerables ingresos de capital vía regalías.
