On était au lendemain du Congrès d'expansion mondiale de Mons (1905) et à la veille de la Conférence de La Haye (1907). Le 4 juin 1907, les représentants d'une vingtaine d'associations décidèrent de créer l'Office central des institutions internationales. Celui-ci fut officiellement fondé, sous le patronage du gouvernement belge, par l'Assemblée générale du 29 janvier 1908, au cours de laquelle il fut décidé d'organiser à Bruxelles en 1910 un Congrès mondial des associations internationales. Ce congrès, qui donna lieu à un comptre rendu de 1.246 pages, eut un retentissement considérable. Il se tint du 9 au 11 mai 1910 au Palais des Académies de Bruxelles, sous la présidence d'Auguste Beernaert, Prix Nobel de la paix 1909, ancien premier ministre, président et délégué de l'Union interparlementaire. Le prince Roland Bonaparte, M. Clunet, président de l'Institut de droit international, M. Gobât, Prix Nobel de la paix 1902 et délégué du Bureau international de la paix, M. Guillaume, président de la Commission française du vocabulaire électrotechnique, M. Wilhelm Ostwald, Prix Nobel de chimie 1909 et président de l'Association internationale des sociétés chimiques en furent les vice-présidents. Les délégués de 132 associations internationales, de 12 gouvernements, de plusieurs dizaines d'associations, cinq titulaires de Prix Nobel y prirent part. Ce fut ce premier Congrès mondial des associations internationales qui donna naissance à l'U.A.I. A la suite d'un accord entre 52 associations ayant leur siège à Bruxelles, un centre international fut installé dès 1910 dans un ensemble de locaux mis gracieusement à la disposition de l'UAI par le gouvernement belge (4.200 m 2). Ce centre comprenait la domiciliation d'un grand nombre d'associations internationales, des services d'utilité commune (bureaux de traduction, librairie, échange, propagande, immatriculation des organismes internationaux, calendrier des réunions internationales); le musée international (16 salles, environ 3000 objets et tableaux); la bibliothèque internationale, collective et encyclopédique (75.000 volumes); le répertoire bibliographique universel (11 millions de notices sur fiches classées par matières et par auteurs); les archives documentaires internationales (environ 10.000 dossiers, contenant 300.000 pièces, textes et documents iconographiques).   • Gender and International Security: Feminist Perspectives
    Gender and International Security This book explores the relationship between gender and international security, analyzing and critiquing international security theory and practice from a gendered perspective. Gender issues have an important place in the international security landscape, but have been neglected both in the theory and practice of international security. The passage and implementation of UN Security Council Resolution 1325 (on Security Council operations), the integration of gender concerns into peace- keeping, the management of refugees, post-conflict disarmament, and reinte- gration and protection for non-combatants in times of war show the increasing importance of gender sensitivity for actors on all fronts in global security. This book aims to improve the quality and quantity of conversations between feminist Security Studies and Security Studies more generally, in order to demonstrate the importance of gender analysis to the study of inter- national security, and to expand the feminist research program in Security Studies. The chapters included in this book not only challenge the assumed irrelevance of gender, they argue that gender is not a subsection of Security Studies to be compartmentalized or briefly considered as a side issue. Rather, the contributors argue that gender is conceptually, empirically, and norma- tively essential to studying international security. They do so by critiquing and reconstructing key concepts of and theories in international security, by looking for the increasingly complex roles women play as security actors, and by looking at various contemporary security issues through gendered lenses. Together, these chapters make the case that accurate, rigorous, and ethical scholarship of international security cannot be produced without taking account of women’s presence in or the gendering of world politics.

The Prize since its introduction in 1901 has a very impressive list of winners and each of them has their own story of success. It is heartening that a seminar is being organized annually focusing on the Nobel Prize winning work of the Nobel laureates of that particular year. The initiative is indeed laudable as it will help teachers as well as students a lot in knowing more about the works of illustrious recipients and drawing inspiration to excel and work for the betterment of mankind. I am sure the proceeding to be brought out on the occasion will be highly enlightening.
