REGIONAL FORMATION AND DEVELOPMENT STUDIES, No. 2 (10) ON THE PROBLEM OF ASSESSMENT OF SUSTAINABILITY IN THE SEA SHORE REGION Kristina ramanausKaitė1, angelija Bučienė2 Klaipėda University (Lithuania) ABSTRACT Definitions and sets of indicators as well as approaches on sustainable development are compiled, discussed and evaluated in this paper. The researched region embraces for five urban and district municipalities in western Lithuania and Latvia in the total area of 1393.93 km2. The scheme of steps of assessment of sustainability with selected sets of indicators relevant for the sea shore region of Lithuania and Latvia is presented and discussed. KEY WORDS: sustainability, assessment, sea shore region. JEL CODES: Q01, Q56. Introduction The sea shore or coastal zone’s importance in the country’s economics is one of the greatest in most of world countries because of high natural and human resources located there (Berkes et al., 2003; Gadal and Lekavičiūtė, 2012; Walter, Stützel, 2009). In the sense of spatial planning, it involves a territory in the sea and on land, the boundaries of which are defined by mutual influences and interests (Pužulis, 2010; Spiriajevas, 2012; Burgis, Čiegis, 2012). According to the research in Finland, about 40 % of Baltic sea shore habitat types are threatened (SH7 Red-listed, 2008). The seashore meadows, seasonally flooded meadows and paludified wet meadows are among the most valuable rural landscapes in the coastal areas. This kind of areas has most certainly decreased lately, due to decreased grazing and hay harvesting, drainage activities, cultivation or increased damp construction with shrinking of agricultural activities. However the tourism, recreation, fishing, sports are increasing and their impact on the environment in these regions increases as well.

The applicant, Ms Janina Gelena Selina, is a Lithuanian national who was born in 1950 and lives in Vilnius. She was represented before the Court by Mr A. Bambalas, a lawyer practising in Vilnius. 2. The Lithuanian Government (“the Government”) were represented by their Agent, Ms K. Bubnytė. 3. The facts of the case, as submitted by the parties, may be summarised as follows. A. The restoration of the applicant’s property rights 4. In 1992 the applicant’s mother asked the Lithuanian authorities to restore her property rights to the land of her father-in-law. 5. On an unspecified date the applicant’s mother died and the applicant became her heir. 2 SELINA v. LITHUANIA DECISION 6. On 7 July 1998 the Vilnius County Administration (hereinafter – “the VCA”) decided that the property rights to 1.1021 hectares of land would be restored to the applicant by providing her with a plot of land for residential purposes (namų valdos žemės sklypas). 7. In July 2003 the VCA stated to the Vilnius municipality administration (hereinafter – “the VMA”) that the applicant wanted to have her property rights restored in natura and asked the VMA to establish, among other issues, whether the land was not State redeemable, and if it was not, to delineate a plot of land and to prepare a plan of the land.

Pre-sail was executed prior the exercise-that is very good for participating units to meet each other and discuss any outstanding questions. Sadly not all crews attended the meeting due to late arrival. The exercise plan was clear and easy to understand. It was very interesting experience to switch from the initial plan to some ad-hoc situations. One of the situations was to hand over national lead to other unit (it was handed over to Gunnar Seidenfaden). This situation was unexpected to everyone and contributed to real time thinking and planning. Denmark was chosen because of huge experience and big enough platform to perform as OSC during this scenario. Comments: as usual - could be better. During such exercise a dedicated line between OSC and air assets, participating in the exercise, should be established.

GENERAL DESCRIPTION OF THE AREA The Baltic coast of Lithuania extends to 91 kilometres. It is one of the shortest national coastlines in Europe. The case study covers the northern part (46 km) of the Lithuanian Baltic coast within three municipalities: Klaipeda and Palanga urban municipalities (miestas) and Klaipeda rural municipality (rajonas). The study area is located in the west of Lithuania on the south east coast of the Baltic Sea (Figure 1). Klaipeda is the third largest city of Lithuania and its major seaport. Palanga is the biggest seaside resort of Lithuania and one of the biggest ones in the east Baltic region. 1.1 Physical process level 1.1.1 Classification According to the coastal typology adopted for the EUROSION project in the scoping study, the case study area can be described as a combination of: 3b. Wave-dominated sediment. Plains. Micro tidal dune coasts. 2. Soft rock coast. Within these major coastal types coastal formations and habitats of sandy beaches with bare and vegetated sand dunes prevail. Fig. 1: Location of the case study area. 1.1.2 Geology The Lithuanian coastal zone belongs to the southeast Baltic region of graded coasts, which took their present shape during Pleistocene and Holocene.
