Lithuanian EET report The exercise was organized in due manner and in time. Pre-sail was executed prior the exercise-that is very good for participating units to meet each other and discuss any outstanding questions. Sadly not all crews attended the meeting due to late arrival.

The exercise plan was clear and easy to understand. It was very interesting experience to switch from the initial plan to some ad-hoc situations. One of the situations was to hand over national lead to other unit (it was handed over to Gunnar Seidenfaden). This situation was unexpected to everyone and contributed to real time thinking and planning. Denmark was chosen because of huge experience and big enough platform to perform as OSC during this scenario.

Comments: as usual - could be better. During such exercise a dedicated line between OSC and air assets, participating in the exercise, should be established. Good execution of scenarios using different lines for different strike groups. Downsides: MRCC should let team leaders to plan how they want to execute the mission and not just give the orders. Exercise language skills should be improved.

Conclusions of the EET member from Poland (Mr. Maciej Grzonka):

• A new element of BD 2016 was the seminar which took place one day before the exercise, and was connected with the briefing and captains meeting. In my opinion the organization of seminar was a good idea. Some good presentations with useful content were presented to the participants (e.g. presentation from the Danish colleague which covered the topic of outsourcing oil pollution response vessels). The presentations were also an opportunity to share our work with people who normally are not involved in the oil pollution response. In the future the organizers might only consider to make the seminar shorter, and maybe without so many presentations. • The alerting phase of the exercise was conducted through the internet network using CECIS, SafeSeaNet and e-mails. The Organizers informed that due to some technical problems with the internet server in MRCC Klaipeda, some of the messages send were received with a significant delay. • Excellent logistics for the observers. The organizers provided the possibility to view both the maritime and the shoreline part of the exercise. Moreover, the organizers arranged a hot meal for all of the observers between both parts of the exercise. The only drawback was that because of tight schedule, observers had only limited time to view the progress of both parts of BD 2016 and did not get the chance to see the whole complexity of the exercise scenario. • Joint Latvian and Lithuanian responders working together on the shoreline – the logistical issues involved in sending shoreline equipment and personnel abroad are much more complicated than when we are sending our response vessels, so it is really impressive that our colleagues from Lithuania and Latvia managed to work together, side by side on the beach near Klaipeda. • In the maritime operational phase of the exercise, I liked the idea of unexpected changes to the vessels work teams, which was not announced earlier on the captains meeting. It made the operational part more realistic. • The organizers originally had the idea, that vessels participating in BD 2016 should come directly to the exercise area, and start the oil collecting operation immediately after they reported to the SOSC on their arrival. This would make the scenario even more realistic, but as it was told during the briefing, many of the participating vessels had a long distance to travel and where in the need of resupplying and as a result most of the participating vessels arrived in Klaipeda one day before the exercise. In the end most vessels travelled to the exercise area in a convoy, whereas other were waiting on anchor near the exercise area. Vessels which were waiting at the anchorage area should have been informed earlier what kind of equipment should they prepare for the exercise instead of just waiting for the rest of the vessels who departed from Klaipeda. • For the second year in a row no response vessels or equipment from Russia or EMSA participated in the Balex Delta exercise, which is a disappointment because they are both important players in the oil pollution response capacity. • As the shoreline part of the exercise is every year becoming a more and more important part of the Balex Delta, we should consider to separate both parts of the exercise into different days. The increasing complexity of the shoreline part is becoming a tough challenge for the organizers. Combing together the shoreline with the maritime part is becoming difficult not only operationally but also logistically and it puts a lot of pressure on the organizers to prepare strict schedules for both parts of the exercise. We have to remember that in many cases only a small group of people are responsible for the planning and organizing of BD, and that in the same time they have to fulfill their regular duties at work. At the end I would like to pay tribute to the work of the organizers from the Lithuanian Navy (especially Mr. Igor Kuzmenko). Thank You for the possibility of being a part in a well-organized and successful exercise. Despite working in a small team, You managed to prepare and conduct not only a large scale operational exercise with both maritime and shoreline parts, but also a very successful social meeting. BALEX DELTA 2016 Report from Russian delegation Exercise was performed according to Scenario. Briefing at first day was very meaningful, but it took a long time. In future presentations are suggested to be shorter – no more than 5 minutes. Also it is suggested to reduce number of speakers. Exercise organizers made very good work about logistics for observers. Hotel accommodation, transfer on Exercise and hot meals between stages on shore and at sea were implemented perfectly. It is necessary to say that very busy work schedule for observers didn’t allow to see sea stage of Exercise in full scale. Observers should be able to see optional only shore stage or only sea stage of Exercise, but completely. Exercise gave an opportunity for its participants and observers to see conditions of vessels and oil spill combating equipment at sea and on shore from their Exercise colleagues. Actual actions of rescuers on shore from moment of arrival till oil spill combating work start were shown. At the end I would like to give a respect for work of Exercise organizers from Lithuania. Thank You for possibility of participation in well organized and successfully performed Exercise. Although You have small team You managed to prepare and perform not only full scale Exercise with sea and shore stages, but also very successful cultural part of Exercise.

1 General Information

Balex Delta 2016 international HELCOM Baltic Sea oil spill response exercise will be held on June 20- 22, 2016 in the Lithuanian territorial waters in the vicinity of Port of Klaipeda.

1.1 Aims of the Exercise

The aim of this exercise is to test the alarm procedures and the response capability of the Contracting Parties as well as national alarm procedures. To test and train the staff functions and the cooperation between combating units (including the combating equipment onboard the vessels) of the Contracting Parties. To test the national shoreline cleanup capabilities and alert procedures. In addition the exercise will have a main focus on communication between the involved units as well as the interaction between offshore response units and shoreline cleanup units.

1.2 Time Zone

The time zone used in the schedule and during the exercise will be the Lithuanian Local Time (LT) (Central European Summer Time = UTC + 3 hrs).

1.3 Exercise Period

Exercise period is June 20-22, 2016.

Practical seminar (see annex 1) will take place on June 20 (start form 14:30 LT) at the AMBERTON KLAIPEDA Hotel (Naujojo Sodo g. 1C, Klaipeda). June 20 is also for the alarm phase (table-top) part of the exercise. Exercise short pre-sail meeting for the captains of participating vessels and registered observers will take place on June 20 (start form 18:00 LT) at the AMBERTON KLAIPEDA Hotel. See ANNEX 5 – LOCATION MAP. Lithuanian NAVY will organize bus transportation for captains from Cruise and Naval Vessel Quay to short Pre-sail meeting.

Operational phase (both maritime and shoreline) of the Exercise will take place on Tuesday, June 21, from 09:00 till 15:00 (LT). Alternatively due to the weather conditions the maritime phase of the exercise would be postponed until Wednesday, June 22, from 09:00 - 15:00

Exercise Debriefing will take place after the operational part of the exercise on June 21 (start at 18:00 LT) at the AMBERTON KLAIPEDA Hotel. See ANNEX 5 – LOCATION MAP.

Social Event for the participating crews, shoreline part participants and registered observers will take place after the debriefing of the exercise in hale “Vakaris” in AMBERTON KLAIPEDA Hotel (Naujojo Sodo g. 1C, Klaipeda) from 19:00 till 23:00.

Rowing Competition will take place on June 22 from 10:00 till 12:00 at the Klaipeda Masters Rowing Club in Klaipeda. Alternatively due to the weather conditions and the decision to postpone the maritime phase of the exercise until Wednesday, June 22, the rowing competition would be carried on Tuesday, June 21 from 16:00 - 18:00.

1.4 Exercise Area

The Exercise Area at sea will be located in the Lithuanian Territorial Waters to the North from the outer roads of Port of Klaipeda (Between City and Klaipeda City. The exercise area will be divided between strike teams – details about the strike teams will be reported to the captains of the participating vessels during the STARTEX on Tuesday, June 21. Each participating country is requested to nominate a National On-Scene Commander (NOSC). Based on the weather conditions and results of aerial surveillance and oil drift forecasts, the SOSC will order the working area, tasks and working formation for each team.

The Exercise Area on the shoreline will be located on the Karkle beach north of the Klaipeda City in front of Zilvitis camp (55°48'16"N 21°44'6"E).

1.5 Alert Exercise

The alert (table-top) phase of the exercise will be performed by transmission of a POLREP using the Safe Sea Net (SSN) and the CECIS system for request of assistance from the EU member states. A standard HELCOM POLREP communication procedure will also be activated in accordance with the HELCOM Response Manual (Vol. 1, Chapter 3, Reporting Procedures).

1.6 Exercise Scenerio

In the morning hours on the 20th of June 2016 a collision between the oil tanker "NAFTA" and a trawler "STINTA" has occurred in the North anchorage near Port of Klaipeda (see annex 2). The collision results in an oil spill of approximately 5000 tons crude oil (REBCO, CAS 8002-05-9), which may affect a very sensitive areas including Natura 2000 and the . The trawler suffered minor damage as it rammed the oil tanker perpendicular. The trawler has been able to continue its voyage to the Klaipeda where she will discharge and undergo repairs.The oil tanker has a large gash mainly above the water line. There is no immediate risk for the tanker nor the crew. The tanker is at present anchored near North anchorage (Anchorage Nr. 2) off the port of Klaipeda.

According to the National Contingency Plan, the coordinating agency, the Maritime Rescue Coordination Center of the Lithuanian NAVY (MRCC) has activated a tier 2 level of response, including the NAVY, Klaipėda State Seaport Authority, private companies at sea and the National State Fire Service and Municipalities on shore. After few hours of oil spill combating action, following the assessment of the risk scenarios, the competent authority decided to rise the response - up to level 3, and requests the international assistance at sea and on shore.

1.7 Weather Conditions

Real time conditions, no tidal currents expected.

1.8 Exercise Evaluation Team

EET final report will be prepared and presented at the next meeting of HELCOM RESPONSE.

1.9 Simulation of Oil

Imaginary oil slick will be simulated by using popcorn.

1.10 Shoreline Response

The Shoreline Part of the exercise will be organized and conducted by the Klaipeda City Fire and Rescue Service with the help of Klaipėda District Municipality and State fire and rescue service of Latvia. It will be a test of the Lithuanian national capabilities to deal with oil pollution incident on the shoreline. The operational Shoreline part of the exercise will be conducted parallel to the maritime part of the exercise (Tuesday 21 of June).

The main aims of the shoreline part of the exercise are:  To test the National contingency plan for pollution oil on the shoreline,  To test the mobilization time in case of large scale shoreline pollution incident,  To test the equipment capabilities in case of a large scale shoreline pollution incident,  To test the organizational formalities involved with starting a large scale shoreline clean up operation,  To test logistics involved with starting a large scale shoreline clean up operation.

1.11 Participants ID card

On 20 of June for security reasons organizers will distribute special ID card for all observers and crew members. It will be necessary to have this card for entering to Cruise and Naval Vessel Quay, Observer ship ant to the Social Event.

4. Pilot & Port

 2 hours prior to the arrival to buoy No. 1, the ship’s master shall advise the Vessel Traffic Service of the Port Authority (hereinafter – Klaipeda VTS) on VHF Channel 9 (call sign “Klaipėda radio-5”) about the name of the vessel and the draught in fresh water. Following such a notice, the ship’s master shall maintain continuous communication with the VTS, provide real-time information on navigational peculiarities, and also follow instructions given by the VTS.  Prior to entering the Port of Klaipeda all vessels shall establish radio contact VHF Ch 9 with Klaipeda VTS and after reporting that the vessel is taking part in Balex Delta Exercise the entering vessel shall follow further instructions of Klaipeda VTS.  Rendezvous point: Klaipeda Port anchorage area. The areas designated for anchorage of vessels at the outer reids shall be limited by the following coordinates (WGS 84): Area 1: 55° 48' 00'' N 20° 50' 00'' E 55° 48' 00'' N 20° 53' 12'' E 55° 45' 48'' N 20° 52' 12'' E 55° 45' 48'' N 20° 50' 00'' E Area 2: 55° 43' 42'' N 20° 50' 00'' E 55° 43' 42'' N 20° 52' 00'' E 55° 41' 48'' N 20° 52' 00'' E 55° 41' 48'' N 20° 50' 00'' E  Piloting by groups from rendezvous point to Cruise and Naval Vessel Quay, Annex 4.  According to Port Rules it is obligatory for all vessels with the length over 24 m to use a pilot to enter Port of Klaipeda.  According to Klaipeda Harbour regulations, ships entering/exiting the harbour have to use pilots. Depending on pilots availability, ships arriving in a group of 4-5, can use one pilot on board the first ship of the group. Pilotage fees will be charged from units. 8

 For the departure on 22 of June the units must contact independently with the Klaipeda VTS to order pilot or pilot could be ordered via ships agent, which is contracted by Sending Nation. Pilot must be ordered in advance at least 24h before arrival. Ph.: +370 46 499 691, +370 46 310 840.  A Pilot boat usually meets a vessel at a Light Buoy No. 1 (Lat. 55° 44‘ N, Long. 21° 00‘ E). It flies the Pilot flag by day and lights prescribed for a Pilot boat by night. Pilots watch is kept throughout 24 hours.  In the whole port waters, the maximum set speed of vessels shall not exceed 8 knots.  Mooring of vessels according to Annex 4 - Berth Plan.  In the port area, vessels shall be shifted from one berth to another by port pilots.  Entrance into Lithuanian Territorial Waters has to be arranged in accordance with the standard maritime procedures.  Vessels apply for the DIPLOMATIC CLEARANCE in accordance with international regulations and national procedures prior to the exercise. Lithuanian NAVY will assist in optaining DIPLOMATIC CLEARANCES in due time.  Border formalities will be provided by the Lithuanian State Border Guard Service.  For more information related to the navigation please use the Klaipeda state seaport shipping rules - http://www.portofklaipeda.lt/regulations/level2/Laivybos-taisykles_1/28  No general harbor fees will be charged, however port services (such as pilotage, fuel, water, waste, food, agent, etc.) are charged.  All services in Klaipeda port are available through the agents. See annex Nr. 6. Participating vessels are requested to inform organizers about they agent in Klaipeda port by email [email protected]

5. Communication

 Language used during the Exercise is English.  For more practical reason communication channels between participating units will be announced during the STARTEX  The first communication between each unit should start with the words “EXERCISE EXERCISE EXERCISE”. Each following message can be done via usual communication.  SOSC will be on board of the vessel SAKIAI.  Each participating country is requested to nominate a National On-Scene Commander (NOSC) during the exercise.  All participating units must hoist HELCOM flags when entering Port of Klaipeda and keep them hoisted during the whole exercise period.  Termination of the exercise will be conducted by announcing “ENDEX”.

6. Observers

Participating countries may invite observers (pervious registration required). Observers will be onboard of their national vessels or on the observer ship – M54 “KURŠIS”. The Observer ship will leave the Cruise and Naval Vessel Quay at 12:15 at the day of the exercise (21 of June). M54 “KURŠIS” will take the observers to the exercise area and then return back by 16:30.

For observers who are interested only in the shoreline part of the exercise their will be able to stay. Lithuanian NAVY will organize observers transportation from shoreline exercise to AMBERTON KLAIPEDA hotel at 15:00 LT.

7. Exercise Debriefing

Observers from contracting parties and captains of the response vessels are expected to participate at the debriefing after the exercise. The Debriefing will take place in the AMBERTON KLAIPEDA Hotel on June 21 at 18:00 hours. The National On Scene Commanders as well as members of the Exercise Evaluation Team are expected to present their oral report and first impressions about the exercise.

8. Social Event

Participating vessel crews, shoreline part participants, registered observers and seminar speakers are invited to Restaurant “Vakaris” in AMBERTON KLAIPEDA Hotel on June 21 at 19:00. Please find annex 5 – “Social Event”, with the instructions how to find AMBERTON KLAIPEDA Hotel.

9. Rowing Competition

The traditional HELCOM Trophy rowing competition will be held on the River Dane near Sailing vessel “Meridianas” on June 22 at 10:00 am (rowings teams will meet at 09:40 near entrance to the Cruise and Naval Vessel Quay). MAINTENANCE AND REPAIR. Maintenance, repair and recovery will be national responsibility. All technical failures and breakdowns have to be reported to SOSC. Nations are encouraged to contribute providing repair and recovery support utilizing their support platforms capabilities.

SEARCH AND RESCUE. Area of operation of BALEX DELTA 2016 at sea is in the area of responsibility of Maritime Rescue Coordination Center of Lithuanian NAVY (MRCC). All MEDEVAC requests and SAR cases in this area of responsibility at sea and in the Klaipeda harbor will be coordinated by this authority. The same agency is also responsible for pollution control and emergencies at sea in LTU Area of Responsibility.

In case distress call is received by the units at sea, it shall be immediately relayed to the MRCC in order to double check if they already hold this information. MRCC will coordinate SAR operation and assign OSC. SAR Helicopter at 15 min. notice during daylight and 30 min. notice during night time 24/7 based at air station in position 55° 51.7' N 021° 4.8' E
