The following organisations and agencies were involved in the development and finalisation of the plan: | PAGE 3 Endorsement The Biosecurity Plan for the Vegetable Industry (Version 3.0) was formally endorsed by the vegetable industry (through AUSVEG) in October 2017, and all state and territory governments (through the Plant Health Committee) in March 2018. The Australian Government endorses the document without prejudice for the purposes of industry’s planning needs and meeting the Department’s obligations under Clause 13 of the EPPRD. In providing this endorsement the Department notes page 102 of the Plan which states: “This Document considers all potential pathways by which a pest might enter Australia, including natural and assisted spread (including smuggling). This is a broader view of potential risk than the IRA conducted by the Department of Agriculture and Water Resources which focus only on specific regulated import pathways.” Reporting suspect pests Any unusual plant pest should be reported immediately to the relevant state/territory agriculture department through the Exotic Plant Pest Hotline (1800 084 881). However, tea green leafhoppers and thrips are key pests in Asian tea production systems, causing serious damage to its yield and quality. With growing concerns about pesticide residues on tea and their adverse effects on natural enemies of tea pests, biological pest control is gaining more importance in tea plantations. Orius sauteri is a polyphagous predator used as a biological control agent. Here, we reported 11 plants as banker plants to support the predatory Orius sauteri in tea plant systems. Among them, white clover, red bean, mung bean, peanut, soybean, kidney bean, bush vetch, smooth vetch, and common vetch were found suitable; red bean performed relatively better than the others. Abstract: Tea green leafhoppers and thrips are key pests in tea plantations and have widely invaded those of Asian origin. Pesticides are currently a favorable control method but not desirable for frequent use on tea plants. This will take place through an Implementation Pilot Programme on Surveillance, which will be a coordinated effort with active participation from contracting parties and RPPOs. The Regional IPPC Workshops are an opportunity to share experiences with surveillance activities such as: current status, upcoming plans, and successes and challenges of surveillance activities within your country. In 2015, Member Countries answered a questionnaire on surveillance circulated by the IPPC Secretariat, and presented a summary on surveillance activities undertaken during the regional workshop. The data provided by Member Countries were extremely rich and useful to define activities to be set in the framework of the Implementation Pilot Programme on Surveillance. The content of the questionnaire for the regions in which an IPPC regional workshop was organized are provided below: Near East and North Africa, Pacific, Central Asia and Eastern Europe, Caribbean and Latin America (in Spanish). Adults of beet webworm Loxostege sticticalis were collected in Western Siberia in 2009 and 2010. A microsporidium was found infecting 12 of 50 moths in 2010. The parasite develops in direct contact with host cell cytoplasm, sporogony is presumably disporoblastic. The spores are ovoid, diplokaryotic, 4.2 × 2.4 µm in size (fresh), without a sporophorous vesicle. Electron microscopy showed: (a) tubules on the surface of sporoblasts and immature spores; (b) slightly anisofilar polar tube with 10–14 coils, last 2–3 coils of lesser electron density; (c) bipartite polaroplast with anterior and posterior parts composed of thin and thick lamellae, respectively; (d) an indentation in the region of the anchoring disc; (e) an additional layer of electron-dense amorphous matter on the exospore surface. The spore ultrastructure is char- acteristic of the genus Tubulinosema. Sequencing of small subunit and large subunit ribosomal RNA genes showed 98–99.6% similarity of this parasite to the Tubulinosema species available on Genbank.     Problem: Flea Beetles Hosts: Watermelons, pumpkins, peas, beans, eggplants, sweet potatoes, beets, spinach, strawberries and potatoes. Description: "Flea beetle" is a generic name applied to many species of small jumping beetles commonly seen early in the gardening season. Some species are general feeders while others have a more restricted host range. All flea beetle life stages are completed underground. Only the adults are commonly seen by gardeners and vegetable producers. Flea beetles may be somewhat elongate to oval in shape, and vary in color, pattern, and size. For instance, potato flea beetles (Epitrix cucumeris) tend to be more oval, blackish, and about 1/16-inch long. Striped flea beetles (Phyllotreta striolata) are more elongate and dark with yellowish crooked stripes, and measure about 1/12-inch long. Spinach flea beetles (Disonycha xanthomelaena) are both oval and elongate. They have a black head, antennae and legs. The collar behind the head is yellow to yellowish-orange. Wing covers have blackish-blue luster. They approach 1/5 inch in body length. With most species of flea beetle, the adults overwinter underground or beneath plant debris. During April and May, they become active, mate, and deposit eggs. Egg laying varies depending upon species. Some deposit individual eggs while others deposit them in clusters. Egg sites may be in soil, on leaves, on leaf petioles, or within holes chewed into stems. Eggs typically hatch in 10 days. Larval and pupal development take place during the summer. "New" adults emerge and feed during late summer and fall before seeking overwintering sites. Larvae feeding on underground portions of plants may result in decreased plant vigor.
