Pfister Lincoln, Nebraska August, 2013 TOWARD A GLOBAL ORGANIZATIONAL PUBLIC SPHERE: NON- GOVERNMENTAL ORGANIZING AND DEMOCRATIC LEGITIMACY IN A POSTMODERN WORLD Rachel A. Stohr, Ph.D. University of Nebraska, 2013 Advisor: Damien S. Pfister This dissertation refigures Jürgen Habermas’s public sphere theory for the contemporary world in which organizations are key actors. I develop a concept of the “global organizational public sphere” to explore the role of non-governmental organizations (NGOs) in narrowing the democratic legitimacy gap currently prevailing in the international arena. A case study of the NGO, the Women’s Environment and Development Organization (WEDO), gauges the extent to which WEDO (and, by extension, NGOs) serves as a global intermediary that performs the double task of translating needs from the grassroots to global institutions and adapting international policies to local communities. Three problematics structure my analysis: (1) the problematic of voice; (2) the problematic of rationality; and (3) the problematic of the organization and society. Interpreted both as problematics of organizational communication and problematics of rhetorical translation that are amplified in global civil society, each problematic reveals the promise and tensions of the global organizational public sphere. This project illuminates implications for organizational rhetoric, transnational feminist organizing, and the role of communication in mediating the crisis of legitimacy. Insights generated from this dissertation suggest that the participation of NGOs strengthens legitimacy in global governance systems. Specifically, NGOs comprise the necessary informal processes of opinion formation that generate acceptable standards of legitimacy in the eyes of citizens, even if it is not the same type that is conferred upon nation-states through elected bodies. iv DEDICATION To cosmopolitan citizens who organize for social justice: “Never doubt that a small group of thoughtful, committed citizens can change the world. This complex and political process is further complicated in an increasingly global civil society devoid of democratic institutions. As the contemporary world simultaneously comes together and pulls apart, it orients our attention to recent changes that have occurred in the relationships among organizations, states, and citizens (Falk, 1999). Today, the compression of time and space has resulted in a deterritorialization of governance that poses new challenges to public deliberation and democratic decision-making. These challenges might be refigured as questions for critical exploration: What is the role of organizations in a global

There was nothing spectacular about this, even if at the time it was considered somewhat different for a young woman to do such a thing and also act as the managing director. However, the spectacular thing was that in forming this company we tried to do so by conforming to rules, regulations and current standards – but there was a lot of hassle on a variety of issues to come to an agreement. In those negotiations we all showed, felt and expressed a good deal of emotions. However, there seemed to be a tacit agreement that those emotions were not to affect our decisions about the structure and running of the business. At least we pretended that this was the case. As a professional consultant within the field of strategic and organisational change, I often came across a great deal of emotions among strategic leaders, managers and other employees. This was even more explicit in different change processes of the companies. Nevertheless, emotions were something one tried to exclude from strategic leadership.

Work Organisation and Emotion, Vol. 6, No. 2, 2014 193 Facilitating emotion management: organisational and individual strategies in the theatre Stina Bergman Blix Department of Sociology, Stockholm University, SE-106 91 Stockholm, Sweden E-mail: [email protected] Abstract: Detailed analysis of two theatre productions shows that the concept of bounded emotionality can be used to tease out aspects of emotion management that would not otherwise have been detectable. Non-instrumental ways to manage emotions – to facilitate emotion work – are used in situations where the goal is to produce quality performances, not to promote well-being as such. The rehearsal period consists of phases that require different emotion management strategies. In an initial phase, a secure working climate is established to deal with feelings of insecurity and shame. A creative phase allows for role-related emotions, and a crisis phase calls for a balance between frontstage and backstage regions. In a final phase, the ensemble closes its ranks and prepares to meet the audience. The director is expected to ‘manipulate with finesse’, transforming his/her leadership role during the rehearsal process from that of boss to coach. Private, role-related and situation-related emotions are differentiated, showing how emotions are seized, channelled and divided in order to direct emotional energy in effective ways. Edwards From prompts to share, update, and retweet, social media platforms increasingly insist that creating widespread circulation is the operative goal for networked writing. In response, researchers from multiple disciplines have investigated digital circulation through a number of lenses (e.g., affect theory, transnational feminism, political economy, public sphere theory, and more). In rhetoric and writing studies, scholars have argued that writing for circulation—i.e., envisioning how one’s writing may gain speed, distance, and momentum—should be a prime concern for teachers and researchers of writing (e.g., Gries, 2015; Ridolfo & DeVoss, 2009; Porter, 2009; Sheridan, Ridolfo, & Michel, 2012). Such work has suggested that circulation is a consequence of rhetorical delivery and, as such, is distinctly about futurity. While a focus on writing for circulation has been productive, I argue that that writing in circulation can be equally productive. Challenging the tendency to position circulation as an exclusive concern for delivery, this project argues that circulation is not just as an end goal for rhetorical activity but also as a viable inventional resource for writers with diverse rhetorical goals. To make this case, I construct a methodology of assemblage to retell stories of tactical rhetorics.

Our aim in developing cognate coursework in Public Rhetoric is to add depth to a domain of written literacy studies, and therefore extend the graduate program’s repetoire. As we view Shirley Brice Heath’s typology for the domains of literacy—home, school, community, and work—Purdue’s Graduate Program already offers in-depth work in school [WPA] and work [PTW] and the faculty [along with most of the field] are not interested in probing home literacy. So, Public Rhetoric is intended to provide in-depth investigation of Heath’s domain of “community”. Of course, we rename it to fit our view of perimeters that interest us. It is not lost on us that renaming has its consequences; so, one goal of the course is to explore the impacts of various naming activities at the field level. We call this seminar Public RhetoricS to emphasize the plurality of constituitive views about how one might write/speak/communicate to a public or even assemble a public that fits with what one wants to write/speak/say. Yes, we could have pluralized Public as well (which you quickly realize reading Warner), except for the grammatical horror that would ensue— a collective of plurals might invite “fear and trembling” on our parts.
