Dear Detroit Public Schools Community District Family,

I hope this letter finds you and your families well. Based upon many conversations with our families and greater community, I know we are all facing a range of large and small hardships due to the COVID-19 pandemic. As a district, we did everything we could to support your children and the greater community during the height of the COVID-19 impact on the city by serving over 1 million meals to distributing nearly 40,000 academic packets to our teachers providing online learning. As we now direct our focus to the next school year we are as focused as ever to reengage your child academically, socially, emotionally, and athletically/artistically.

The 2020-21 school year begins by ensuring that every DPSCD student receives a free learning device with free internet access. If you were unable to pick up your child’s device this summer, then they will be given to your child during Count Week in the fall. With legitimate concerns continuing to loom regarding COVID-19, the district developed, vetted, and is implementing a best-in-class reopening plan to ensure your child’s safety and our employees. Due to COVID-19’s impact on our city, we know that our reopening plan needs to be stronger than other districts in the area and throughout the state. This plan includes required COVID-19 testing for employees, free masks, daily temperature and COVID-19 symptom checks, smaller class sizes, sanitation centers throughout the school, and the daily deep cleaning of every classroom. DPSCD will be a leading district and organization in the safety and health of students as we return to school in the fall. Nothing is more important to us than your child’s health and safety.

Despite the likelihood of state budget cuts across Michigan, we have already balanced our budget and will ensure that all employees keep their positions and salaries/wages and more importantly, no student programming will be cut. We want to empower you as a parent this fall, we will provide you with the opportunity to select face-to-face instruction or online learning for your child. We want to serve you and meet you where you are at regarding COVID-19 concerns or your home situation regarding working hours, childcare, and your comfort supporting your child at home through online learning. We will be sending you information via robo call, text, and mail to allow you to select an online or face to face option when school starts after Labor Day.

Prior to the pandemic, we were well on our way to showing another year of academic improvement. Our students were moving in the direction to improving their grade level performance in literacy and math and being more college ready on the PSAT and SAT. COVID-19 will not stop our progress. This school year we will have fully staffed schools, smaller class sizes, more technology for your child, expanded art and music programs, more sport programs, and additional programming for careers and college credit at the high school level. We are also expanding our literacy support as we did at the K-8 level last year in high schools with more small group and one-to-one support for students who are below grade level. In addition, we are continuing to invest in more counselors and social workers to support your children to overcome any social-emotional challenges that all of our children experience from time to time, especially during these unprecedented COVID-19 times.

6 Students Rise. We All Rise. www.detroitk12.org MEETING THE NEEDS OF STUDENTS IN 2020-2021 DPSCD TO PROVIDE OPTIONS FOR STUDENTS ONLINE AND FACE-TO-FACE

To ensure students continue to have access to their teachers, high-level curriculum, and learning options to meet their needs, the District has created four to five Instructional Models and associated guidelines that the District will implement all or in part for the 2020/2021 school year to meet the needs of families and students. All scenarios focus on providing high quality instruction for all students and continuity of learning whether students are in person or online. The scenarios will allow the flexibility needed as we navigate around the COVID-19 pandemic.

Each instructional model is designed to adhere to our guiding principles for reopening and maximize the amount of in-person instruction for students, while also keeping our community safe and following the guidance of public health officials and applicable laws and regulations. In any scenario, the District will make use of all available space and scheduling flexibility to limit in-person classes to 20 students physically in one room at a time (except in large spaces where more social distancing is possible). Other students may still be participating in that class either via online engagement or in small group interventions. Schedules will likely be simplified to provide more emphasis on literacy, mathematics and other “core” classes like science and social studies.

In all scenarios, the instructional school day for students may be limited to the minimally required six hours based on the 181 instructional days currently reflected in the calendar and additional emphasis may be placed on literacy and mathematics.

As a foundation for this flexibility, the District’s #ConnectedFutures initiative, which is providing laptop/tablet devices and internet connectivity to all DPSCD students, will be fully deployed. As families receive the required devices and internet access, we anticipate more families will want to and be able to take advantage of online learning opportunities. Our approach to phase 3 and phase 4 is based on the reality that the digital divide for DPSCD students closes, meaning any online learning is accessible to our entire population.

While the District intends to provide online learning options, in alignment with pending approval from the state legislature, we also understand the research suggests that all online, no face to face teaching doesn’t work well for most students and is also especially ineffective for disadvantaged students. The District will create frameworks for teachers to provide as much live online instruction as possible in these models based on this body of research.

7 www.detroitk12.org 9 ONLINE LEARNING: WHAT TO EXPECT THIS SCHOOL YEAR

If your child is participating in the District’s online learning option this fall, you can expect the District will try to main normalcy as much as possible.

This Fall, students will receive physical materials such as workbooks and textbooks to accompany their online lessons, just as they would receive in the classroom. Students will use some familiar and introduce new online learning platforms to support both instruction and completion of assignments. These online platforms include but are not limited to Microsoft Teams, Schoology, LearnZillion, Zearn, Studies Weekly, i-Ready and more. Online students will be expected to complete daily assignments and will be given grades for their work. Students will still receive support by their school counseling staff and teachers will maintain office hours and provide one-on-one check-ins with families and students. In addition, DPSCD K-12 students will have access to the Homework Hotline to receive personalized support. (See page 12 for more information on the Homework Hotline.)

HOW DPSCD PREPARED ME TO BECOME A PRE-MED STUDENT Sarah Kabala describes herself as shy but admits that label quickly changed after she transferred to a new school her junior year.

“When I started at Ben Carson, I don’t know what happened. I just started talking to people and found out about clubs and started making friends,” Sarah beamed as she recalled transferring from a school near Lansing. “It was actually my friend that encouraged me to run for student body president, which was so out of my comfort zone. ... It opened even more doors and opportunities.”

In addition to serving as student body president and student council president, Sarah became an active member of the District’s Student Advisory Council, a group of student representatives who meet with District leadership to discuss school issues. “DPSCD has a lot of opportunities, and that’s one thing I’ve really appreciated.”

Attending Ben Carson, a science and medicine high school, also helped her to confirm her career SARAH KABALA path. GRADUATE “My junior and senior year I had an internship at DMC Detroit Receiving Hospital working alongside the nurses and learning the work they do. This experience helped me confirm that I do want to go into the medical field. These were advantages I could only have in DPSCD,” said Sarah.

“I know I’m ready for my future,” Sarah concluded.

Sarah will be attending the University of Michigan as a Pre-Med student this fall.

Students Rise. We All Rise. 8 9 NEW TEACHERS’ SALARIES START AT $51,071 EXCEPTIONAL TALENT + RESPONSIBLE STEWARDSHIP HIGHEST IN METRO DETROIT

New teachers to the District will receive additional experience and salary credit up to $51,071 beginning in the 2020-2021 school year. These actions support the District’s continued progress of attracting and retaining teachers and will assist in continuing to close teacher vacancies. The move also supports plans to reduce class sizes in preparation for the return of students and teachers to classrooms in the Fall. Our goal is to hire teachers to reduce class sizes. CONNECTED FUTURES UNPARALLELED TRANSFORMATION

This summer, students across the District began to receive their devices and wireless internet to stay connected as they completed course work, completed internships and tapped into resources. The Connected Futures Project, a $23 million initiative backed by several Detroit organizations including the DTE Energy Foundation, The Skillman Foundation, Quicken Loans Community Fund and many others (visit www.dpsfdn. org/connectedfutures for the full list of donors), committed to the rise of 51,000 students and families. Families received wireless tablets and internet access. These devices include six months of subsidized LTE data, immediately connecting students without wired internet connections at home, and will be the property of the student and family.

During this global pandemic, DPSCD is planning to provide enhanced online learning options for students, directly connecting them to its high-quality curriculum, resources and support provided by schools and teachers.

This past academic year, an evaluation committee of 31 teachers was convened over the course of five days. The District also convened an additional two community engagement and four student review sessions in January to gather feedback from student and community stakeholders to share with the evaluation committee on the final convening.
