Agreement document NG_160316_Kafanchan Peace Declaration.pdf [] Main category Page 3, Preamble We, the parties to this Declaration are: development/cultural associations, Traditional Councils, youth, women, religious and respected opinion leaders and elders brought together by the Centre for Humanitarian Dialogue (HD), with our consent, because of our history of Inter-communal, farmer and grazer and religious violence. Southern Kaduna has had a number of experiences of violent conflict that constitute a major threat to peace and security. Electoral disputes, farmer and grazer differences in particular, have caused violence, deaths, injuries, loss of property, trauma, widows and orphans, poverty and massive displacements. The stakeholders in this Declaration are convinced that a Page 7 of 11 necessary condition for establishing lasting peace in our State is the resort to dialogue to resolve conflicts. Page 4, Section I, Article ii Note that the conflicts in Kaduna have nevertheless left their mark on the whole society but specifically affect vulnerable groups including women, children, youths and persons with disability more and stress the need to provide adequate support for them to rebuild their lives. Page 8, Section V, Article i i. Conflict prevention plan: The plan will bring on board the joint efforts of all stakeholders including at the State level, traditional and faith based leaders, women and youth that puts in place a tension management mechanism that; • Creates a linkage between early warning and early response. • Ensure continuous monitoring of violent conflict situations. • Intervene in conflict situations and pursue such measures as are necessary to arrest and redress the situation. • Make appropriate recommendations for action by law enforcement agencies. • Provide broad civic education on rights, obligations and cohesion as well as religious studies. • Teach conflict prevention and conflict transformation skills to young people. Undertake bilateral consultations and advocacy with political leaders to reinforce messages, identify areas of mutual concern and agreement. Page 8, Section V, Article iv Begin and sustain tracks of dialogues among key non-political stakeholders such as business leaders, women’s organizations and civil society organizations to influence and facilitate discussions between political actors. Page 9, Section V, Article v Inclusion of women and youths, persons with disability in decision- making and peace processes: On many occasions, reconciliation and dialogue efforts exclude meaningful participation of women and youth. This exclusion causes disenchantment and negative perception of the outcomes of reconciliation efforts. Page 9, Section VII, Article i d Create a body to promote peace and reconciliation amongst communities that will: • Bring perpetrators to justice, inclusive of both indigenes and settlers. • Consider the compensation of all affected people. • Address past wrongs drawing on the wisdom and expertise of traditional conflict resolution mechanisms. • Ensure the inclusion and active participation of women, youths and persons with disability in all peace processes. • Prevent and protect women against violence. • Advance and protect human rights, administrative justice and integrity in private and public life.

Observers have attributed the ªcrisisº to political, economic and social forces which breed pockets of exclusion and resentment. One notable model explains the violence through a paradigm of privileged ªindigenesº who seek to prevent ªsettlersº from the political rights which would give them the access to the resources managed by the state and the economic opportunities that this entails. While not taking issue with the diagnosed causes of conflict, the Researcher argues that there is a substantial body of evidence being ignored which points to conflict cleavage having opened up along the divide of Christian-Muslim religious identity in a way that the settler-identity model does not sufficiently explain.

Existing studies on ethno-religious conflict have focused on colonial segregated settlement policy otherwise known as the Sabon Gari. These studies have neglected settlement dynamics as both cause and effect of ethno-religious conflicts. This study, therefore, interrogated the complex interaction between ethno-religious conflict and settlement dynamics in Plateau State. This is with a view to showing how conflicts structure and restructure settlements and their implications for inter-group relations, group mobilisation and infrastructural development. The study adopted Lawler‘s Relational theory and case study research design. Respondents were purposively selected from four Local Government Areas comprising Jos North, Jos South, Barkin- Ladi and Riyom. Primary data were collected through 46 in-depth interviews from twelve neighbourhood leaders, eleven ethno-religious group leaders, three members of civil society organisations, four estate managers, two security officials, two academics and twelve youth leaders. A total of six Focus Group Discussions were held: one each with Afizere, Anaguta and Hausa ethnic groups in Jos North, Berom in Jos South, Igbo in Barkin-Ladi and Fulani in Riyom. Non-participant observation method was also employed.

    Nigeria and the Politics of Unreason Page 1 of 27 Nigeria and the Politics of Unreason: Political Assassinations, Decampments, Moneybags, and Public Protests By Victor E. Dike Introduction The problems facing Nigeria emanate from many fronts, which include irrational behavior (actions) of the political elite, politics of division, and politics devoid of political ideology. Others factors are corruption and poverty, lack of distributive justice, regional, and religious cleavages. All these combine to create crises (riots and conflicts) in the polity, culminating in public desperation and insecurity, politics of assassinations, decampments (carpet crossing), moneybags, and public protests. All this reached its climax during the 2003 elections. When the nation thinks it is shifting away from these forces, they would somersault and clash again creating another political thunderstorm. It looks that the society would hardly outgrow ‘the politics of unreason’ (Lipset and Raab, 1970), which is often politics of extremism, because the political class is always going beyond the limits of what are reasonable to secure or retain political power. During the 2003 elections moneybags (instead of political ideology) directed political actions in political parties; and it also influenced the activities of many politicians. As a result, the presidential candidates of the two major political parties (PDP and ANPP) cliched their party tickets by stuffing the car boots, so to say, of their party delegates with Ghana-Must- Go bags. This frustrated and intimidated their political opponents within (and those in the other minor political parties). After the exit of British colonialism, a new set of local imperi - alists in military uniform and civilian garb assumed power and have consistently proven to be worse than those they suc - ceeded. These new vetoists are not driven by any love of coun - try, but rather by the love of self, and the preservation of the narrow interests of the power-class that they represent. They do not see leadership as an opportunity to serve, but as an av - enue to loot the public treasury; they do not see politics as a platform for development, but as something to be captured by any means possible. One after the other, these hunters of fortune in public life have ended up as victims of their own ambitions; they are either eliminated by other forces also seeking power, or they run into a dead-end. In the face of this leadership deficit, it is the people of Nigeria that have suffered; it is society itself that pays the price for the imposition of deranged values on the public space; much ten - sion is created, the country is polarized, growth is truncated.

    March 30, 1993 Volume 5, No. 4 NIGERIA MILITARY INJUSTICE Major General Zamani Lekwot and Others Face GovernmentGovernment----SanctionedSanctioned Lynching INTRODUCTION Fifteen Nigerians are currently imprisoned, awaiting death by hanging for their supposed participation in ethnic/religious riots in Kaduna State, in northern Nigeria, in May 1992. The death sentences were delivered by two Special Tribunals that tried some 70 suspects alleged to be involved in the riots. All constitutional guarantees were suspended for the trials, and there is no right of appeal. The farcical proceedings threaten to culminate in a government-sanctioned lynching. None of the trials even approached the stringent due process requirements for the imposition of the death penalty that are established by international standards. The case of a group of six of those sentenced to death has attracted particular international attention in part because of the distinguished record of one of its members, retired Major General Zamani Lekwot, who was military governor of Rivers State in southern Nigeria in the 1970s and later held the title of Ambassador-at-Large to Mauritania, Senegal, Cape Verde and Gambia. The trial of the six, before Benedict Okadigbo, a retired judge, was characterized by an extraordinary level of abuse, including blatant bias and hostility by the judge, a presumption of guilt and inadequate access to counsel. A number of factors point to the involvement of Nigeria's military government, led by President Ibrahim Babangida, in ensuring the convictions of the Lekwot group. Most significant is the promulgation of a military decree that barred any court from inquiring into abuses of constitutionally guaranteed rights that occurred during the trial.
