................ 6-36 Chapter 1: Introduction Established by Congress in 1971, Gulf Islands National Seashore (GUIS) was created to preserve areas possessing outstanding natural, historic, and recreational resources for public use and enjoyment along a 160-mile stretch of the northern coast of the Gulf of Mexico. The wide variety of natural and cultural resources shaped by the dynamic coastal processes and by the unique historic role of coastal defense of barrier island systems has made the Seashore one of the most popular destinations in the national park system. Unfortunately, a series of hurricanes in 2004 and 2005 significantly damaged roads and other Seashore facilities. While much of the Seashore has recovered, the Fort Pickens Area on Santa Rosa Island in Florida has yet to fully reopen to the public. GUIS is in the process of replacing the sole road leading to this recreational, cultural, and natural- resource-rich site, but this disruption in Seashore operations has underscored the vulnerability of the Fort Pickens Area transportation system. A strategy for supplementing the road with alternative transportation systems is essential to providing consistent public access to the Fort Pickens Area in the future. Additionally, increasing transportation options to the Fort Pickens Area has the potential to reduce congestion and parking demand in the Area while maintaining or increasing visitation. The implementation of alternative transportation systems also has the potential to protect natural resources and reduce impacts on the environment associated with private vehicle transportation. 1.1 Fort Pickens Area The Fort Pickens Area covers over 1,700 acres among the westernmost seven miles of Santa Rosa Island, a long, narrow barrier island (see Figure 1.1). The Fort Pickens Area takes its name from the United States military fort that helped protect Pensacola Bay from 1834 to 1947 and represents one of the greatest concentrations of coastal defense fortifications in the country. Over its history, the fort and surrounding area were updated with evolving military technology. The remnants of this military facility provide visitors with a unique educational experience demonstrating evolving military technology and touching on many important historical events, including the Civil War, Geronimo’s imprisonment, and World War II. In addition to the exciting cultural artifacts, the Fort Pickens Area also contains diverse marine and land ecosystems. The Fort Pickens Area is habitat for federal and state endangered and threatened species and species of special concern, including four species of sea turtles and various shorebirds, and is designated critical habitat for gulf sturgeon. While many visitors come to the Fort Pickens Area to experience the historic or natural resources, many also come for the excellent recreational opportunities. Fishing, beaches, bicycling, hiking, surfing, and camping are all accommodated in the Fort Pickens Area. The two campgrounds include 200 campsites with paved parking pads, water, and electricity, making it one of the few locations in the national park system that can accommodate utility hook-ups for visitors with recreational vehicles. These sand and coral reef islands, or keys, along with 100 square miles of shallow waters and shoals that surround them, make up Dry Tortugas National Park. Here, clear views of water and sky extend to the horizon, broken only by an occasional island. Below and above the horizon line are natural and historical treasures that continue to beckon and amaze those visitors who venture here. Warm, clear, shallow, and well-lit waters around these tropical islands provide ideal conditions for coral reefs. Tiny, primitive animals called polyps live in colonies under these waters and form skeletons from cal- cium carbonate which, over centuries, create coral reefs. These reef ecosystems support a wealth of marine life such as sea anemones, sea fans, lobsters, and many other animal and plant species. Throughout these fragile habitats, colorful fishes swim, feed, court, and thrive. Sea turtles−−once so numerous they inspired Spanish explorer Ponce de León to name these islands “Las Tortugas” in 1513−−still live in these waters. Loggerhead and Green sea turtles crawl onto sand beaches here to lay hundreds of eggs.

Currently, electrical energy use at Dry Tortugas National Park supplied from diesel generators, while a small amount of LP gas is used for cooking and clothes drying. Energy use at the park is primarily for park operations, of which approximately two-thirds is used in staff living quarters. Air-conditioning is the predominant load, accounting for two-thirds of the energy use and over one-half of the peak demand.

    Executive Summary We, the U.S. Fish and Wildlife Service (USFWS), have evaluated the impacts of the proposed Gulf Islands National Seashore/Johnson Beach Area (GINS) parking lot improvement project to be developed on the east end of Perdido Key in Escambia County, Florida. GINS encompasses 1,041 acres with high visitor use, primarily beach and Gulf of Mexico access. Coastal dune habitat can be found adjacent to the open beach. It is this habitat that supports the federally endangered Perdido Key beach mouse (Peromyscus polionotus trissyllepsis) (PKBM). Gulf Islands National Seashore is one of three core population areas for PKBM. These core areas support the main population of PKBM and without them extinction would likely be near. GINS operates under a General Management Plan that supports management for PKBM and other protected species and their habitat. This parking lot expansion project aims to focus visitor use of the beaches to and through specific corridors to avoid critical and sensitive habitat. Currently the main parking lot holds 323 vehicles with additional roadside parking along both sides of the 1.2 mile paved park road. This road routinely gets covered in sand and requires regular maintenance to plow and remove. The focus of this expansion project is to remove the roadside parking, expand the main parking lot, and add three additional small parking lots along the park road. The entry way will also be expanded from a single entry and exit road to double entry/exit lanes. Removing and replacing dune walkovers, installing split rail fence and post and rope will direct pedestrian use from these parking areas to the open beach with limited disturbance to the habitat and species in the area.

    -·-~• .}:}· ~- ·-.:: • r. • • i DECISION AT FORT SUMTER Prologue In 1846 Congressman JeffeLson Davis of Mississippi presented to the House of Representatives a resolution calling for the replace- ment of Federal troops in all coastal forts by state militia. The proposal died in committee and shortly thereafter Davis resigned from Congress to lead the red-shirted First Mississippi Rifles to war and (~~-ll glory in Mexico. Now it was the morning of April 10, 1861, and Davis was President of the newly proclaimed Confederate States of America. As he met with his cabinet in a Montgomery, Alabama hotel room he had good reason to regret the failure of that resolution of fifteen years ago. For had it passed, he would not have had to make the decision he was about to make: Order Brigadier General P. G. T. Beauregard, commander of Confederate forces at Charleston, South Carolina to demand the surrender of the Federal garrison on Fort Sumter in Charleston harbor. But before Davis made this decision, other men had made other decisions -- decisions which formed a trail leading to that Montgomery hotel room on the morning of April 10, 1861. The War Department'~cision In a sense the first of those decisions went back to 1829 when the War Department dumped tons of granite rubble brougi1t from New England on a c.andspit at the mouth of Charleston harbor. On the foundation so formed a fort named after the South Carolina r - 2 - Revolutionary War hero, Thomas Sumter, was built. However it was built very slowly, as Congress appropriated the needed money in driblets.

    National Park Service U.S. Department of the Interior Dry Tortugas National Park Florida Fort Jefferson Self-Guided Tour Seth Eastman, 1875 Chart of the Dry Tortugas Background The story of Fort Jefferson lies with the maritime history of the Florida Straits and the excellent harborage afforded by the Dry Tortugas. These two geo- graphic features stand at a nexus of currents, winds, and shipping routes. The Dry Tortugas rest at the western extremity of the massive Florida Reef system, the third largest coral barrier reef in the world. To the south lies the island nation of Cuba. Between the two lies the 106-mile bottleneck of the Florida Straits, through which flows the Florida Current. The shallow waters of the Dry Tortugas represent a strategic refuge for ships transiting these sea- lanes between the Gulf of Mexico and the Atlantic. It was in 1513 that Don Juan Ponce de Leon discovered the islands of the Dry Tortugas and the Florida Current. The Florida Current is known as the Gulf Current after it merges with the Antilles Current near Cape Hatteras, North Carolina. For mariners in the Gulf of Mexico and the Florida Straights, this 2-to -4 knot current was highly prized for the added speed it provided their vessels. This was especially true for Spanish vessels carrying riches from the New World back to Spain. As maritime traffic increased along this current, the anchorage of the Dry Tortugas became vital as a haven for ships in times of inclement weather and war. After the Louisiana Purchase in 1803, American merchants from the Missis- sippi River began frequenting the Dry Tortugas harbor.
