    IONS PREPARATORY WORKSHOP HOSTED BY THE KENYA NAVY AT MOMBASA FROM 01 – 02 OCTOBER 2009 PURPOSE The preparatory workshop was aimed at providing a forum where member navies would be able to deliberate and discuss common interest issues in the spirit of promoting new avenues of enhancing friendship and professional cooperation in the IOR at the end of which it was expected that a finalized list of Agenda items and theme for the IONS Summit – 2010 would be agreed upon. The workshop evidenced participation by nominees from 15 member navies each of who made invaluable contributions and recommendations making this activity a truly all inclusive process. SESSION 1 – OPENING CEREMONY The Commander of the Kenya Navy, Major General S J Mwathethe outlined that the primary aim of IONS was to create Allied Naval Partnerships, establish a high degree of inter-operability, share information and to explore ways to overcome trans-national maritime threat, natural disasters and maintain good order at sea. In his key note address, the Chief Guest, Lt Gen J W Karangi VCGS, Kenya Armed Forces, applauded the conceivers of the IONS initiative and the member navies for efforts towards mitigating maritime insecurity in the IOR. He also noted that Indian Ocean Sea Lanes of Communication are heavily relied upon by world economies for trade, and the current threats of piracy and armed robbery at sea dictate an increased naval cooperation and interaction which can only be attained through coordinated efforts like sharing of information, experiences and ideas. SESSION 2/3 – PRESENTATIONS The workshop adopted its schedule as a basis for their discussion with a view to giving recommendations for the IONS meeting to be held in UAE in March 2010.

INTRODUCTION 1.1 The Middle East Regional Monitoring Agency presents the MID RVSM Safety Monitoring Report (SMR) to the Middle East Air Navigation Planning and Implementation Regional Group (MIDANPIRG) for endorsement. 1.2 The MID SMR 2015 (Ver. 1.0) was calculated for 12 FIRs in the ICAO Middle East Region. Tripoli and Sanaa FIRs were excluded from the RVSM safety analysis due to the non-submission of the required traffic data and LHD reports for more than two years. 1.3 The results present evidence that the key safety objectives, as set out in the MID RVSM safety policy in accordance with ICAO Doc 9574 (2nd Edition), continue to be met in the Middle East RVSM airspace except for the FIRs mentioned in 1.2. 2. DISCUSSION 2.1 Further to the outcome of MIDANPIRG/15 meeting Conclusion 15/8 concerning the development of the MID RVSM SMR 2015, the Traffic Data Sample (TDS) required for the safety analysis must be collected from 01 September 2015 until 30th September 2015 for all traffic operating within the ICAO Middle East RVSM airspace and must be submitted to the MIDRMA not later than 31 October 2015.

Stewart The Naval Postgraduate School’s Hastily Formed Networks (HFN) Research Group recently de- ployed to the Central Philippines to support disaster recovery efforts in the wake of Typhoon Hai- yan. HFN Research Group Director, and NPS Department of Information Sciences Lecturer Brian Steckler deployed to the region in advance of his student team to conduct early communications assessments. “I am working with the Marine Corps Pacific Forces Experimentation Center in support of the Third Marine Battalion (3rd MEB). The 3rd MEB is in charge of the initial Marine response to Typhoon Haiyan,” said Steckler. “My first step was to find out where they want to use our commu- nications capabilities and to conduct an assessment to determine local communications needs.” The Hastily Formed Networks group is not just in it for the academic value. We have deployed to other major disasters where we have provided real support to people in desperate need.” U.S. Marine Corps Maj. Travis Beeson HFN teams equipped with satellite-enabled, handheld devices were given the green light to con- duct rapid Information and Communication Technology assessments. NPS’ HFN team also used the advanced communications tools at their disposal to create hastily formed networks. “The communications link is critical, we cannot coordinate if we can’t communicate,” said NPS student and U.S. Marine Corps Maj. Travis Beeson of Versailles, Ohio. “We establish emergency communications between critical HA/DR centers, hospitals and NGOs.
