ABSTRACT Shrimp farming is the main coastal aquaculture activity and sea bass cage farming also recently started in Sri Lanka. Information pertaining to culture practices, fish production, financial returns and costs involved in respect of seabass cage farms operate in the Negombo lagoon were collected through administering a questionnaire. The survey covered 13 farms of varying sizes. The number of cages operated by an individual farmer or a family ranged from 2 – 13. Almost all the farmers in the lagoon used floating net cages, except for very few farmers, who use stationary cages. Net cages used by all the farmers found to be of uniform in size (3m x 3m x 2m) and stocking densities adapted in cages are also similar. Production of fish ranged between 300 to 400 Kg per grow-out cage. All seabass farmers in the Negombo lagoon entirely depend on fish waste/trash fish available in the Negombo fish market to feed the fish. Availability of these fish waste/trash fish at no cost to the farmers has made small scale seabass farming financially very attractive.

Ornamenting Fingernails and Roads: Beautification and the Embodiment of Authenticity in Post-War Eastern Sri Lanka Abstract In post-conflict Sri Lanka, communal tensions continue ot be negotiated, contested, and remade. Color codes virtually every aspect of daily life in salient local idioms. Scholars rarely focus on the lived visual semiotics of local, everyday exchanges from how women ornament their nails to how communities beautify their open—and sometimes contested—spaces. I draw on my ethnographic data from Eastern Sri Lanka and explore ‘color’ as negotiated through personal and public ornaments and notions of beauty with a material culture focus. I argue for a broad view of ‘public,’ which includes often marginalized and feminized public modalities. This view also explores how beauty and ornament are salient technologies of community and cultural authenticity that build on histories of ethnic imaginaries.

The initial emphasis of this five-year project will be on developing a scientifically based, low-cost, community-based approach to rehabilitating key coastal ecosystems at specific sites in the East Coast and facilitating replication of these techniques all along the East Coast (and in due course other tsunami-affected coasts). Three sites representing three major ecosystems – mangroves, coastal lagoons, and sand dunes –have been identified for piloting these themes. The selection was based on outputs from the Threats Analysis and the following criteria. 1. Hotspot analysis: sites where the tsunami effect was severe on the ecosystems and post tsunami reconstructions are in progress, global/national biodiversity importance exist, concentration of various resource users and their high dependency over the available resources exist and user conflicts exist. 2. Accessibility: accessibility by road was a criterion for selecting pilot sites 3. INTRODUCTION The Government of Sri Lanka (GOSL) is planning to implement a project (Water Sector Development Project III, hereinafter referred to as the “Project”) for the extension of the existing the Kalu Ganga Water Supply System in Colombo and Kalutara District where rapid urbanization is in progress, and for the rehabilitation of the transmission mains and distribution networks in Dehiwala and Moratuwa, where the ratio of NRW is particularly high, with an Official Development Assistance (ODA) loan from the Government of Japan (GOJ). GOSL requested the implementation of a Preparatory Survey on the Project (hereinafter referred to as the “Survey”) to GOJ. The Survey is required to decide whether this Project, as requested, satisfies the evaluation criteria (on such issues as outline including the objectives, scope and cost of the Project, organizational structure for project implementation and environmental and social considerations) required for the disbursement of an ODA loan from GOJ. The Survey has been conducted between September 2014 and April 2015. 2. The following information is particularly intended for foreign bhikkhus, those who aspire to become bhikkhus, and those who are experienced lay practitioners. Another guide is available for less experienced, short term visiting lay practitioners. Factors such as climate, food, noise, standards of monastic discipline (vinaya), dangerous animals and accessibility have been considered with regard the places listed in this work. The book Sacred Island by Ven. S. Dhammika—published by the BPS—gives exhaustive information regarding ancient monasteries and other sacred sites and pilgrimage places in Sri Lanka. The Amazing Lanka website describes many ancient monasteries as well as the modern (forest) monasteries located at the sites, showing the exact locations on satellite maps, and giving information on the history, directions, etc. There are many monasteries listed in this guides, but to get a general idea of of all monasteries in Sri Lanka it is enough to see a couple of monasteries connected to different traditions and in different areas of the country. There is no perfect place in samṃsāra and as long as one is not liberated from mental defilements one will sooner or later start to find fault with a monastery. There is no monastery which is perfectly quiet and where the monks are all arahants. Rather than trying to find the perfect external place, which does not exist, it is more realistic to be content with an imperfect place and learn to deal with the defilements that come up in one’s mind.
