INTRODUCTION The Government of Sri Lanka (GOSL) is planning to implement a project (Water Sector Development Project III, hereinafter referred to as the “Project”) for the extension of the existing the Kalu Ganga Water Supply System in Colombo and Kalutara District where rapid urbanization is in progress, and for the rehabilitation of the transmission mains and distribution networks in Dehiwala and Moratuwa, where the ratio of NRW is particularly high, with an Official Development Assistance (ODA) loan from the Government of Japan (GOJ). GOSL requested the implementation of a Preparatory Survey on the Project (hereinafter referred to as the “Survey”) to GOJ. The Survey is required to decide whether this Project, as requested, satisfies the evaluation criteria (on such issues as outline including the objectives, scope and cost of the Project, organizational structure for project implementation and environmental and social considerations) required for the disbursement of an ODA loan from GOJ. The Survey has been conducted between September 2014 and April 2015. 2. EXISTING WATER SUPPLY SYSTEM Currently, service conditions of covered areas mainly supplied by the existing Kandana Water Treatment Plant and transmission and distribution system with a capacity of 60,000 m3/day is generally good. -

UN-Habitat Implements Disaster Risk Reduction Initiatives in Mannar Town in Sri Lanka's Northern Province
UN‐Habitat Implements Disaster Risk Reduction Initiatives in Mannar Town in Sri Lanka’s Northern Province May 2014, Mannar, Sri Lanka. The United Nations Human Settlements Programme (UN‐Habitat), in collaboration with the Mannar Urban Council, is implementing a number of small scale Disaster Risk Reduction (DRR) initiatives to assist communities cope with the adverse impacts of natural disasters through the Disaster Resilient City Development Strategies for four Cities in the Northern and Eastern Provinces of Sri Lanka (Phase II) Project. Funded by the Government of Australia, the project is being implemented by UN‐Habitat in the towns of Mannar, Vavuniya, Mullaitivu and Akkaraipattu in collaboration with the Local Authorities, the Ministry of Disaster Management, and Urban Development Authority (UDA), Sri Lanka Institute of Local Governance (SLILG), Institute for Construction Training and Development (ICTAD) and the University of Moratuwa. Implementing small scale DRR interventions is a key output of the Disaster Resilient Urban Planning and Development Unit that has been established at the Mannar Urban Council. The need for such DRR activities was identified by the project partners as a key priority during the implementation of Phase I during 2012‐2013. As a result, additional funding has been allocated to implement small scale DRR activities in the four cities during the second phase. Small scale infrastructure has been identified by the communities and the LAs to reduce the vulnerability to disasters of settlements and communities. In the Mannar Urban Council area, the infrastructure activities 50 Housing Scheme Road before rehabilitation identified included rehabilitation of two internal roads and laying of Hume pipes and culverts to release storm water from flood‐prone areas. -

Buddhist Forest Monasteries and Meditation Centres in Sri Lanka A Guide for Foreign Buddhist Monastics and Lay Practitioners Updated: April 2018 by Bhikkhu Nyanatusita Introduction In Sri Lanka there are many forest hermitages and meditation centres suitable for foreign Buddhist monastics or for experienced lay Buddhists. The following information is particularly intended for foreign bhikkhus, those who aspire to become bhikkhus, and those who are experienced lay practitioners. Another guide is available for less experienced, short term visiting lay practitioners. Factors such as climate, food, noise, standards of monastic discipline (vinaya), dangerous animals and accessibility have been considered with regard the places listed in this work. The book Sacred Island by Ven. S. Dhammika—published by the BPS—gives exhaustive information regarding ancient monasteries and other sacred sites and pilgrimage places in Sri Lanka. The Amazing Lanka website describes many ancient monasteries as well as the modern (forest) monasteries located at the sites, showing the exact locations on satellite maps, and giving information on the history, directions, etc. There are many monasteries listed in this guides, but to get a general idea of of all monasteries in Sri Lanka it is enough to see a couple of monasteries connected to different traditions and in different areas of the country. There is no perfect place in samṃsāra and as long as one is not liberated from mental defilements one will sooner or later start to find fault with a monastery. There is no monastery which is perfectly quiet and where the monks are all arahants. Rather than trying to find the perfect external place, which does not exist, it is more realistic to be content with an imperfect place and learn to deal with the defilements that come up in one’s mind.
