Formulation of national adaptation planning and/or other adaptation planning processes Readiness and Preparatory Support Page 4 of 59 Chad is currently ranked 179th 1on vulnerability and 188th2 on readiness, meaning that it is extremely vulnerable to climate change impacts. Chad faces increasingly prolonged droughts, severe flooding, strong winds and high temperatures variations. These risks have had detrimental impacts on the resilience of communities who work in the priority climate-sensitive sectors including Agriculture, Health, Fishing, Energy, Water resources, Livestock, Forest and Habitat. The present proposal aims to strengthen communities’ resilience to climate change impacts, most notably women’s, youth and indigenous groups. Using 3 complimentary components, the proposal will set the groundwork for supporting communities, using a gender-inclusive approach, by reinforcing the technical and operational capacities of national and local structures and organizations to develop, implement and monitor targeted adaptation projects specific to Chad’s 6 bio-climatic zones. Brief summary of the request Figure 1: Six bio-climatic zones in Chad (Three-quarters of the country is considered arid and one-fourth is characterized as semi-arid) GCF support is crucial for establishing the enabling environment for participative design, implementation and monitoring of prioritized adaptation actions. Support will be provided to a national youth association that is being continually profiled at the COPs due to their precocious ability to understand and implement sustainable, climate- focused projects at schools. It will also support women’s associations that are active in Readiness and Preparatory Support Page 5 of 59 climate change awareness to ensure that stakeholders at the local level are fully engaged and consulted. This proposal is the first phase (Phase I) of GCF support that will enhance climate data collection to inform vulnerability analyses. With enhanced data, the technical and operational skills of decentralized key sector actors will be reinforced to plan for required adaptation actions. The information will be used to create a National Adaptation Plan in a Phase II NAPs proposal. This first phase of the NAPs process for Chad will be achieved with the following 3 proposed outcomes: Outcome 1: An integrated information system, including a reliable and informative climate and socio-economic data bank, guides the process of mainstreaming adaptation into decision-making Outcome 2: Institutional capacities strengthened in key sectors and bioclimatic zones to facilitate integration of climate change adaptation into planning and budgeting Outcome 3: Sensitization and training of the private sector, women, youth, indigenous peoples and civil society in mainstreaming climate change adaptation into their planning The project’s objective is to improve the resilience of vulnerable communities and groups by advancing the adaptation planning process for priority climate sensitive sectors in Chad’s bio-climatic zones. The project is well aligned with Chad’s Vision 2030, the National Strategy on the Fight Against Climate Change (SNLCC), Chad’s Second National Communication to the UNFCCC and will bring strong co-benefits and coordination with ongoing readiness and NAPs support brought by the GCF, GEF, the World Bank and IFAD. Since the mid- 20th century, temperatures in Chad have been increasing while rainfall is decreasing. Ninety percent of the country’s largest lake, Lake Chad, has disappeared over the past 50 years due to a combination of droughts and increasing withdrawals for irrigation. Residents in urban areas are struggling from climate change impacts also: Floods in 2010, 2011 and 2012, demonstrated that the infrastructure cannot cope and untreated sewage commonly infects the water supply, creating a high risk of infectious diseases such as cholera. Approximately 87% of Chadians are classified as poor,4 and it has the fourth highest poverty rate in the world. The percentage who are “destitute” (63%), the most extreme category of poverty, is also the fourth highest in the world. This is exacerbated by the fact that the country has been in civil war or conflict for 35 out of the 57 years since it gained independence from France. Chad’s population is mostly
