Elite Avenues: Flyovers, Freeways and the Politics of Urban Mobility Stephen Graham Newcastle University 1 Abstract Development and planning elites across many of the burgeoning megacities of the global south still work powerfully to fetishise elevated highways or flyovers as part of their efforts at “worlding” their cities. In such a context, and given the neglect of such processes in recent urban and mobilities literatures, this article presents an international and interdisciplinary analysis of the urban and vertical politics of raised flyovers, freeways and expressways. It argues that such highways need to be seen as important elements within broader processes of three-dimensional social segregation and secession within and between cities which privilege the mobilities of the privileged. The paper falls into six sections. Following the introduction, the complex genealogies of flyover urban design are discussed. Discussion then moves to the vertical politics of flyovers in the west Bank and post-Apartheid South Africa; the elite imaginings surrounding flyover construction in Mumbai; the political struggles surrounding the ribbons of space beneath flyover systems; and the efforts to bury or re-appropriate the landscapes of raised flyovers. London Cycling Campaign 15 March 2016 Paddington to Wood Lane via Westway overall The London Cycling Campaign is the capital’s leading cycling organisation with more than 12,000 members and 40,000 supporters. We welcome the opportunity to comment on these plans and our response was developed with input from the co-chairs of our Infrastructure Review Group and our local groups the Westminster Cycling Campaign, Kensington & Chelsea Cycling Campaign, Ealing Cycling Campaign, HF Cyclists, and in support of their consultation responses. On balance, we support this scheme. We have serious reservations about the choice to use the Westway. A route that took in surface streets would likely be superior – with more opportunities for cyclists to enter and exit the Cycle Superhighway where they chose (possibly the planned CS9?). But we recognise that due to the intransigence of some London councils, such a scheme is currently unlikely to move forward, unfortunately. The London Cycling Campaign would also like to see all schemes given a CLoS rating (as well as adhering to the latest London Cycle Design Standards) that demonstrates significant improvement from the current layout will be achieved for cycling, and that eliminates all “critical fails” in any proposed design before being funded for construction, let alone public consultation. Section 1 - Westbourne Terrace We have serious concerns about hook risks at the junctions here. Particularly designs such as the Cleveland Terrace junction look set to put cyclists and left-turning traffic in direct conflict. This is not acceptable – and a redesign of these junctions to favour safety over motor vehicle capacity has to be a priority. -

These DRAFTwere: DRAFT DRAFT 1. Road traffic data for western Sydney sector arterials: Great Western Highway and M4 Motorway 1985 – 1995 2. Rail ticketing data and passenger journey estimates for the Western Sydney Rail Line 1985 – 1995 These have now been combined and are presented here as part of an ongoing series of case studies in induced traffic growth from the Sydney Metropolitan Region. In the first, report which focussed on road traffic volumes, an error was made. The location points of road traffic counting stations were incorrect. Although this error does not affect the general conclusions, details of some of the analysis presented in this version are different to that presented in the original papers listed above. Some data additions have also been made, and so the accompanying commentary has been expanded. Project overview Roads and Maritime Services (RMS) proposes to realign and resurface the traffic lanes on the Bradfield Highway, on the southern approaches to the Sydney Harbour Bridge, (the proposal). The proposal is aimed at simplifying traffic movements and reducing road safety hazards for the quarter of a million people including 27,000 bus passengers who use road transport to cross the Sydney Harbour Bridge daily. The proposal would involve removal of the toll booths from the southern approaches to the Sydney Harbour Bridge where tolling operations have been undertaken since the bridge was opened to traffic in 1932. Electronic tolling became fully operational in 2009, which means the additional road lanes which facilitated manual tolling are no longer required. The proposal would also involve upgrading the traffic management systems to ensure greater efficiencies in traffic management. This proposal has been made possible by a separate project to modernise and relocate the bridge tolling system to a location north of the bridge, which was determined under a separate environmental assessment (RMS, 2012). The proposal presents an opportunity to upgrade and rationalise the southern toll plaza precinct to simplify traffic movement on the bridge, improve operational flexibility, reduce road safety hazards, and to realise cost efficiencies for RMS. Simplifying and rationalising the lanes would also support separate initiatives to improve bus travel-time reliability to Wynyard in the northern Sydney central business district (CBD). -

The pesticides used is a standard mixture of Lynx WG Round-up Bioactive Herbicide All pesticide spraying is programmed between: Sunday to Thursday 8pm – 5am Works will be rescheduled if rain is forecasted within 24hours or the wind speed is above 15kmph. Information Line: 1300 776 069 Warnings: Round-up Bioactive Herbicide Do not contaminate dams, rivers or streams with the product or used container. When controlling weeds in aquatic situations refer to label directions to minimise the entry of spray into the water. Lynx WG DO NOT use chlorine bleach with ammonia. All traces of liquid fertilizer containing ammonia, ammonium nitrate or ammonium sulphate must be rinsed with water from the mixing and application equipment before adding chlorine bleach solution. Failure to do so will release a gas with a musty chlorine odour which can cause eye, nose, throat and lung irritation. Do not clean equipment in an enclosed area. DO NOT contaminate streams, rivers or waterways with the chemical or used containers. A nil withholding period is applicable for LYNX WG Herbicide. It is recommended, however, not to graze treated areas for 3 days to ensure product efficacy.
