Number of Incidents (2018-2020) Location of Observations • IFC recorded 14 TRAPS incidents (Piracy (1), Sea Robbery (2), Sea Theft 16 Incidents 14 (8), Attempted Action (3)) in May 2020. The number of incidents were 14 significantly higher than the statistic in May 2019 (11) and May 2018 (9). 11 incidents occurred while the vessels were either anchored or 12 11 11 berthed and three while the vessels were underway. Majority of the 10 incidents occurred during Period of Darkness (PoD). 10 • A Piracy incident in the Southern Approach to the South China 8 7 Sea occurred on an anchored tanker. Four perpetrators armed with long 6 knives were sighted onboard. When alarm raised, all of them escaped in a wooden boat. Crew were safe but a handheld radio was reported stolen. 4 • A Sea Robbery incident occurred onboard an underway fishing trawler off 2 Malwan, Maharashtra (India). The perpetrators held the crew hostage and then escaped with stolen fish and navigation equipment in another 0 trawler. Authorities arrested all 16 perpetrators and recovered stolen items JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC the next day. This is the first incident recorded in this particular area. • Two Sea Theft incidents occurred in Muara Berau Anchorage (Indonesia) 2018 2019 2020 during PoD on two bulk carriers, with the same modus operandi. Although no incident was recorded in 2019, a number of incidents occurred in this area in 2016 to 2018. Offshore Support Vessel 1 • Sunda Strait and Approaches. Two incidents occurred along the strait on anchored tankers during PoD. In both incidents, perpetrators were Pleasure Craft 1 reported armed with knives. • The number of migrants intercepted this month has also 7 decreased significantly (147). Statistics illustrate that 6 87.1% of the illegal migrants were Indonesians, 5.4% were Chinese, 4.8% were Filipino, 1.3% were 4 Bangladesh and 1.3% are still unknown.

Assessments: 1 • Monsoonal weather conditions in the Bay of Bengal is likely to have affected migrant activities from Bay of Bengal and the Andaman Sea towards Northern Malacca Straits this month.

• Increased numbers of Indonesian illegal migrants, Nationality/Ethnicity Of Migrants Numbers Of Migrants Intercepted travelling between Malaysia and Indonesia have dominated smuggling networks activities this month. 1,159 This can be attributed to several reasons such as 2 (1.4%) (5.4%) Ramadan; possible loss of jobs due to COVID-19; 2 (1.4%) (4.8%) cessation of legal transport options; and MCO as well as crackdown on illegal immigrants in Malaysia.

• Similarly, off the western coast of ROK, a Chinese national was arrested for assisting human smuggling of illegal Chinese migrants seeking employment.

The IFC advises: 1. All mariners to report any incidents timely to the nearest coastal state and to the IFC at the earliest possible time. 2. Ships moving at slow speed or are choosing to remain at anchor in areas where sea robbery/theft is regularly reported should remain vigilant and adopt necessary and/or added security measures. 3. All mariners to take note on the description of the perpetrators and to take photos of the perpetrators if possible. Where available, CCTV footage capturing the incident should be provided to the coastal state authorities for follow-on investigation. 4. Shippers and Seafarers operating in the Sulu-Celebes seas are strongly recommended to be vigilant and to establish contact with the Philippines, Malaysian and Indonesian Authorities to report their presence. Please refer to IFC Spot Commentary 4/18 for the latest assessment of the situation in that affected area. 5. Shippers are advised to take note that the threat of terrorist activity in the maritime domain remains a possibility in the region due to ISIS and the Al-Qaeda. The possibility of this threat was previously quoted in Al-Qaeda’s online magazine “Resurgence”, which called for the disruption of global trade and shipping through acts of piracy, among other tactics. Shippers are therefore advised to exercise vigilance and to adopt self-defensive measures as stated in the Regional Guide to Counter Piracy and Armed Robbery against Ships in Asia, especially when transiting narrow choke points and areas which are known to have experienced incidents of sea robbery/piracy. 6.
