The number of incidents were 14 significantly higher than the statistic in May 2019 (11) and May 2018 (9). 11 incidents occurred while the vessels were either anchored or 12 11 11 berthed and three while the vessels were underway. Majority of the 10 incidents occurred during Period of Darkness (PoD). 10 • A Piracy incident in the Southern Approach to the South China 8 7 Sea occurred on an anchored tanker. Four perpetrators armed with long 6 knives were sighted onboard. When alarm raised, all of them escaped in a wooden boat. Crew were safe but a handheld radio was reported stolen. 4 • A Sea Robbery incident occurred onboard an underway fishing trawler off 2 Malwan, Maharashtra (India). The perpetrators held the crew hostage and then escaped with stolen fish and navigation equipment in another 0 trawler. Authorities arrested all 16 perpetrators and recovered stolen items JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC the next day. This is the first incident recorded in this particular area. • Two Sea Theft incidents occurred in Muara Berau Anchorage (Indonesia) 2018 2019 2020 during PoD on two bulk carriers, with the same modus operandi. Although no incident was recorded in 2019, a number of incidents occurred in this area in 2016 to 2018. Incident Type (Last 12 months) Type of Vessel Attacked • A Sea Theft incident occurred onboard an anchored pleasure craft off 15 South Sumatra, Indonesia with various navigation and communications 16 14 15 equipment and personal belonging were stolen. The stolen items were 14 Tanker 6 recovered afterwards. It is the first incident recorded in this particular area. 13 11 11 12 10 10 10 • A number of incidents continue to occur in the following Areas of Major 11 9 9 9 Concerns as analysed in last IFC Annual Report: 10 Bulk Carrier 4 9 7 • Singapore Strait and Approaches. A Sea Robbery incident occurred on 8 7 a bulk carrier boarded by five armed men, stealing breathing apparatus 6 4 Fishing Vessel 1 and crew belongings and injuring a ship's crew. An Attempted Action 5 4 transpired at Tg Uban Anchorage, but due to the timely reporting of the 3 incident, the perpetrators were arrested by the authorities. While a Sea 2 Tug 1 Theft incident involving a moving tugboat off Tg Piai is the first incident 1 recorded this year in the Westbound Lane. 15 incidents have been 0 recorded in the whole area since last Jan 2020. Offshore Support Vessel 1 • Sunda Strait and Approaches. Two incidents occurred along the strait on anchored tankers during PoD. In both incidents, perpetrators were Pleasure Craft 1 reported armed with knives. This is the first incident reported this year Suspicious Activity/ Approach Attempted Actions but in 2019, 3 incidents were recorded in this area. Causes for all of the incidents are still unknown. Nr of SAR: 26 Types of Maritime Incident Monthly Death/ Missing Toll • 15 Sinking or Capsizing incidents were reported involving 4 Nr of MEDEVAC: 8 MAY: 10 registered and 12 unregistered vessels; mostly due to bad Nr of Rescued: 62 weather, water ingress, hull breach, low tide and still unknown SUNK-CAPSIZED 15 160 142 cause. Similar to Apr 2020, small boat, cargo and fishing MEDEVAC 8 140 vessels were involved. VESSEL DETAINED 7 113 120 105 GROUNDING 7 101 100 • 7 Vessels were Detained due to maritime safety violations, MECHANICAL FAILURE 5 unauthorized anchoring and lack of documents. RELEASEABLE TO MARITIME INDUSTRY Illegal, Unreported & Unregulated Fishing (IUU Fishing) Number of Incidents (2018-2020) Locations of Incidents Observations 90 80 • There were 33 IUU fishing incidents reported in May 70 20, which is 23% (10) lower and 36.5% (19) lower than in the same period respectively in 2018 (43) and 2019 60 52 50 (52). (1) 22.2% PHILIPPINES Poaching (6) SRI LANKA 70.4% • The number of IUU fishing incidents involving poaching recorded for May 20 (6) decreased compared to the (19) INDIA figures recorded respectively in March and April 20 (8), MALAYSIA but decreased significantly compared to May 19 (20). • 66% (4) of the reported Poaching incidents were by Vietnamese fishing vessels. • 50% (3) of the reported Poaching incidents occurred in RELEASEABLE TO MARITIMERELEASEABLE INDUSTRY TO MARITIME INDUSTRY the waters of Indonesia. Contraband Smuggling (CS) Number of Incidents (2018-2020) Locations of Incidents Observations 60 The number of incidents reported this month is higher than Apr 2020 and May 2019, but is similar to May 2018. 50 Drugs : 5 incidents • Hong Kong authorities seized 217 Kg cocaine hidden in an 40 aircraft engine, in a container shipped from Ecuador. 27 • Malaysian authorities foiled three attempts for outward drugs 30 smuggling (in two incidents, Indonesia was reported as 22 21 18 destination). The total contraband included 133 Kg meth and 20 14 31.8 Kg Ecstasy. • India seized 11.4 Kg drugs on land, headed to Sri Lanka from 10 Afghanistan. 0 Tobacco : 6 incidents JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC • Three incidents were reported in Malaysia; one incident each in Singapore, the Philippines and Republic of Korea. 2018 2019 2020 Domestic Products : 7 incidents • Six incidents were reported in Hong Kong. Three involved seizure Types of Contraband Type of Drug of frozen meat totaling 329 tonnes, one incident involved 34 tonnes of Ginseng. 38,000 counterfeit goods being shipped from China to Turkey were also seized. Natural Resources : 3 incidents • Chinese authorities foiled two attempts of smuggling 5,000 tonnes 4%(1) METH each of coal and sea sand, respectively.
