The Role of the Legislature in Upholding the Rule of Law in Bangladesh Md. Mostafijur Rahman 1 Abstract : In the contemporary global politics the rule of law is considered as the pre-requisite for better democracy, socio-economic development and good govern- ance. It is also essential in the creation and advancement of citizens’ rights of a civilized society and being considered for solving many problems in the developing country. The foremost role of the legislature-as second branch of government to recognise the rights of citizens and to assure the rule of law prevails. In order to achieve this goal the legislature among the pillars of a state should be constructive, effective, functional and meaningful. Although the rule of law is the basic feature of the constitution of Bangladesh the current state of the rule of law is a frustration because, almost in all cases, it does not favour the rights of the common people. Under the circumstances, the existence of the rule of law without an effective parlia- ment is conceivable. The main purpose of this study is to examine to what extent the parliament plays a role in upholding the rule of law in Bangladesh and conclude with pragmatic way forward accordingly. Religious Minorities in Pakistan
Abdul Majid* RELIGIOUS MINORITIES IN PAKISTAN Abstract The Constitution describes Pakistan as an “Islamic State”. It is a predominately Muslim State but there are several non-Muslims groups living here as citizens. Pakistan’s Constitution stands for equality of all citizens irrespective of religion, caste, region, tribe language and gender. Islam the state religion of Pakistan stands for respect and toleration for all religions. This paper examines the population and constitutional position of religious minorities in Pakistan. It also provides a general picture of major religious communities the Hindus, the Christians and the Sikhs. The paper also explains the Ahmadya community was declared a minority in September 1947. Despite the handicap of small population, Pakistan’s religious minorities have freedom to practice their religion and pursue their cultural heritage. The ethnic communities and diverse cultures included Punjabi, Baloch, Sindhi, Seraiki and similarly beside Islam, the believers of Hindu, Sikh, Christian and others religious were also living in Pakistan. The cultural diversity of the country is under threat and religious minorities and various ethnic communities are being denied rights and Identity. Pakistan was established in August 1947 as a homeland for the Muslims of British India. -

Though in the context of Bangladesh, ‘Right to food’ is only one of ‘Directive Principles of State Policy’ which is unenforceable in nature, but in this paper I tried to link this right with other enforceable human rights so that State cannot neglect or refuge to implement this very right. There are various dimensions of ‘Right to Food’ and food adulteration is one of them. Food adulteration has now become a major threat to public health and because of adulterated food people are suffering various types of health problems. In this paper I tried to sort out the approach of the government to deal with this issue and examined the efficiencies of stake-holders. I tried to sort out challenges and prospects of this issue and suggested recommendations. Lastly I concluded emphasizing on changing of approach of government by considering inclusion of the ‘Right to Food’ in the broader term of ‘Right to life’ to make this rhetoric right into a real and enforceable right. I adopted qualitative approach and used secondary sources, i.e. newspaper, articles, seminar proceedings, websites etc. -

Indian Foreign Affairs Journal (IFAJ): Thank you, Ambassador, for agreeing to share your involvement and experiences on such an important event of world history. How do you view the entire episode, which is almost four decades old now? Arundhati Ghose (AG): It was a long time ago, and my memory of that time is a patchwork of incidents and impressions. In my recollection, it was like a wave. There was a lot of popular support in India for Sheikh Mujibur Rahman and his fight for the rights of the Bengalis of East Pakistan, fund-raising and so on. It was also a difficult period. The territory of what is now Bangladesh, was undergoing a kind of partition for the third time: the partition of Bengal in 1905, the partition of British India into India and Pakistan and now the partition of Pakistan. Though there are some writings on the last event, I feel that not enough research has been done in India on that. IFAJ: From India’s point of view, would you attribute the successful outcome of this event mainly to the military campaign or to diplomacy, or to the insights of the political leadership? AG: I would say it was all of these. -

India-Bangladesh Border Haats BRIEFING PAPER #1/2020 Unnayan Shamannay Role of Border Haat in Management of India-Bangladesh Border Joyeeta Bhattacharjee* The border haats have been transformational in the management of India and Bangladesh border. Traditionally, border management was perceived, from the prism of security, therefore, restrictions were imposed on the people in the bordering areas, thus hampering development. Given the security-centric approach to the border, India undertook a policy of restraining development in the areas adjacent to the international boundary. Unfortunately, such a policy backfired and instead of securing the border, increased vulnerabilities and the border region became a hub of illegal activities. The haats were established to bolster development in the border region by generating livelihood opportunities and controlling cross-border illegal activities. This Briefing Paper studies the role and impact of the border haats in the management of the India- Bangladesh border. APRIL 2018 SCHEHEREZADE FARAMARZI ome fifteen million of Iran’s eighty million people are Sunni Muslims, the country’s largest religious minority. Politically and economically disadvantaged, these Sunnis receive relatively lit- tle attention compared with other minorities and are concen- Strated in border areas from Baluchistan in the southeast, to Kurdistan in the northwest, to the Persian Gulf in the south. The flare up of tensions between regional rivals Saudi Arabia and Iran over Lebanon, Syria, Iraq, and Yemen would seem to encourage interest in the state of Iranian Sunnis, if only because the Saudis present them- selves as defenders of the world’s Sunnis, and Iran the self-appointed champion of the Shia cause. So how do Iran’s Sunnis fare in a state where Shia theology governs al- most every aspect of life? How have they been affected by this regional rivalry? Are they stuck between jihadist and other extreme regional Sunni movements on the one hand, and the Shia regime’s aggres- sive policies on the other? Is there a danger that these policies could push some disgruntled Iranian Sunnis toward militancy and terrorism? A tour of Turkmen Sahra in the northeast of Iran near the Caspian Sea, and in Hormozgan on the Persian Gulf in 2015 and 2016 revealed some of the answers. The founder of Pakistan Quaid e Azam Muhmmad Ali Jinnah gifted liberty to the minorities in Pakistan and constitution of Pakistan safeguards the fundamental rights of Non-Muslims. Non-Muslim Minorities in Pakistan (Sikhs, Hindus and Christians etc.) have awarded freedom to go their religious places for practicing their religious obligations. Government of Pakistan has established Evacuee Trust Property Board under Act No. XIII of 1975 (which was promulgated on 1st July 1974) for management, control and disposal of the Evacuee Trust properties all over Pakistan. Defying Marginalization: Emergence of Women’s Organizations and the Resistance Movement in Pakistan: A Historical Overview By Rahat Imran1 and Imran Munir2 Abstract In the wake of Pakistani dictator General-Zia-ul-Haq’s Islamization process (1977-1988), the country experienced an unprecedented tilt towards religious fundamentalism. This initiated judicial transformations that brought in rigid Islamic Sharia laws that impacted women’s freedoms and participation in the public sphere, and gender-specific curbs and policies on the pretext of implementing a religious identity. This suffocating environment that eroded women’s rights in particular through a recourse to politicization of religion also saw the emergence of equally strong resistance, particularly by women who, for the first time in Pakistan’s history, grouped and mobilized an organized activist women’s movement to challenge Zia’s oppressive laws and authoritarian regime.
