Update from OCD Region IV re flooding in Quezon and Oriental Mindoro Provinces and OCD Region V re landslide and flooding in Camarines Norte

BACKGROUND:

Region IV • The continuous heavy rains induced by northeast monsoon rains affected eleven (11) municipalities in Region IV: five (5) in Quezon Province, namely Candelaria, , , Pagbilao, Perez and six (6) in Oriental Mindoro, namely, , Baco, Victoria, Pola, , Socorro and City

• As a result of this weather disturbance, the Iyam and Dumacaa Rivers in City, Quezon overflowed, Protective Dike at Brgy. Del Pilar, Naujan, Oriental Mindoro was breached and damaged, and Bucayao River in Calapan, Oriental Mindoro overflowed

Region V • Two (2) landslides occurred one (1) in (Purok 1-B) Sitio Talagpucao, Brgy. Catioan, , Camarines Norte on or about 1:30 PM December 6, 2005, and another one along San Andres-Virac National Road in Province.

• Flooding occurred in three (3) barangays of Capalonga, Camarines Norte, namely, , Mataque and Catioan. As a result, one (1) house was totally destroyed and two (2) were partially damaged.

DISCUSSION:

1. Affected Areas and Population A total of 10,681 families or 47,256 persons were affected in 169 barangays of ten (10) municipalities and two (2) cities in three ( 3) provinces of Regions IV and V. Out of the total number, 738 families or 3,459 persons were displaced / housed at 25 evacuation centers established in the area,. (Tab A)

Status of Evacuees as of 2:00 PM today, 7 December 2005 450 families or 2,123 persons

Region IV

Quezon Province • A total of 3,026 families or 15,359 persons were affected in 23 barangays of 4 municipalities and one (1) city, out of which 211 families or 1,002 persons are currently staying in various designated evacuation centers

Oriental Mindoro • A total of 7,575 families or 31,546 persons were affected in 143 barangays of five (5) municipalities and one (1) city

Region V

Camarines Norte • Three (3) barangays in Capalonga, namely, Brgy. Mataque, Brgy Alayac, and Brgy Catioan are flooded wherein 80 families or 351 persons were affected

2. Casualties

Quezon • Two (2) persons, identified as Prelan Calinag and Roderick Aranila, were reported dead in Pagbilao due to landslide.

3. Damages

Oriental Mindoro • Protective Dike in Brgy. Del Pilar, Naujan, Oriental Mindoro was breached.

• P28 Million worth of damage to agriculture (seeds usage, tilling stage, land preparation and seedlings stage) in the municipality of Naujan • In Naujan, 10 houses were partially damaged.

Camarines Norte - 1 house totally damaged

4. Road Conditions

Oriental Mindoro • Barangays Biga, Bucayao and adjacent areas in Calapan City are not passable to light vehicles

Camarines Norte • Capalonga Provincial Road - one-lane passable as clearing operation is being undertaken by local DPWH and residents

Catanduanes • A portion of the San Andres-Virac National Road – passable as of 4:00 PM today

• The NDCC-OCD facilitated the release of 200 sacks of rice (100 sacks each for PDCC Oriental Mindoro and CDCC Calapan City) to support emergency relief operations.

• Likewise, coordinated with the AFP for the availability of an aircraft to conduct ocular inspection and damage assessment in the affected areas in Oriental Mindoro

• Her Excellency, President Gloria Macapagal Arroyo proceeded to Calapan City this afternoon to personally assess the situation and presided the PDCC emergency meeting with concerned local government officials in Oriental Mindoro

• PGMA turned over 200 sacks of rice to PDCC Mindoro Oriental and CDCC Calapan City and issued a directive to the OCD Regional Director of Region IV to coordinate with the DSWD for additional relief assistance.

• The (PAF) dispatched two (2) choppers and three (3) rubber boats to conduct aerial survey and rescue operations in the affected areas in Oriental Mindoro.

Region IV

Assistance Extended in Oriental Mindoro DSWD - provided 100 sacks of rice, 50 boxes of sardines, 50 boxes of noodles and 5 boxes of Nido milk powder PNRC assorted relief goods DOH-HEMS – 7 boxes of assorted medicines worth P103,507.36 PDCC Oriental mindoro –provided 200 pieces blankets, 100 sacks of rice and 50 boxes of canned goods and dispatched nine (9) dump trucks

CDCC Calapan City - provided 50 sacks of rice and 50 boxes assorted relief goods and dispatched 13 dump trucks, one (1) pay loader, one (1) rubber boat, one (1) fiber glass boat and five (5) M35 trucks DPWH - -dispatched two (2) dumptruck and One 91) loader AFP - 505th Squadron, PAF - dispatched two (2) choppers and one (1) rubber boat to conduct aerial survey PCG - dispatched one (1) rubber boat MDCC Naujan - dispatched six (6) dump trucks and three (3) vans

Quezon • PDCC and MDCCs of the affected municipalities provided food assistance to affected families

• PDCC team Quezon proceeded to the Municipality of Atimonan to provide relief goods to the stranded passengers.

• An NGO operating in the Province of Quezon also assisted in the rescue and relief operations

Region V • The Southern command (SOLCOM) provided 6X6 trucks with personnel to assist in the rescue and relief operations efforts

• The Municipal Social Welfare and Development Office (MSWDO) of Capalonga, Camarines Norte provided cash assistance worth P1,000.00 to Mrs. Rosita Dalan, whose house was totally damaged

7. Requirements Needed:

• Mayor Ortega of Victoria, Oriental Mindoro is requesting the provision of medicines for children such as paracetamol, carboceistine, multi-vitamins, amoxicillin, cefalexine, and doxycloverene
