THE DEMOCRACY PRINCIPLE IN STATE CONSTITUTIONS Jessica Bulman-Pozen*& Miriam Seifter** In recent years, antidemocratic behavior has rippled across the nation. Lame- duck state legislatures have stripped popularly elected governors of their pow- ers; extreme partisan gerrymanders have warped representative institutions; state officials have nullified popularly adopted initiatives. The federal Consti- tution offers few resources to address these problems, and ballot-box solutions cannot work when antidemocratic actions undermine elections themselves. Commentators increasingly decry the rule of the many by the few. This Article argues that a vital response has been neglected. State constitu- tions embody a deep commitment to democracy. Unlike the federal Constitu- tion, they were drafted—and have been repeatedly rewritten and amended— to empower popular majorities. -

It attempts to make some observations on the degree of difference that the Canadian society could support without destroying the sentimental bond of citizenship that develops when citizens feel they belong to the same moral and political community. The assumption made in our introduction is that diversity or differentiation becomes too exaggerated when citizens no longer feel like they are similar and can reach agreement on common objectives. -

It is aimed at trying to better understand the Calgary School and Alexis de Tocqueville. This thesis tries to address a lack of literature on the Calgary School, there is a lack of literature on them and oftentimes they are dismissed out of hand by left-leaning scholars and critics. This project is not an apology for the Calgary School merely to better understand their ideas and the influences behind them. To accomplish this goal three different themes are used that correspond to the first three chapters of this thesis. -

National Fate and Empire: George Grant and Canadian Foreign Policy by Scott Staring A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Graduate Department of Political Science University of Toronto © Copyright by Scott Patrick Staring 2010 National Fate and Empire: George Grant and Canadian Foreign Policy Doctor of Philosophy, 2010 Scott Staring Department of Political Science University of Toronto Abstract This study examines the foreign policy views of the Canadian thinker, George Grant. It focuses on the years between Mackenzie King’s re-election in 1935 and the Liberal party’s return to power under Lester Pearson in 1963. During this period, Grant argued, Canada was transformed from a British dependent to a satellite of the United States, a process that he believed had been accelerated by the continentalist economic and security policies of successive Liberal governments. As a young man during World War II, Grant admired the United States of F. D. Roosevelt. But as he began to contemplate the threat that a postwar Pax Americana posed to the societies of the Old World, and, ultimately, to Canada, his misgivings grew. His attempts to understand the emerging order led him to a critical study of modern liberalism, which he believed provided the chief philosophical justification for America’s expansion. Unlike Marxists who saw liberalism as simply an ideology of ii individual greed, Grant claimed that it succeeded largely by appealing to our hopes for social progress. These hopes found their loftiest expression in the belief that liberalism’s internationalization would produce the conditions for the overcoming of war within and between nations. -

DESCRIPTORS *Acculturation; College Students; *Cross Cultural Training; *Cultural Differences; Foreign Students; *Intercultural Communication; Mass Media; *Mass Media Effects; Social Values IDENTIFIERS Africans; *Cultural Adjustment ABSTRACT In discussing reprogramming as a cultural process, for better intercultural adaptation theory construction, more attention should be paid to macroscopic, motivating, and contextual factors such as the mass media institution. The learning of new cultures from individual systems (e.g., interpersonal interaction) cannot be as efficient or effective as learning from collective or institutional systems. Evidence suggests that while primary or individual systems are capable of mediating the learning of secondary institutional culture, they cannot be as effective, efficient, or comfortable sources of cross-cultUral learning as are secondary institutions such as the mass media. As communication resources, the mass media are an institutionalized information, leadership, education, and entertainment service. Accordingly, certain expectations could be drawn, using African students as examples: (1) that the amount of television viewing among African students would be signiiicantly and positively related to cultural adaptation; (2) that Africans students would have a distinctive, if not unique, pattern of television program choice related to cultural value preference; and (3) that African students' amount and type of television viewing would differ from other foreign students. -

This year’s journal aims to capture a year unlike any other, through the rich and varied disciplines encompassed within American Studies: literature, cinema, geography, political science, history, and beyond. So quickly did our quotidian life become a luxury. What riches were our former meetings — exchanges in classrooms, conversations in coffee shops and spontaneous encounters. We live in perpetual grief for a way of life that has been so sharply uprooted, while yet navigating the trials and tribulations of school, home, work, friendships and relationships, all through the bright, glowing, torturous screens of our devices. And yet we pay heed to this: it is no small matter that it is these very networks which opened the world to those for whom the previous quotidian was at best, a hindrance, and at worst, entirely inaccessible. For some, an uprooting made way for accessible connection. What does it mean to be uprooted? At first, ‘uprooting’ seems innocent, evocative of the garden, and the ancient habits of humanity. But it's worth asking, before you have uprooted anything: what lies beneath those vines? Once the dig is underway, you may know more, but only incrementally. -

Manore One of the most important ideologies prevalent within government circles during the late nineteenth century and into the twentieth was liberalism, a complex idea that manifested itself in various western countries in a variety of ways. In Canada, because of its dominance during the time the Numbered Treaties were negoti- ated, liberalism influenced not only non-Native government officials’ understand- ing of the treaties themselves, but also how they were to be implemented. Space does not allow for a full discussion of liberalism, but an examination of some of its principal characteristics will demonstrate the presence of this ideology within the texts of the Numbered Treaties, and an examination of their implementation by non-Native agents will demonstrate how the liberal order framework that developed from the ideology came to pervade non-Native interpretations of the treaties. It must be pointed out, however, that there were other ideologies and views at work that limited liberalism’s power; thus the liberal order framework in Canada had to be adaptive and at times even ambiguous in its application. -
