Both Edges of the Margin: Blacks and Asians in Mississippi Masala, Barriers to Coalition Building Taunya Lovell Bankst Asians often take the middle position between White privilege and Black subordination and therefore participate in what Professor Banks calls "simultaneous racism," where one racially subordinatedgroup subordi- nates another. She observes that the experience of Asian Indian immi- grants in Mira Nair's film parallels a much earlier Chinese immigrant experience in Mississippi, indicatinga pattern of how the dominantpower uses law to enforce insularityamong and thereby control different groups in a pluralistic society. However, Banks argues that the mere existence of such legal constraintsdoes not excuse the behavior of White appeasement or group insularityamong both Asians and Blacks. Instead,she makes an appealfor engaging in the difficult task of coalition-buildingon political, economic, socialand personallevels among minority groups. THE DEMOCRACY PRINCIPLE IN STATE CONSTITUTIONS Jessica Bulman-Pozen*& Miriam Seifter** In recent years, antidemocratic behavior has rippled across the nation. Lame- duck state legislatures have stripped popularly elected governors of their pow- ers; extreme partisan gerrymanders have warped representative institutions; state officials have nullified popularly adopted initiatives. The federal Consti- tution offers few resources to address these problems, and ballot-box solutions cannot work when antidemocratic actions undermine elections themselves. Commentators increasingly decry the rule of the many by the few. This Article argues that a vital response has been neglected. State constitu- tions embody a deep commitment to democracy. Unlike the federal Constitu- tion, they were drafted—and have been repeatedly rewritten and amended— to empower popular majorities. -

Building on its economic successes, it is becoming increasingly central in world politics. O China is also now more ambitious, aiming to establish itself as a regional as well as a global power. In his October 2017 report to the Chinese Communist Party’s 19th Congress, President Xi Jinping stated that by 2050, China will have “become a global leader in terms of composite national strength and international influence.”1 Despite a growing internal debate about the country’s international positioning in the context of taking a confrontational tone with the United States, Xi believes he has the power to realize these ambitions. Jacob Mardell ASIA POLICY BRIEF China's Economic Footprint in the Western Balkans Geopolitics has returned to vogue, and the EU does not enjoy a monopoly on inuence in the Western Balkans. China is the latest player on the scene, and although its economic footprint is still relatively small, Beijing’s growing presence is a new reality that Brussels needs to contend with. China’s “no-strings attached” nancing of infrastructure potentially undermines the EU’s reform-orientated approach. Although China maintained active diplomatic relations with Yugoslavia during the 1980s and 1990s and vocally opposed the NATO bombing of Serbia and Montenegro in the late 1990s, economic outreach in the countries of former Yugoslavia only truly began (with Serbia) in the second decade of the 21st Century. Beijing’s relationship with Albania – not part of former Yugoslavia – was very close until the Sino-Albanian split of the 1970s, but this historical curiosity has little bearing on contemporary Sino-Albanian relations. -

The learning of new cultures from individual systems (e.g., interpersonal interaction) cannot be as efficient or effective as learning from collective or institutional systems. Evidence suggests that while primary or individual systems are capable of mediating the learning of secondary institutional culture, they cannot be as effective, efficient, or comfortable sources of cross-cultUral learning as are secondary institutions such as the mass media. As communication resources, the mass media are an institutionalized information, leadership, education, and entertainment service. Accordingly, certain expectations could be drawn, using African students as examples: (1) that the amount of television viewing among African students would be signiiicantly and positively related to cultural adaptation; (2) that Africans students would have a distinctive, if not unique, pattern of television program choice related to cultural value preference; and (3) that African students' amount and type of television viewing would differ from other foreign students.
