The gist of the proposition is as follows: Shall a Constitutional amendment, amending Article X, Section 8, Oklahoma Constitution, providing that real property and tangible personal property taxed ad valorem shall be assessed for taxation at not more than thirty-five percent of fair cash value estimated at price it would bring at fair voluntary sale; and providing any officer or other person authorized to assess values or subjects for taxation,
