LAW OF GEORGIA TAX CODE OF GEORGIA SECTION I GENERAL PROVISIONS Chapter I - Georgian Tax System Article 1 - Scope of regulation In accordance with the Constitution of Georgia, this Code sets forth the general principles of formation and operation of the tax system of Georgia, governs the legal relations involved in the movement of passengers, goods and vehicles across the customs border of Georgia, determines the legal status of persons, tax payers and competent authorities involved in legal relations, determines the types of tax offences, the liability for violating the tax legislation of Georgia, the terms and conditions for appealing wrongful acts of competent authorities and of their officials, lays down procedures for settling tax disputes, and governs the legal relations connected with the fulfilment of tax liabilities. The tax legislation of Georgia comprises the Constitution of Georgia, international treaties and agreements, this Code and subordinate normative acts adopted in compliance with them. 2. The tax legislation of Georgia in effect at the moment when tax liability arises shall be used for taxation. 3. The Government of Georgia or the Minister for Finance of Georgia shall adopt/issue subordinate normative acts for enforcing this Code. 4. (Deleted - No 1886, 26.12.2013) 5. To enforce the tax legislation of Georgia, the head of the Legal Entity under Public Law (LEPL) within the Ministry for Finance of Georgia - the Revenue Service (‘the Revenue Service’) shall issue orders, internal instructions and guidelines on application of the tax legislation of Georgia by tax authorities. -

He is a Professor at the Faculty of Social Sciences at the International Black Sea University and visited Professor at the European University and Caucasus International University in Tbilisi, Georgia. He is the Director of the Center of International Studies at the International Black Sea University, and also President of the George C. Marshall Alumni Union, Georgia – International and Security Research Center. A Historical Geography of Jewish Setllement in Georgia
Georgian Geographical journal 2021, Vol.1 (1) 1-17 A HISTORICAL GEOGRAPHY OF JEWISH SETLLEMENT IN GEORGIA (THE CAUCASUS) Revaz Gachechiladze1 Abstract The presence of the Jewish population in Georgia and its peaceful coexistence with the local people has more than two millennia history. More or less systemic sources about the spatial aspects of their presence in Georgia exist only from the second half of the 19th century. The paper discusses the historical geography of the Jewish population in the 19th-20th century with the emphasis on their settlement pattern in the 1920s using for that purpose a detailed Population Census carried out in 1926. Introduction If someone will search the internet about "Jewish settlement" the first things that will appear on the screen will be "Jewish settlement in Palestine" or "Jewish settlements in the West Bank". But this paper’s aim is more mundane – to describe the geographical pattern of Jewish settlement in Georgia (the Caucasus) where the Jews used to live peacefully for centuries along with their neighbours of ethnic Georgian or other origins. Although being a small share of the entire population of Georgia the Jews were significant in this country's history and geography. There were several small towns and rural communities in Georgia where the Jews constituted a significant part of the population before their majority left for Israel or, to much less extent, for the USA and the EU states in the last decades of the 20th century. Although some authors touch upon the issue of the distribution of Jewish population on the territory of historical Georgia (Mamistvalishvili, 1995; Khananashvili, 2002-3; Baazova, 2007; Lerner, 2008), the issue has not been studied from a geographical point of view. -
Abkhazia – Historical Timeline
ABKHAZIA – HISTORICAL TIMELINE All sources used are specifically NOT Georgian so there is no bias (even though there is an abundance of Georgian sources from V century onwards) Period 2000BC – 100BC Today’s territory of Abkhazia is part of Western Georgian kingdom of Colchis, with capital Aee (Kutaisi - Kuta-Aee (Stone-Aee)). Territory populated by Georgian Chans (Laz-Mengrelians) and Svans. According to all historians of the time like Strabo (map on the left by F. Lasserre, French Strabo expert), Herodotus, and Pseudo-Skilak - Colchis of this period is populated solely by the Colkhs (Georgians). The same Georgian culture existed throughout Colchis. This is seen through archaeological findings in Abkhazia that are exactly the same as in the rest of western Georgia, with its capital in central Georgian city of Kutaisi. The fact that the centre of Colchian culture was Kutaisi is also seen in the Legend of Jason and the Argonauts (Golden Fleece). They travel through town and river of Phasis (modern day Poti / Rioni, in Mengrelia), to the city of Aee (Kutaisi – in Imereti), where the king of Colchis reigns, to obtain the Golden Fleece (method of obtaining gold by Georgian Svans where fleece is placed in a stream and gold gets caught in it). Strabo in his works Geography XI, II, 19 clearly shows that Georgian Svan tribes ruled the area of modern day Abkhazia – “… in Dioscurias (Sukhumi)…are the Soanes, who are superior in power, - indeed, one might almost say that they are foremost in courage and power. At any rate, they are masters of the peoples around them, and hold possession of the heights of the Caucasus above Dioscurias (Sukhumi). -

JILEP is designed to support and strengthen the judiciary as an independent yet equal branch of government, and to improve Georgia’s commercial law system. This four year program will work to improve the process by which judges are appointed, trained and disciplined to increase their independence and professionalism. JILEP will also further strengthen the state free legal aid system and the legal NGO community, and increase public understanding of the role of the judiciary. -

Ministry of Justice of Georgia With regard to question 2 (ii): Georgia due to its ethnically, confessionally and culturally diverse population pays special attention to combating such destructing and hideous phenomenon as xenophobia. There is a number of safeguarding provision, varying from constitutional to administrative, into the Georgian legal field aimed at prevention and eradication of xenophobia, discrimination and intolerance. The brief review of the relevant legislative provisions follows. Constitutional framework Article 14 of the Georgian Constitution guarantees the equality of all citizens, according which everyone is free by birth and is equal before law regardless of race, color, language, sex, religion, political and other opinions, national, ethnic and social belonging, origin, property and title, place of residence. According to the Georgian Constitution, Article 38, citizens of Georgia shall be equal in social, economic, cultural and political life irrespective of their national, ethnic, religious or linguistic belonging. In accordance with universally recognized principles and rules of international law, they shall have the right to develop freely, without any discrimination and interference, their culture, to use their native language in private and in public. Criminal law framework Article 142 of the Criminal Code of Georgia (CCG) criminalizes any violation of equality “based on language, sex, age, citizenship, origin, place of birth or residence, financial or official position, religion or faith, social or professional affiliation, family status, health, sexual orientation, gender identity and expression, political or other views”. The violation of equality must lead to substantial violation of human rights to reach the threshold of criminal offence. The penalty provided may reach up to three years of imprisonment depending on circumstances of each individual case. -
