People’s Republic of China 51 Foreword yanmar is at a historic milestone in its transition into a market economy and democracy. After decades of isolation and stagnation, the country has, since 2011, been undergoing a fundamental Mpolitical, economic, and social transformation at unprecedented speed and scope. Achieving the country’s high growth potential will require continued reforms and structural transformation, especially in advancing major investments in infrastructure, developing relevant capacities and skills, and enhancing the business environment. This will enable Myanmar to reach the ranks of upper middle income economies by 2030. Due to massive underinvestment and neglect in recent history, Myanmar’s infrastructure lags behind its Association of Southeast Asian Nations neighbors, and hinders access to markets and social services. High transport costs and associated limited access to markets and services are among the main causes of poverty and regional inequality.

    Ethnic Armed Actors and Justice Provision in Myanmar Brian McCartan and Kim Jolliffe October 2016 Preface As a result of decades of ongoing civil war, large areas of Myanmar remain outside government rule, or are subject to mixed control and governance by the government and an array of ethnic armed actors (EAAs). These included ethnic armed organizations, with ceasefires or in conflict with the state, as well as state-backed ethnic paramilitary organizations, such as the Border Guard Forces and People’s Militia Forces. Despite this complexity, order has been created in these areas, in large part through customary justice mechanisms at the community level, and as a result of justice systems administered by EAAs. Though the rule of law and the workings of Myanmar’s justice system are receiving increasing attention, the role and structure of EAA justice systems and village justice remain little known and therefore, poorly understood. As such, The Asia Foundation is pleased to present this research on justice provision and ethnic armed actors in Myanmar, as part of the Foundation’s Social Services in Contested Areas in Myanmar series. The study details how the village, and village-based mechanisms, are the foundation of stability and order for civilians in most of these areas. These systems have then been built through EAA justice systems, which maintain a hierarchy of courts above the village level. Understanding the continuity and stability of these village systems, and the heterogeneity of the EAA justice systems which work alongside them, is essential for understanding civilians’ experiences of justice and security across Myanmar, as well as the opportunities for positive change that exist in Myanmar’s ongoing peace process and governance reforms.

    Unofficial Translation The Republic of the Union of Myanmar Union Government Notification Order no. 76 /2018 2nd Waning of first Waso, Myanmar Era 1380 29th June 2018 Cooperation in the implementation of Myanmar Extractive Industry Transparency Initiative-MEITI process by the respective Union Ministries, Union Level Organizations and State or Regional Government Organizations sustainably 1) To cooperate the implementation of MEITI by the respective Union Ministries, Union Level Organizations and State and Regional Government Organizations, the Union Government issued this notification. 2) Union Government formed Myanmar Extractive Industry Transparency Initiative-MEITI Leading Committee by the notification number 115/2016 dated 19th December 2016. 3) In order to support the MEITI Leading Committee, MEITI process and activities is being implemented by the formation of MEITI working committee, MEITI Multi-Stakeholder Group (MSG) and MEITI-National Coordination Secretariat (MEITI-NCS). 4) Myanmar is to be a compliant country in EITI, the first MEITI report was published on January, 2016 and the second and third MEITI reports were produced on March 2018. MEITI forestry sector report covering 2014-2015 and 2015-2016 fiscal years are also being developed and will be produced at the end of June 2018. 5) In order to support reform process for extractive resource management attaining sustainable development, were being undertaken to form Sub-National Coordination Unit- SNU in State and Regions with the Notification letter number of 27(15/1573)/7/President Office dated on 27th September 2017 of Economic Department of President Office in Rakhine state, Shan state, Sagaing, Taninthary, Magwe and Mandalay regions. Consequently, SNUs were being formed in Taninthary and Mandalay Regions and consequently formations of SNUs in other state and regions shall be proceed.
