Post Entries: Post entries may not appear in the show Program. For the PCASHC: Entries postmarked after June 3rd will be accepted with a post entry fee of $10.00 per class. Post entries may not appear in the show Program. For the Region III and off-site Pacific Slope Arabian Sport Horse Championships: Absolutely no new horses or new class entries for horses already entered will be accepted for entry to the Region III or off-site Pacific Slope Championship after noon on Friday, July 2, 2016. Post entries will be accepted for horses that have qualified prior to the entry closing date of June 1st with a penalty of double the entry fees. Post Entries will be accepted for horses newly-qualified after the June 1st entry closing date until noon on Friday, July 2nd at the regular entry fee with no post entry penalty.

For exhibitors competing in classes on Friday, July 2nd to qualify for the Region III and off-site Pacific Slope Arabian Sport Horse Championships: Please submit your entry form by the noon deadline. If you do not qualify, the Show Office will return your entry and payment without penalty.

Registration Papers Required: A copy of the front of the current registration papers (and the back for old style registration papers) showing proof of ownership MUST be submitted with the entry form at the time of making an entry. The copies will be returned in your show packet. Arabian horses must have been issued a certificate of registration from the Arabian Horse Registry of America, Inc. and/or the Canadian Arabian Horse Registry (CAHR). Half Arabian/Anglo Arabian horses must have been issued a certificate of registration from the AHA’s Half-Arabian (HA) or Anglo-Arabian (AA) Registry, or have been issued an AHA CPAR (Canadian Partbred Arabian Registry) Permit.

Stallions: Ladies and junior exhibitors in any class in this show may show stallions.

Half Arabian and Anglo Arabian Stallions: Half Arabian and Anglo Arabian stallions registered with AHA, or which have been issued an AHA CPAR permit, are permitted to compete in the AHA performance classes for Half-Arabian and Anglo-Arabian horses. Half Arabian and Anglo Arabian Colts/Stallions may show in Dressage, Sport Horse In Hand, and Under Saddle classes.

Age of Horses: For horse show purposes, any horse shall be considered to be 1 year old on the first day of January following the actual date of foaling. A Junior horse is age 5 years old and under.

AHA, USEF and SVE Liability Release Forms: Every Owner, Exhibitor, Trainer, and Rider/Driver/Handler or his/her agent(s) must sign the liability releases on the back of (or attached to) the entry form. In the case of a Rider/Driver/ Handler under age 18, his/her parent or guardian must sign the release on minor's behalf. Juniors are not eligible to sign as trainer.

Resolution 9-90 Fee: Exhibitors must pay $4 per for horse entered in the PCASHC show. Every horse competing in the Region III Arabian Sport Horse Championship Show MUST pay $15.00 per horse. These mandatory fees will fund the educational programs for AHA judges & stewards.

USEF Drug Fee: For every horse participating in any competition recognized by the Federation (USEF), a $16 Federation fee will be collected; $8 shall be an Equine Drugs & Medication fee to provide for research, inspection, and enforcement of the rules regarding use of medications and drugs; (see Article GR407.1, 2. & 3), and an $8 USEF competition fee. Horses at a recognized competition are subject to examination that may include physical, urine, blood tests, or any other test or procedure at the discretion of the official drug-testing agent. No horse can be shown at an USEF recognized competition if it has been administered in any manner any forbidden substance, except as provided in USEF Article GR410-412. The exhibitor is to file a Medication Report Form with the Show Steward or Designated Show Office Representative within one hour after administration or one hour after the Steward or Designated Show Office Representative returns to duty if administration is at a time other than during competition hours.

California Department of Food & Agriculture (CDFA) Drug Fee: A separate CDFA drug testing fee of $5.00 per horse, as required by California state law, must be paid per horse. This fee is included in the drug fee on the entry form, in addition to the USEF drug fee.

California Dressage Society (CDS) Competition Grant Fee: A mandatory fee of $3.00 per dressage horse entered (not including western dressage) must be paid to CDS for the CDS Competition Grant Travel Fund.

Refunds: Horses may be scratched from the show at the owner’s option. Requests for refund of entry fees will be considered for any horse suffering from illness or injury upon the presentation of a veterinarian’s certificate accompanied with a letter explaining the circumstances to the Show Secretary, PRIOR to the start of said show. For approved refund requests, ONLY class fees will be refunded with 25% of class fees retained for processing. No refunds will be made for USEF, AHA, CDFA or office fees. No refunds will be made for stall or tack room fees requested after the closing date of June 1st. All approved refunds will be mailed in approximately two weeks after the show ends.

Class Conflicts: Exhibitors are cautioned against entering the same horse in successive classes and arenas. Show management will attempt to work with exhibitors as much as possible, however due to full schedules, gates will NOT be held for riders with conflicting schedules in two arenas. No refunds will be approved for classes missed due to arena or class conflicts.

Horse Show Office Hours: Wednesday, June 29: 12:00 noon – 5:30 p.m. Thursday, June 30th through Sunday, July 3, the office will be open daily at 7:00 am and remain open until last class of the day.

Class Schedule: All classes are tentative & may not be scheduled in class number or arena order. It is the rider’s responsibility to verify ride times & arena assignments on the day of the class to ensure the tentative ride times & arenas have not changed. Failure to enter the ring by assigned ride times will incur elimination. Dressage Manager (Annette Wells) will assign ride times, arena & judges (see below in dressage section).

Location of Classes: Show Management reserves the right to hold classes, or portions of classes, in different arenas and locations if necessary, or to change and modify the schedule of events to accommodate show entries.

Admission to Arena: No person will be permitted to enter the ring, except participants in the class, judges and their assistants, and show officials. Attendants and grooms may enter the ring only when summoned by order of the judge, and must be neatly attired.

Identification Numbers: Every horse entered in the show will be assigned an identification number. It is important for the proper handling of the show that the riders and handlers wear the correct number in all classes.

Gate Rule: In classes where horses compete collectively, the in-gate will be closed two minutes after the first horse enters the ring. It is the exhibitor’s responsibility to ensure his/her horse is ready at the gate on time to enter the class. CLASS CALLS MUST BE CONSIDERED A COURTESY ONLY. No protests will be upheld on the basis of a public address system malfunction.

Scratching or Cancelling Classes: As a courtesy to Exhibitors and Management, please notify the Gate person and show office when it is necessary to scratch or cancel a class. Your consideration will be greatly appreciated and will enable the Show to run more efficiently. GROUNDS INFORMATION:

Stalls: Stall Fees are a “one time” fee for all 3 shows (PCASC, off-site Pacific Slope & Region III), Wednesday, June 29th at noon through Sunday, July 3rd. There will be an additional daily fee per stall for any exceptions to the dates and times listed. Stall assignments will be made on a first come, first served basis, with Patrons and Sponsors having first priority. If you want to be stabled together with other competitors, please send your entries together in one envelope, and make a note on your entry forms. If you have any special requests or considerations, please submit them with your entry for consideration. Horses must be placed in the assigned stalls. No changes will be permitted without express consent of the Barn Manager. Management will try to stable late entries as close as possible to other entries, but no guarantees can be made. Show Management’s decision is final. If you plan to arrive before Wednesday, please notify Show Manager, Rita Mason, ahead of time to coordinate your arrival. Please do NOT arrive prior to noon on Wednesday without prior coordination. THERE ARE LIMITED STALLS AVAILABLE FOR EARLY MOVE IN, THEREFORE, EARLY ARRIVAL MUST BE COORDINATED IN ADVANCE.

Dumpsters will be spotted at convenient locations to ALL barns. Please deposit refuse directly into the dumpsters only. Exhibitors are asked to clean stalls daily, to sweep the aisle ways, and to minimize hosing. Your help will be greatly appreciated.

Shavings: All stalls come with one bag of shavings, except for those ordered/designated as tack rooms. If you need additional shavings, they will be available for purchase at $9 per bag (see stall order form). You may purchase shavings during the show, but we highly recommend that you use the pre-order form in this Prize List to order shavings ahead of time. If you plan to arrive Wednesday or before, please order shavings in advance, as there may not be staff on premises to assist you. No phone orders will be accepted and Management is not responsible for missing bags.

Hay & Grain: Hay and grain will be available through Starr Vaughn Equestrian, Inc. (SVE). Please use the Stall order form included in this Prize List. During the show, exhibitors must place orders directly through the show office from 8am – 4pm.

Showing from Trailers: Exhibitors may show from their trailers. There will be a Trailer-In Fee of $20 per Horse per Day for the show. Every horse entered in this show must pay either a stall fee or trailer-in fee. If showing from a trailer, it must be parked in a designated trailer parking area only.

Dogs: Dogs are permitted on a leash only (or otherwise contained) on the competition grounds and must not be allowed to run loose. Dog owners are required to clean up after their dog. Dog owners are solely responsible for any damages, claims, losses or actions resulting from their dogs’ behaviors. Dog owners failing to comply with this rule may be subject to penalty. (USEF Rulebook GR1301.6). Riders must not lead dogs while mounted. Owners of dogs left unattended in the barn area, RV parking area, parking lot, etc., that bark and/or disturb other exhibitors or guests will be requested to remove their dog from the Show grounds. This rule will be strictly enforced.

Recreational Vehicle (RV) Reservations: Please use the RV reservation form in this Prize List to reserve a spot. Reservations will be assigned on a first come, first served basis. Please note that RV space is limited and MUST be ordered in advance.

Vendors: Commercial Exhibitor Vendors are welcome! Vendor fee is $25 per day and vendor spaces are available near the Indoor Arena. Reservations must be made by Wednesday, June 29th. Move-in date is Wednesday, June 29th and move-out date is Sunday, July 3rd, at close of show. Any exceptions must be made with the Commercial Exhibitor Manager. Veterinarian: A veterinarian will be on-call during the shows (PCASHC & off-site Pacific Slope Arabian Sport Horse Championship, Region III Arabian Sport Horse Championship), Thursday June 30th through Sunday July 3rd. Show Management reserves the right to refuse entry onto the show grounds to any horse exposed to, or which may be harboring, a communicable disease. No veterinarian other than the official show veterinarian will be permitted to treat, medicate, or attend to a horse on the grounds. Anyone wishing to use another veterinarian other than the official Show Veterinarian on the show grounds must obtain permission from Show Management.

Farrier: A farrier will be on-call throughout the show.

CLASS INFORMATION: Sport Horse in Hand: Horses will be judged on the triangle in an open stance. Refer to USEF Chapter AR- 12, SUBCHAPTER AR-16 SPORT HORSE SECTION, AR175 Sport Horse In-hand Classes for further details. Classes will be run with a “semi-open” card, with order-of-go assigned at the gate according to the gate manager’s preference, generally in order of check-in at the gate. Approximate show times will be assigned to each horse showing Sport Horse In-Hand. Decimals may be used in scoring. The AHA Individual Sport Horse Score Sheet shall be used. Tied scores shall be broken first by referring to the totals of the movement scores. If still tied, the tie may be broken at the judge’s discretion, by the use of decimals, or the horses may be examined again (movement only). USEF Rule AR158.2.b states that Sport Horse In-Hand Champions and Reserve Champions must be at least two years of age. PCASHC Champion and Reserve will be awarded based upon score sheets from the qualifying classes, and horses will not show again to compete for Champion. Supreme Champion for Region III will be selected based upon the Champion score sheets from their qualifying classes, and horses will not be shown again.

Get of Sire & Produce of Dam Classes: Refer to USEF Chapter AR-12, SUBCHAPTER AR-16 SPORT HORSE SECTION, AR181 Sport Horse Class Specifications (#2 GROUP CLASSES) for further details. Horses will be judged at the walk and trot, but not necessarily on the triangle. Each horse shall stand for conformation judging before and/or after completion of the group’s movement. Sires & Dams will not be shown in the class and do not need to be present on the show grounds. Emphasis shall be placed upon reproductive likeness, uniformity, quality of breed characteristics, conformation & similarity. See USEF Rulebook AR119 and AR181 (group classes). The AHA Score Sheet is divided as follows: • Movement – 40% (20% for walk and 20% for trot). • Conformation – 40% • Quality and Uniformity of Quality (Reproductive likeness) – 10%. • Overall Quality, Balance, Harmony (Apparent ability of sire or dam to produce or beget Sport Horse performance or breeding stock) – 10%.

Note: The breed of the sire or dam apply to the correct class for entry (versus the breed of the shown offspring). Minimum of two (2) purebred Arabian, Half-Arabian and/or Anglo-Arabian (A/HA/AA) offspring of the purebred Arabian parent may enter class 415 and/or 416. Minimum of two (2) HA/AA offspring may enter class 433 and/or 434.

Non- Sanctioned classes: Classes are offered by the PCASHC show which are not sanctioned or governed by AHA. Western Dressage Association of America (WDAA) open breed classes; United States Dressage Federation (USDF) & California Dressage Society (CDS) for Shagya breed dressage, SHIH, SHUS and show hack classes; and open breed hunter and jumper classes. All of these classes will be governed by the rules of USEF. In addition, USDF, CDS, or WDAA rules will apply as appropriate.

Western Dressage Tests and Information: Class numbers 901.1 – 904.4 in the PCASHC show are Non- qualifying classes for AHA. These classes are sanctioned by USEF but do not qualify for HOTY awards. These are Open Breed Opportunity classes and are qualifying classes eligible for California Western Dressage High point year-end awards. Dressage Classes: Competitors in Regional Dressage Championship Classes (Region III) will show only ONE ride at the highest test of the USEF/FEI level. The Top Five will be selected using scores, with ties broken in accordance with USEF and USDF rules. The horse with the highest score shall be named Champion and the horse with the second highest score shall be named Reserve Champion. The remaining Top Five shall be named in a random, undesignated order. In case of a tie, the judge shall determine the winner. A caller, if supplied by the competitor, may be used for Introductory Level through Fourth Level in an AHA Regional Dressage Championship class. are prohibited in Region III Championship dressage classes. One no longer than 47.2 inches (120 cm), including lash, may be carried in all classes where whips are allowed. No horse may compete in more than two consecutive levels, with the exception of the USDF Introductory Level – 10 & Under class. Dressage Equipment, Dress & Helmet Requirements: Only saddlery and equipment listed in USEF Article DR21 will be allowed when warming up or schooling for Dressage. Dressage competitors must wear their entry number at all times on the show grounds when warming up or schooling for dressage. The dress code for all Dressage tests and classes through Fourth Level (see .5 below) is a short riding coat of conservative color, with tie, choker or stock tie, white or light-colored or , boots or jodhpur boots, and protective headgear as defined in DR120.5 and in compliance with GR801. Gloves of conservative color are recommended. Exception: Riders through First Level may wear half-chaps, gaiters or leggings in solid black or brown, without fringe, matching the color of their boots, and made of smooth leather or leather-like material. For all tests above Fourth Level, the dress code is: a dark tailcoat or a dark jacket with protective headgear, as defined in DR120.5 and in compliance with GR801, and white or light colored breeches, stock or tie, gloves, and black riding boots. are mandatory for FEI tests (except as noted under DR120.1). (See DR120.8)

For Dressage and Hunter/Jumper classes, protective headgear MUST be worn by anyone mounted on a horse at any time on the competition grounds, including non-competing riders, riders on non-competing horses, and those competing in all classes and tests, including Para-Equestrian tests, as defined by this rule and otherwise in compliance with GR801. Any rider violating this rule at any time must immediately be prohibited from further riding until such headgear is properly in place. Protective headgear is defined as a riding helmet which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. The harness must be secured and properly fitted.

Ride Times: Dressage and Western Dressage ride times will be available from Dressage Manager, Annette Wells, via phone (530-409-0701), email ([email protected]) and/or website www.CNASHA.org by Wednesday, June 29th. Notification of ride times will be made by email and final ride times will be posted at the show office. It is the exhibitor’s responsibility to contact the Dressage Manager if times are not received. Failure to enter the ring by the specified time will incur elimination. It is the rider’s responsibility to verify ride times on the day of the class to ensure they have not changed, as classes may not follow the schedule in the Prize List.

Test sheets will be available at the show office after completion of scoring for each class. Exhibitors are encouraged to double-check their scores in all scored classes. If an error is discovered on a score sheet, it must be brought to the attention of the show management within one hour after the official posting of scores from the last class of that show day. Hunters & Jumpers:

Championship Classes: Hunters must show in one (1) under-saddle and at least one (1) over-fences rounds to be eligible to compete for Hunter Championships offered at PCASHC, Region III and Pacific Slope.

USEF Measurement: Per USEF Rule GR502 and GR503, entrants in the 14.2 hand and under classes are required by USEF to have a measurement card and Management is required to check for measurement cards when processing entries. Management will not provide an exhibitor number to an animal entered on the entry blank in any 14.2 hands and under classes unless a measurement card is submitted with the entry or at the show office prior to the start of the class. Management is not required to provide this service, but is offering it as a courtesy to our exhibitors. It is the exhibitor's responsibility to present the animal at the appointed time, or make other arrangements with the steward and judge. Therefore, if you need to have your horse measured, PLEASE ADVISE MANAGEMENT PRIOR TO THE SHOW. If needed, Management will arrange to have the steward and a judge available on Thursday, June 30th, between 7:30 - 8:45 am, to provide the service of measuring your horse.

Carriage Pleasure Driving: For rules pertaining to Arabian Carriage Pleasure Driving, please refer to USEF Rulebook, Arabian Division Chapter AR-14, and to Chapter CP, Carriage Pleasure Driving. Classes are open to Arabian, Half-Arabian, or Anglo-Arabian unless otherwise specified in the class title.

CHAMPIONSHIP QUALIFICATIONS:

Region III and Pacific Slope Championship Qualifications: Horses must be issued a Certificate of Registration from the Arabian Horse Association, the Canadian Arabian Horse Registry, or the Canadian Part-bred Arabian Registrar (and owned by an AHA member). Horses must be qualified in an AHA Recognized show/division that was held within the preceding calendar year and that period of the current year prior to the final deadline of entries of the show in which the Regional Championship is held.

Horses must be qualified at an AHA Recognized show/division held within the Region III area for the Regional Championship class(es) to be entered. All horses entering any Regional Amateur Owner (AO, AAO, JO and Select AO, AAO, JO) Championship class must have been qualified by an Amateur Owner. It is the responsibility of the Amateur Owner to abide by this rule. All horses entering any Regional Amateur (ATR, AATR, JTR or Select JTR) Championship class must have been qualified by an Amateur. It is the responsibility of the Amateur to abide by this rule.

Regional Championship Qualification Rules: Please see AHA Handbook Chapters 11, 12 & 13. Points and scores earned at this year’s PCASHC, Region III and Pacific Slope classes are shown in this Prize List. The Point System, as reflected on the National Class List, is implemented for all Regional classes. The number of points a horse receives is based on the number of horses shown and judged. Horses will earn one point for every horse in the class. Regional Top Five, Champion, or Reserve Champion does not qualify a horse for a Regional Championship Class. Points, scores, or placing from shows other than Regional shows will count for Regional shows. Points for qualifications will be awarded to placing first through sixth only. In addition to points, Regional Shows allow qualifications by earning one first place ribbon or one second place ribbon.

Dressage Qualifications: In addition to Article 1730, qualifying scores may be obtained at an AHA Recognized or USEF/EC/USDF recognized Open shows (the horse must be enrolled in the AHA Dressage Program, refer to AHA Handbook Chapter 14). Show must be held in the same Region as the Regional Championship class entered. Scores earned from Regional Championship classes will not count toward qualifications.

WALK TROT 10 & under - ONE score of 55% or better from the USDF Introductory Dressage Test; TRAINING LEVEL and FIRST LEVEL - TWO Scores of 58% or better from USEF/CEF judges rated in the Dressage Division; SECOND and THIRD LEVEL - TWO scores of 55% or better from USEF/CEF judges rated in the Dressage division; and FOURTH LEVEL, PRIX ST. GEORGES, INTERMEDIATE I, INTERMEDIATE II, and GRAND PRIX – One score of 50% or better from a USEF/CEF judge rated in the Dressage Division.

Open Show Qualifications: For USEF/CEF/USDF Open Shows scores to count toward AHA Regional Championship classes, the horse must be enrolled in the AHA Open Show Program. Report forms for scores must be postmarked/electronic transaction dated within 30 days of the competition.

Qualification Verification Form: Qualification information (show, date, class title, placing, points, and/or score) must be listed on the Qualification Verification Form for each horse and all classes entered in the Region III and Pacific Slope Arabian Sport Horse Championships. THE COMPLETED FORM MUST BE SENT TO THE SHOW SECRETARY ALONG WITH YOUR ENTRY FORM. Otherwise, an incomplete entry fee will be assessed.

ASSOCIATIONS, RULES AND REFERENCES:

Rules: This Horse Show is conducted in accordance with the rules of the United States Equestrian Federation Chapter 03 General Rules, Chapter 05-AR: Arabian, Half-Arabian & Anglo-Arabian Division, Chapter 08-DR: Dressage Division, Chapter 15-HJ: Hunter & Jumper Division, Chapter WD: Western Dressage Division and Chapter CP, Carriage Pleasure Driving. The official Rule Book of USEF and AHA Handbook will prevail for this show. This Prize List is based on rules of the current Rule Book; any changes or corrections of rules will automatically become a part of the Prize List. Each participant in this show is responsible for the knowledge of and is subject to the USEF Rules. Every class offered herein which is covered by the Rules & Specifications of the current USEF Rule Book will be conducted & judged in accordance therewith. The Show Commission shall decide questions that are not covered in the USEF Rulebook or AHA Handbook and their decision is final.

Cruelty and Abuse: USEF Articles GR302 and AHA Article 304.6 will be strictly enforced at all AHA recognized competitions.

Discipline: Exhibitors are warned that any act of discourtesy to the officials of this show on the part of the owner, lessee, trainer, groom, rider, handler, or driver will disqualify the horse from adjudication. Show Management reserves the right to remove a horse, owner, lessee, trainer, groom, rider, handler, or driver from the show without being liable for compensation or damages.

Disqualification: Any horse doctored in any way, artificially, improperly, or unfairly prepared or tampered with before entering the show ring will be disqualified. If it is ascertained that any exhibitor has made, or caused to be made, any false statement in regard to any animal or article exhibited, or if any exhibitor shall attempt to interfere with the judges in the performance of their duties, he or she shall be excluded from competing or exhibiting. In case any animal is disqualified, the winner of the next succeeding prize in the class shall take the prize that has been awarded to such disqualified animal.

Protests: Should any questions or disputes arise, they must be protested in the manner prescribed by USEF Chapter 6. A protest must be in writing and received by the steward, member of the show committee, competition manager, or show secretary within 48 hours of the alleged violation, accompanied with a deposit of $200, if made by an USEF member or parent of a junior exhibitor member, or $300 if made by a non-member.

Judges: If for any reason a judge fails to attend this show or perform his/her duties, the Show Manager reserves the right to substitute a judge for the one who is officially designated in the Prize List. It is a violation of USEF Rules to commit any act or make remarks during the show that are considered offensive and/or made with the intent to influence or cast aspersions on the judging. No one shall approach a judge with regards to a decision, or at any time, unless he first obtains permission from the Show Manager or Steward, who shall arrange an appointment with the judge at a proper time and place.

Refusal of Entries: Show Management reserves the right to refuse, accept conditionally, or to cancel any entries of any exhibitor, as stated in USEF Article GR1509.

Indemnity and Non-Responsibility Clauses: All entries are accepted with the understanding that CNASHA, Region III, and Starr Vaughn Equestrian will not be held responsible for any loss, damage, or injury to any horse exhibited or any article of any kind. All horses shall be under the control and direction of the Show Manager, but solely at the risk of the exhibitor, who will be responsible for any loss, damage, or injury to any person, animal, or property occasioned by him, his agents, or employees, or by an animal owned or exhibited by him; and shall indemnify CNASHA, Region III, and Starr Vaughn Equestrian against any and all loss, damages, and liability thus occasioned, including but not limited to any and all legal costs, including attorney fees, which may be incurred as a result thereof. The submitting of an entry form to the Show Secretary shall constitute an acceptance by each person signing the same of the provisions herein set forth.

Association Memberships: Each competitor is responsible for supplying management with correct association numbers (AHA, USEF, USDF, CDS) for each horse, owner, rider, and trainer, before the competition along with their entries. Scores and points earned by competitors who fail to supply correct numbers may not be counted toward National awards. Dressage owners/exhibitors are not required to be members of USDF to show at this show. Owners and riders who are USDF members must list their membership numbers on the entry form. Amateur Non-Membership (USEF): Amateur cards are no longer available for non-members. Only active Federation members may obtain amateur certification. Every person who has reached his/her 18th birthday and competes in classes for amateurs under Federation rules must possess current amateur certification issued by the Federation. (Exception: This is not required for Opportunity classes.) (GR1307)

United States Equestrian Federation (USEF) Membership: Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Competitions at the Preliminary Level or above and Competitions at the Advanced Level, Dressage, and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. (GR901.9)

USEF Membership Requirements: Copies of every owner's , trainer's, rider's, driver's, and In-Hand handler's current USEF Membership Cards MUST be included with the horse show entry form at the time of entry. If showing in Amateur classes, the card must have Amateur Certification included. If you do not have a copy of your current USEF membership card, you will have to pay the $30 non-refundable, non-member fee. If you are NOT a member of USEF, you MUST pay the appropriate non-member fee of $30. Affidavits are no longer available. USEF Membership for an adult is $55 (with or without amateur certification). USEF Membership for a junior is $55.

Motorized Vehicles: Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

Arabian Horse Association Membership: EACH COMPETITOR (THIS INCLUDES AT LEAST ONE RECORDED OWNER AND ALL TRAINERS, DRIVERS, RIDERS, HANDLERS, COACHES AND THE PERSON(S) SIGNING THE ENTRY BLANK) IN AN ARABIAN HORSE ASSOCIATION RECOGNIZED ARABIAN DIVISION, AT THE TIME OF ENTRY INTO A COMPETITION, MUST SUBMIT A COPY OF A VALID AHA MEMBERSHIP/COMPETITION CARD, JOIN AHA OR PAY AN AHA SINGLE EVENT MEMBERSHIP FEE PER COMPETITOR. WHEN AN AGENT SIGNS FOR THE OWNER AT AN AHA RECOGNIZED COMPETITION, BOTH THE OWNER AND AGENT MUST BE MEMBERS OF AHA OR PAY THE AHA SINGLE EVENT MEMBERSHIP. SINGLE EVENT MEMBERSHIP IS NOT ACCEPTABLE AT AHA REGIONAL OR NATIONAL COMPETITIONS. EXHIBITORS IN WALK-TROT CLASSES ARE EXEMPT FROM AHA MEMBERSHIP REQUIREMENTS AT QUALIFYING COMPETITIONS, BUT MUST HAVE AN AHA MEMBERSHIP WITH COMPETITION CARD AT AHA REGIONAL AND NATIONAL COMPETITIONS. EXHIBITORS IN LEAD LINE CLASSES OR PARENTS/GUARDIANS SIGNING FOR MINORS ARE EXEMPT FROM AHA MEMBERSHIP REQUIREMENTS. (BOD 5/12) *Membership affidavits will NOT be accepted for verification of membership at AHA Regional Championship Shows. You must have a copy of your current AHA COMPETITION Membership card or you will be required to apply for a new direct AHA COMPETITION membership at the show.

USEF Amateur Certification: Every exhibitor who has reached his/her 19th birthday and competes in classes for amateurs under USEF rules must possess current amateur certification issued by the USEF. A non-member may compete as an amateur upon payment of the non-member fee ($30) and a non-member amateur certification fee ($30), or $60. USEF membership is $55 for an adult and may include the amateur certification at no additional charge. Any person who has not reached his/her 19th birthday is an amateur and will not be issued an amateur certification (See USEF Article GR809.1 and Article GR1306.b, c & e).

Junior Exhibitors: To be eligible, under AHA rules, riders must not have reached their 19th birthday as of December 1st of the current competition year. The age of an individual on December 1st will be maintained throughout the entire competition year. Persons born on December 1st assume the greater age on that date (See AHA Handbook, CH 2, Article III, Section 2, Paragraph (c). Also see USEF Rulebook Article GR127 and AR113.d).

Limit Horse/Rider: Classes are open to horses or rides which have not won six first place ribbons at Arabian Divisions/Competitions in that particular performance section in which they are shown. a. Ribbons won within a section do not count in reckoning Limit status if the horse or rider transfers to a new section (e.g. section to section). b. For determining Limit status for Sport Horse In-Hand, Sport Horse Under Saddle and Sport Horse Show Hack shall each be considered separate sections. c. Ribbons won in one-horse classes do not count in reckoning the Limit status of either horse or rider.(See USEF Rulebook Article AR110.8).

AOTS - Amateur Owned Trained and Shown: Exhibitors, attendants, and headers must meet the specifications for amateur status (refer to GR1306 and GR1307). Horses are not to have been professionally trained and/or shown by a professional for a period of one year immediately prior to competition (riding and driving instruction for the owner to be excluded). In addition, horses are not to be exhibited, prepared, groomed or schooled with the aid of or by a professional while on or off the competition grounds immediately before or during the competition. Assistance by other amateurs is permitted. Horses may be stabled with a professional during the competition, and hauled by a professional. Professional help for situations relevant to safety is permitted. Owner must sign as owner, trainer, and rider/driver/handler on the USEF/AHA entry blank.

Awards 1. USDF/Dover Saddlery Medal Recipient: The eligible rider with the highest score of 60 percent or better in the designated Second Level Test Three class or applicable test of choice USDF/Dover Saddlery Adult Amateur Medal class at a participating competition will receive a handcrafted USDF/Dover Saddlery pewter medal and neck ribbon. GR845 Equine Vaccination Rule 1. At Federation licensed competitions, horses more than 7 months of age, entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Documentation should consist of one of the following methods below. The frequency of vaccine administration should be per the vaccine manufacturers’ or veterinarian’s recommendations. It is recommended that vaccines are administered by or under the direction of a veterinarian. 2. In the case of vaccines administered by a veterinarian, the exhibitor, upon request by Competition Management, must provide documentation from the veterinarian on documenting that the horse in question received the vaccinations; name of the vaccines and date of vaccine administration. 3. In the case of vaccines administered by a person other than a licensed veterinarian, the exhibitor, upon request of Competition Management, must provide a receipt of the vaccine; and date of vaccine administration. 4. In the case of a horse that is unable to receive either of the vaccinations due to a history of adverse reactions, the exhibitor, upon request of Competition Management, must provide a letter from the veterinarian on official letterhead stating that the horse in question cannot be vaccinated due to medical concerns and a log of temperatures taken twice daily for the seven days prior to entering the competition grounds. These horses must also have their temperature taken and logged twice daily while on the competition grounds. The log of temperatures should be provided to the Competition Management, steward, or technical delegate when requested. 5. Competition Management may not amend or enhance vaccination requirements without prior approval of the Veterinary Committee.

Membership Requirements for USEF-licensed/USDF-recognized Competitions: Owners and riders, including foreign riders and for 2016 owners who are not residents of the US, wishing to participate in a USEF-licensed/USDF-recognized competition as a rider or owner/lessee, must have either a USDF Group Membership (GM), Participating Membership (PM), or have a USDF Non-Member (NM) identification number and pay the USDF Non-Member (NM) fee. (Note: USDF Business Members can own horses but cannot compete as riders with their USDF Business Membership.) Individuals cannot compete at a USEF-licensed/USDF-recognized competition with a USDF Education Membership.

Horses competing at USEF-licensed/USDF-recognized competitions must have either a USDF Horse Identification (HID) number or a USDF Lifetime Horse Registration (LHR). Proper credentials or verification certificates must be presented to the competition secretary.

Riders and owners wishing to participate in a USEF-licensed/USDF-recognized competition, and not able to present the competition secretary with verification of a USDF membership or NM identification, and USDF LHR or USDF HID, must complete a USDF Competition Affidavit Form and pay the $5 affidavit filing fee. A copy of a completed affidavit form from another competition may also be used for verification purposes for up to 60 days. (Exception: Affidavits cannot be used at Great American Insurance Group/USDF Regional Dressage Championships.) Exceptions:  Horses competing only in Individual Breed Classes (IBCs) at DSHB competitions, sires and dams of horses in DSHB group classes, where those sires or dams are not actually competing in the same competition, horses competing only in breed restricted dressage or DSHB classes at Regular Competitions (e.g. all Arabian, all Friesian, or all Morgan classes), or in USDF Introductory Level tests, pas de deux or quadrille, are exempt from this requirement. Also exempt are horses ridden in leadline, exhibitions, games and races, classes for 4-H members, walk-trot, academy and opportunity classes.  Riders and owners/lessees competing only in classes which are exempt from the USDF HID requirements are also exempt from the USDF NM identification number and NM fee requirements. Also exempt are handlers of horses competing in DSHB In-Hand or Group classes.

Memberships Defined Participating Membership (PM): A membership issued to an individual directly by USDF. The membership year is December 1 through November 30. PMs are available for 1-year ($75), 5-years ($300), or life ($1,500). A USDF Youth Participating Membership (YPM) is available for individuals who have not reached their 21st birthday by December 1 of the current membership year ($60). A PM allows the member to compete at USEF-licensed/USDF-recognized competitions and to participate as a rider and/or owner/lessee for all Adequan®/USDF Year-End Awards, Great American Insurance Group/USDF Breeders Championship Series Finals and the Great American Insurance Group/USDF Regional Dressage Championship program. Group Membership (GM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Group Member Organization (GMO). The GM year begins December 1 and ends November 30. A GM allows the member to compete at USEF-licensed/USDF-recognized competitions and participate in the USDF Rider Awards program. Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDF BM ($200) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only. Education Membership (EM): A membership issued to an individual directly by USDF. This online education only membership expires 12 months after the date joined. This membership type does NOT allow an individual to compete at a USEF-licensed/USDF-recognized competition. Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $25 per competition that must be collected by the show secretary and submitted to USDF, along with the USDF Report of Fees document and the $5 affidavit fee and Competition Affidavit Form if the person cannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If there are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF PM, GM, or BM there is no NM fee assessed. Competition management will be invoiced for all applicable USDF NM fees not received with the USDF post competition paperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF website. Horse Identification (HID) Number: A one-time tracking number for horses ($25). Scores earned by a horse with an HID number will be recorded, but will NOT be counted towards Adequan®/USDF Year-End Awards. A horse with an HID number is not eligible to compete in Great American Insurance Group/USDF Regional qualifying or championship classes or Great American Insurance Group/USDF Breeders Championship Series Finals. An HID number can be upgraded to a Lifetime Horse Registration (LHR) for a fee of $70. If a horse has a USDF LHR it does not need an HID number. An HID number is a one-time fee that does not need to be renewed. Lifetime Horse Registration (LHR): A horse with an LHR ($95) is eligible for Adequan®/USDF Year-End Awards, and eligible to compete at Great American Insurance Group/USDF Breeders Championship Series Finals and Great American Insurance Group/USDF Regional qualifying and championship classes, assuming requirements for the owner and rider are met. If a horse has an LHR it does not need an HID number. An LHR does not need to be renewed.

(USDF), a federation of over 100 independent organizations throughout the United States with a member- ship of nearly 30,000 members, supports the concept of ethical treatment of animals.

Dressage is a classical method of training horses, based upon the horse’s natural responses, as carried out in a gradual, planned program during which the horse’s athletic abilities are improved in a systematic manner. As a result, the horse becomes capable, comfortable, and responsive in partnership with the rider without the use of force. Dressage competition at various levels of achievement is the ultimate test of the training program to determine whether the desired harmony between horse and rider has been achieved.

The rules pertaining to dressage competition prohibit the use of artificial appliances, training aids, and drugs, which would force the horse to submit. Instead, the emphasis is upon training and a cooperative partnership with the rider. Major competitions are carefully monitored to assure that there is no unnecessary force or harshness displayed.

Unlike other horse sports in which horses enter training at a relatively immature state, dressage training is usually not seriously begun until the horse is three or four. The top levels of achievement require five or more years of progressive training and it is not unusual to see horses in international competition in their late teens. This, in itself, places a premium on good care and soundness throughout the horse’s life.

While supporting the concept of animal welfare in its broadest form, the United States Dressage Federation, Inc., also recognizes that it is unrealistic to ascribe human emotions and responses to the horse which in its wild state is a creature of flight, living a hard and precarious existence. Under domes- tication, the horse is assured of ample food, water, and shelter, as well as protection against infectious diseases and damaging parasites, thus leading a longer and healthier life with a high rate of survival.

As an educational organization, USDF has numerous programs, which teach people how to pursue the accepted, humane training methods. A program of certifying instructors also emphasizes protecting the horse’s welfare in pursuit of dressage training.
