Show Manager: Rory Meacham HORSE COMPLEX RULES • No glass containers, bottles, etc. on grounds. • No helium filled balloons/items allowed in the coliseum area. • Manure is to be placed in designated receptacles only. No cleaning of trailers in parking lots. • Washing and bathing of in designated wash racks only. • Barn aisles and doorways must remain clear and passable at all times. • Stall guards on each stall door must be closed and latched when unattended. • No dogs allowed in the coliseum area. All dogs on grounds must be on leash and controlled at all times. Vaccination records must be made available upon request. • Parking. Fire lanes will be patrolled and violators will be fined. All automobiles should be parked in designated parking areas. Trucks & trailers must be parked in an organized manner in the parking lots. All campers and RV’s that require electric and/or water hook-ups must be parked in the designated areas and will be charged by the Complex for their use. • Show Management will take all precautions and reasonable steps necessary to ensure the safety of the public, exhibitors and animals. • Facility staff and a representative from Show Management will conduct a stall count. All stalls used will be charged. • All trash must be placed in designated containers provided on the grounds. No littering on the grounds. • Medical waste must be placed in designated receptacles provided in each barn. • All horses on grounds must have proof a current, negative E.I.A. Coggins Test. Horses that do not have this will not be allowed on the grounds. No exceptions. The James B. Hunt Horse Complex is located on Trinity Road in Raleigh, NC (adjacent to the NC State Fairgrounds) Valid Coggins must be posted on horse’s stall door.

All Horses on the Grounds Must Have Proof of Equine Influenza (Flu) and EHV-1 and EHV-4 Immunization within 6 months of Show. The is USEF General Rule 845.

A post entry fee of $20.00 per horse will apply if not postmarked/entered for the show by March 18, 2021 All Dressage must be Pre-Entered. No Post entry for Dressage. Championship Classes must Have Minimum of 6 Horses to Pay Prize Money This is NOT a ride through the gate show.

ATTENTION COMPETITORS: Each Competitor is responsible for supplying management with correct association numbers (USEF, AHA, USDF) for horse, owner, rider and trainer, before the day(s) of the competition. The scores of competitors who fail to supply correct numbers may not be counted toward national awards.

There has been some confusion on the pricing structure of the show since it is now concurrent. The show fees DO NOT get doubled. The fees shown already take into account that the show is concurrent. You will only need to complete ONE entry form, NOT one per show.

RULES: This horse show is conducted in accordance with the rules of the US Equestrian Federation, particularly the Arabian Horse Division, and the rules of the Arabian Horse Association as printed in the current AHA Handbook. The official rulebook and manual of each organization will prevail for this show. Any changes or corrections to the rules will automatically become part of this Prize List. Each participant in this show is responsible for knowledge of and is subject to these rules. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Competitions at the Advanced Level, Dressage, Reining, and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions; 8) Opportunity classes; 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation; 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes.

ARENA SIZE/FOOTING: Main: 136’ x 248’. Covered warm-up and all other rings: 120’ x 240’. Footing consists of a mixture of sand, dirt and sawdust.

AMATEURS: Every person who has reached their 18th birthday prior to December 1 and competes in classes for amateurs under USEF rules must present current AMATEUR CERTIFICATION issued by USEF. This certification, which must be renewed annually, will expire on November 30 and must be available for inspection or the competitor must have lodged with the Competition Secretary, at least one hour prior to such class, an application for such certification provided by the Association. Certification will be issued only on receipt of the application properly signed and is revocable at any time for cause. (USEF GR809)

REGISTRATION: ARABIAN DIVISION: Horses shown in this division must have been issued a certificate of registration from the Arabian Horse Registry of America, Inc. (or in the case of a foreign entry, have been issued a Competition Visa by the Arabian Horse Registry of America), and/or the Canadian Arabian Horse Registry or, if under one year of age, be eligible for registry, have registration applied for (Exception AR243.1) and must be entered under their full registered name. (Only weanlings that have applied for registration may show without registration papers.) A copy of registration papers showing proof of ownership must be submitted with entry form at the time of making entry; Competition Management is responsible for notifying exhibitors of this requirement. A copy of the registration papers will be returned when exhibitors pick up their numbers. In the case of a sale or lease, it is required that a contract of the sale or lease, or statement from owner be submitted with the copy of the registration papers. (Exception: horses under 1 year of age that are eligible for registry and registration applied for.) HALF-ARABIAN DIVISION: Horses shown in this division must have been issued a certificate of registration from the Arabian Horse Association (formerly the International Arabian Horse Association) in the Half-Arabian or the Anglo-Arabian Registry, or have been issued an International Arabian Horse Association CPAR (Canadian Partbred Arabian Register) Permit or, if under one year of age, be eligible for registry and registration applied for and must be entered under their full registered name (USEF AR101.1)

CLASS SPECIFICATIONS: Every class offered herein which is covered by the rules and specifications of the current USEF Rule book will be conducted and judged in accordance therewith. Junior Exhibitors not allowed to ride in Ladies and Gentlemen’s Classes.

FOR ALL EQUITATION RULES: Refer to AHA Article 1119.6 a. AHA Hunter Seat Over Obstacles Medal Class. 1. To be shown over a course of not fewer than six obstacles with fence heights of 2’6” to 3’ which must include an oxer and two changes of direction (changes of lead). (Res. 53-96) 2. Two or more tests of the top four contestants are required from USEF Tests 1-7, 9-15, 17-19 or EC equivalent. Only one rider per horse. b. AHA Saddle Seat Medal Class. 1. Following the rail work, all contestants are required to perform two or more individual test from USEF Test 1-15 or EC equivalent. Markers shall not be used. c. AHA Reining Seat Medal Class. 1. All contestants are required to perform a Reining pattern as outlined in USEF Reining, or EC equivalent. (Res 25-06) 2. Dropping of bits is optional with the Judge but if called for in the ring, assistance, if necessary, may be had from one of the ring officials. 3. Reins shall not be removed from the horses’ neck while inspecting bits. 4. In an AHA Reining Seat Medal Class an off pattern rider is eliminated and is not eligible to win a medal or ribbon. 5. The prescribed AHA Reining Seat Equitation Score Sheet must be used and posted in accordance with the USEF rule AR199.5. (Res. 25-06) 6. Numbers must be worn on the rider’s back or in the case of Reining Seat Equitation on the left side of the saddle pad and must be clearly visible at all times when in competition. See USEF rule EQ103.6. (Res. 8/07) d. AHA Hunt Seat Not to Jump Medal Class. 1. Following the rail work, all contestants are required to perform two or more individual tests from AHA article 1336.9. e. AHA Western Horsemanship Medal Class. 1. Following all rail work, all contestants are required to perform a minimum of four tests from USEF AR222. (BOD 5/06)

DRESSAGE RIDERS: Effective March 1, 2011, for dressage: DR120.6: From the time horses are officially admitted to the management, anyone mounted on a horse at any grounds, including non-competing riders, rider participants in exhibition classes and those Para- Equestrian test, must wear protective headgear and otherwise in compliance with GR801.

REFUND POLICY: Refunds will be made upon request with receipt of a veterinary certificate for the horse or physician’s statement regarding the illness of the competitor, only if received BEFORE the close of the show office. Office fees and one class fee are NOT refundable. NO REFUNDS ON STALLS WILL BE MADE AFTER THE CLOSING DATE FOR ENTRIES. NO REFUNDS ARE GIVEN FOR SPORT HORSE IN HAND, DRESSAGE OR ANY OTHER CLASSES AS MAY BE DETERMINED BY SHOW MANAGEMENT FROM TIME TO TIME.

POST ENTRIES: Post entries will be accepted with payment of appropriate post entry fees (per horse) after the closing date for entries. Post entries for Dressage will not be accepted.

INDEBTEDNESS TO SHOW: Show accounting will close 30 days after the show. Any prize checks not cashed within 60 days of date on the check are void. All names of persons giving checks with insufficient funds will be sent to USEF and AHA for disciplinary action. THERE WILL BE A $100.00 PLUS BANK CHARGES ON RETURNED CHECK FEE PER CHECK RECEIVED BY NCAHA/HAHA.

RESPONSIBILITY: The show facility, the State of North Carolina, NCAHA, HAHA, Show Management, and Show Officials will in no way be responsible for any loss or damage that might occur, and it will be a condition of entry that each exhibitor shall hold the Horse Show harmless from any loss or accident to animal(s), or property that may occur from sickness, fire, or otherwise at this show. All owners and exhibitors will be held responsible for any damage incurred by them or their agents to barns or other properties on the grounds and will be billed accordingly.

MEDICAL COVERAGE: You may have the EMT or Show Veterinarian paged to your location through the Show Office, Show Manager, Barn Office, Ringmaster or Paddock Master.

TBA CLASSES: These classes must be selected from the TBA Class List only. They will be sold on a first-come/first-served basis. The cost per class is $15.00 plus Entry Fee for regular TBA classes and $25.00 plus Entry Fee for Championship TBA classes (no prize money paid) and they must be purchased by the closing date for entries. The selected TBA classes will be posted in the Show Office prior to the start of the show. A regular Entry Fee must be paid by all entries in TBA classes

PROTESTS: Protests must be made in accordance with USEF rules and accompanied by a $200.00 member, $300.00 nonmember fee. Deposit will be refunded if the protest is upheld. The Show Committee shall decide questions not covered by the USEF rules and its decisions shall be final.

ENTRIES: All entries shall be submitted on the official entry form of the show. No horse should be entered on more than one entry form. The entry form should be complete and accurate in every detail; otherwise, the record of placings may not be properly credited and reported. AT LEAST ONE CLASS ENTRY FEE MUST BE PAID WHEN ENTRY FORM IS SENT IN: OTHERWISE, A POST ENTRY FEE WILL BE ASSESSSED. AN OPEN CHECK DOES NOT REPLACE THE ONE CLASS ENTRY FEE REQUIREMENT; ONE CLASS FEE MUST STILL BE INCLUDED TO AVOID POST ENTRY FEE. Show Management reserves the right to return any incomplete entry form. All entries must include a copy of the following: 1. USEF & AHA CURRENT MEMBERSHIPS: (If you are not a current member of these organizations, you may join either organization through the Show Secretary at least one hour prior to your first class or pay the appropriate nonmember fee.) AHA Competition Level Single Event Membership of $35.00 or USEF Nonmember Fees of $45.00 per person, no affidavits. 2. COPY OF REGISTRATION CERTIFICATE (FRONT & BACK) FOR EACH HORSE ENTERED. Horses entered in Amateur Owner or Junior Owner classes MUST be registered in the name of the competitor or a member of the competitor’s immediate family. The sale of a horse does not eliminate the requirement. Contracts of Sale or Bills of Sale will not be accepted. 3. PROOF OF NEGATIVE COGGINS (within 12 months of competition). No horse(s) will be allowed on the show grounds without proof of negative Coggins. 4. ALL ENTRIES MUST BE ACCOMPANIED BY A CHECK OR MONEY ORDER MADE PAYABLE TO NCAHA/HAHA SHOW ACCOUNT OR CREDIT CARD AUTHORIZATION TO COVER ORIGINAL ENTRIES, STALLS, AND OTHER FEES IN FULL. An open check must be on file in the Show Office to cover added classes. Open checks are returned if no classes are added. The Show Office will open at 12:00 PM on the day before the official starting day of the show. 5. All Horses on the Grounds must have proof of Equine Influenza (Flu) and EHV-1 and EHV-4 Immunization within 6 months of Show. This is USEF General Rule 845. 6. FAILURE TO CHECK OUT: Failure to check out at the Show Office will result in a Non-Closeout Fee of $25.00

CLASSES: No Guaranteed payback in Championship classes with less than six horses (NO PAYOUT ON TBA CHAMPIONSHIPS & SPORT HORSE IN HAND CHAMPIONSHIPS). PRIZE MONEY WILL BE APPLIED TO SHOW BILLS. ALL SHOW FEES WILL BE SETTLED AT TIME OF CHECK OUT.

ADD/SCRATCH POLICY: Class fees will be refunded only if your class is scratched before the class ahead of you lines up for final judging. This may be accomplished either in the Show Office or with the Paddock Master. Championships must be scratched in the Show Office ONLY. One class entry fee will be forfeited. Added classes must be made before the end of the session prior to the session being entered or a $10.00 ride thru the gate charge will be added in addition to the class fee.

STALLS: HORSES MAY NOT BE TIED TO STALL DOORS OR FRONTS. Stall(s) will be assigned by paid stall fees at the time of entry and on a first-come/first-served basis. Stall(s) will be provided at 12:00 PM on Wednesday, April 7th (earlier arrival only with permission of the Barn Manager). All horses on the grounds overnight must be stabled. Shavings will be available for purchase on the show grounds. No move-in bedding will be provided. Stalls are permanent stalls with solid sliding doors.

VETERINARY INSPECTION: All animals are subject to physical inspection by the Show Veterinarian as a safeguard against communicable diseases. All horses must be serviceably sound except in Equitation sections. All entries must be in good condition. In case of suspected unsoundness, the Judge, if he or she desires, may have the animal examined by the Show Veterinarian and that decision shall be final. No exhibitor may use another veterinarian’s statement to contradict the Judge.

DISCIPLINE: Exhibitors are hereby warned that any act of discourtesy or disobedience to Show Management or Show Officials will not be tolerated. Any such action on the part of the owner, the exhibitor, the groom or any other person associated with the person participating in the show will disqualify the horse from adjudication. Show Management reserves the right to remove any person showing such action from the show grounds without being liable for compensation or damages of any kind. NO PERSON SHALL BE ALLOWED IN THE SHOW RING DURING JUDGING EXCEPT THE PARTICIPANT EXHIBITOR OR THOSE HAVING OFFICIAL OR REQUESTED DUTIES TO PERFORM.

TWO-MINUTE GATE RULE: Classes will be called promptly. Two-minute clock begins when the first horse enters the ring. The gate must be closed at the end of 2 minutes after the first horse enters the ring. Due to unforeseeable problems with any mechanical device, the PA system and Paddock calls over the system are considered a courtesy. While every effort will be made to maintain a working PA system, no protest will be upheld nor will any section be changed on the basis of a PA malfunction alone.

REFUSAL OF ENTRIES: In addition to entries of persons suspended or expelled from the Federation, a licensed competition may refuse any entry of an exhibitor or the participation of any agent, trainer, rider, driver or handler who has shown an objectionable attitude or behavior at a licensed competition or previous unsportsmanlike behavior at a licensed competition or to its management. (USEF GR1509.1) CLASS CHANGES: Show Management and the Show Committee reserve the right to cancel any class not filled and to change classes in the event of inclement weather.

PROFESSIONAL SERVICES: All consultations performed by the Show Veterinarian and/or the Farrier outside the show ring shall be on a private basis.

MOTORIZED VEHICLES ON SHOW GROUNDS: Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

FOOD SERVICES WILL BE AVAILABLE ON GROUNDS.

SHARPS CONTAINERS: One sharps container per 50 occupied stalls will be available for the disposal of needles and other sharps instruments in the barns. Competition management may fine any individual including trainers, owners, exhibitors, or other agents up to $100.00 for improper disposal of sharps. (USEF GR1210.4)

Riders and owners wishing to participate in a USEF-licensed/USDF-recognized competition, and not able to present the competition secretary with verification of a USDF membership or NM identification, and USDF LHR or USDF HID, must complete a USDF Competition Affidavit Form and pay the $5 affidavit filing fee. A copy of a completed affidavit form from another competition may also be used for verification purposes for up to 60 days. (Exception: Affidavits cannot be used at Great American Insurance Group/USDF Regional Dressage Championships.)

Exceptions: • Horses competing only in Individual Breed Classes (IBCs) at DSHB competitions, sires and dams of horses in DSHB group classes, where those sires or dams are not actually competing in the same competition, horses competing only in breed restricted dressage or DSHB classes at Regular Competitions (e.g. all Arabian, all Friesian, or all Morgan classes), or in USDF Introductory Level tests, pas de deux or quadrille, are exempt from this requirement. Also exempt are horses ridden in leadline, exhibitions, games and races, classes for 4-H members, walk-trot, academy, and opportunity classes. • Riders and owners/lessees competing only in classes which are exempt from the USDF HID requirements are also exempt from the USDF NM identification number and NM fee requirements. Also exempt are handlers of horses competing in DSHB In-Hand or Group classes.

Memberships Defined Participating Membership (PM): A membership issued to an individual directly by USDF. The membership year is December 1 through November 30. PMs are available for 1-year ($90), 5-years ($360), or life ($1,800). A USDF Youth Participating Membership (YPM) is available for individuals who have not reached their 21st birthday by December 1 of the current membership year ($72). A PM allows the member to compete at USEF-licensed/USDF-recognized competitions and to participate as a rider and/or owner/lessee for all Adequan®/USDF Year-End Awards and the Great American Insurance Group/USDF Regional Dressage Championship program. Group Membership (GM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Group Member Organization (GMO). The GM year begins December 1 and ends November 30. A GM allows the member to compete at USEF- licensed/USDF-recognized competitions and participate in the USDF Rider Awards Program and the USDF Regional Schooling Show Awards Program. Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDF BM ($240) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only. Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $35 per competition that must be collected by the show secretary and submitted to USDF, along with the USDF Report of Fees document and the $5 affidavit fee and Competition Affidavit Form if the person cannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If there are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF PM, GM, or BM there is no NM fee assessed. Competition management will be invoiced for all applicable USDF NM fees not received with the USDF post-competition paperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF website. Horse Identification (HID) Number: A one-time tracking number for horses ($35). Scores earned by a horse with an HID number will be recorded, but will NOT be counted towards Adequan®/USDF Year-End Awards. A horse with an HID number is not eligible to compete in Great American Insurance Group/USDF Regional qualifying or championship classes. An HID number can be upgraded to a Lifetime Horse Registration (LHR) for a fee of $80. If a horse has a USDF LHR it does not need an HID number. An HID number is a one-time fee that does not need to be renewed. Lifetime Horse Registration (LHR): A horse with an LHR ($115) is eligible for Adequan®/USDF Year-End Awards, and eligible to compete in Great American Insurance Group/USDF Regional qualifying and championship classes, assuming requirements for the owner and rider are met. If a horse has an LHR it does not need an HID number. An LHR does not need to be renewed.
