Bush navští- vil začátkem června AČeskou republiku. Oficiální program zahájil na Pražském hradě, kde jej přivítal prezi- dent České republiky a vrchní velitel ozbrojených sil Václav Klaus. „Vojáci, nazdar!“ řekl americký prezident téměř vybroušenou češtinou, když pozdravil vzorně vyrovna- né příslušníky Hradní stráže. Ti jej vítali i na ruzyňském letiš- ti a stali se tak jedněmi z mála zástupců českých ozbrojených sil, kteří Georgi Bushovi stáli „tvář v tvář“. Program dvoudenní návště- vy, jíž americký prezident zahájil svou „evropskou cestu“, byl roz- počítán na minuty a zahrnoval především řadu jednání s před- staviteli politického a veřejného života České republiky. Témata, která vrcholní politici probírali, byla různá – počínaje problematikou případné výstavby radaru protiraketové obrany na českém území až po otázky související se všeobecnými atributy boje za svobodu a demokracii na celém světě. Praha se také v době návštěvy George Bushe stala místem Svoboda konání mezinárodní konference o demokracii a bezpečnosti, kde americký prezident vystoupil s dlouho očekávaným projevem. Jeho slova o svobodě, demokracii, boji proti extremismu, ale také o významu spolupráce při šíření svobody vyslechly stovky pozvaných hostů, včetně bývalého prezidenta České republiky se nedá Václava Havla. Americký prezident v Praze také ocenil spojenectví České Freedom republiky a USA, když uvedl: „Děkuji české vládě i obyvatelstvu této důležité země za jejich pevný postoj, odmítavý postoj vůči tomu, aby se umožnilo extremistům zastrašovat, aby se umožnilo upřít Cannot extremistům podkopávat mladé demokracie.“ Podle George Bushe nejúčinnější zbraní v boji proti extremis- be Denied mu nejsou kulky ani bomby – nýbrž univerzální přitažlivost svo- body. „Svobodě se dá klást odpor, svoboda může přijít se zpož- děním,“ uvedl v Praze americký prezident a dodal: „Ale svoboda se nakonec nedá upřít.“ Svoboda se nedá Freedom upřít Cannot be Denied t the beginning of June, U.S. President George W. Bush visited the Czech Republic. He started an official program at the Prague Castle, where he was welcomed by Václav Klaus, the Czech Republic President and the supreme commander of the armed forces. “Vojáci, nazdar!” said the American president with nearly excellent Czech, when he saluted the perfectly Aaligned members of the Castle Guard. The Castle Guard welcomed President Bush also at Ruzyně Airport and they became those few representatives of the Czech armed forces, who could see George Bush “vis-a-vis”. The two-day program of this “European Visit” was calculated into minutes and it especially included a series of meetings with the representatives of political and public life of the Czech Republic. Topics discussed by top politicians were varied – starting with an issue of the eventual building of the missile-defense system in the Czech Republic, up to the issues related to the general attributes in the fight for freedom and democracy all over the world. During the visit of George Bush, Prague also became a meeting place of the International Democracy & Security Conference. Hundreds of invited guests, including the former president of the Czech Republic Václav Havel, listened to a long expected address of the American president, during which he talked about freedom, democracy, and the fight against extremism as well as on the importance of a co-operation in spreading freedom. In Prague, the American president also appreciated the partnership between the Czech Republic and the U.S., when he said: “I am grateful to the Czech government and its people that they stand firmly and do not allow extremists to threaten, and prevent extremists from frightening young democracies.” According to George Bush, the most powerful weapon against extremism is not bullets or bombs – it is the universal appeal of freedom. “Freedom can be resisted, and freedom can be delayed,” the American president said in Prague and he added: “But freedom cannot be denied.” Jan Procházka Photos: Jiří Hokův3 Náš host / Our Guest Generálmajor Major General Rostislav Mazurek vojenský představitel ČR při NATO a EU CR Military Representative to NATO and the EU V bruselské alianční centrále se u jednacích stolů denně scházejí zástupci šestadvaceti členských zemí NATO, aby projednali nejrůznější otázky související s bezpečností a udržením míru v různých regionech světa. Nejvyšším představitelem Armády České republiky v Bruselu je generálmajor Rostislav Mazurek, vojenský představitel ČR při NATO a EU, kterého jsme požádali o rozhovor. V oblasti operací je pro NATO naprostou prioritou mise ISAF na území Afghánistánu. Od 1. srpna loňského roku došlo k rozšíření ISAF na jih Různé agendy Afghánistánu a od 5. října i na východ, takže v současnosti Aliance působí na celém afghánském území. ISAF je rozdělena na pět regionů – North, West, South, East a Capital (sever, západ, jih, východ a hlavní město), při- čemž každá oblast má své oblastní velitelství (Regional Command – RC). v různém Hlavní velitelství pro celou operaci ISAF je v Kábulu, jednotlivá regionální velitelství se nacházejí v Mazar-e-Sharif (oblast Nord), v Herátu (West), Kandaháru (South), Bagramu (East) a v Kábulu (Capital). Mise ISAF je sta- tempu Different bilizační a asistenční, má za úkol podporovat afghánskou centrální vládu při rozvoji země v souladu s „Programem afghánských národních priorit“. Pilířem struktury ISAF jsou proto provinční rekonstrukční týmy (PRT), kte- Agendas rých zde má Aliance v současné době pětadvacet. Projekty, jež jsou řeše- ny jednotlivými PRT, lze rozdělit do tří hlavních skupin. Jedná se o projekty at a Varied strategické a finančně náročné, které jsou zaměřeny na rekonstrukci klíčo- vé infrastruktury, jako například elektrifikaci, dopravní tepny atd. Dále jde o koncepční a finančně nenáročné projekty založené na principech vzdě- Pace lávání a poradenských aktivit, díky kterým mohou představitelé centrální vlády začít v provinciích vytvářet fungující vládní struktury. A konečně se Pane generále, jaká je současná situace v otázce jedná o projekty s okamžitým efektem (Quick Impact Projects), které sice aliančního systému protiraketové obrany? Máme na nejsou finančně náročné, ale mají okamžitý dopad a napomáhají získávat mysli jak připravovaný alianční systém protiraketové místní populaci na stranu NATO. Jsou to například opravy poškozených obrany bojiště, tak i vztah NATO k možnému připojení mostů, poničených škol atd. V rámci Aliance

The decision of the participating powers, i.e. France, Germany, Italy, and the United Kingdom, was made without any respect for Czechoslovakia and its representatives. The aim of this paper is to examine the role of the defence sector, i.e. the representatives of the ministry of defence and the Czechoslovak armed forces during the Czechoslovak (Munich) Crisis in the period from mid-March to the beginning of October 1938. There is also a question as to, whether there are similarities between the position then and the present-day position of the army in the decision-making process. Key words: Czechoslovak (Munich) Crisis, Munich Agreement, 1938, Czechoslovak Army, national security. Introduction The agreement in Munich (München), where the international conference took place on 29–30 September 1938, represents a crucial crossroads in the history of Czechoslovakia. By accepting the Munich Agreement, Czechoslovak President, Edvard Beneš, and representatives of his government made a decision that affected the nation not only for the next few years, but for decades thereafter. This so-called Munich Syndrome, then, is infamously blamed by many in Czechoslovak society for the fascist-like orientation of the so-called the Second Czechoslovak Republic (1938–1939) and the acceptance of the Communist coup d’état of 1948.

    CHAPTER 15 Chapter 15 Sub-Saharan Africa in Czech Foreign Policy Ondřej Horký-Hlucháň and Kateřina Rudincová FROM AN INTEREST IN AFRICA TO INTERESTS IN AFRICA?1 Back to Africa, but too late. This was the conclusion of the chapter devoted to Czech foreign policy towards Sub-Saharan Africa in the Yearbook of Czech Foreign Policy of the Institute of International Relations in 2012.2 Last year’s yearbook asserted that Czech foreign policy – in spite of budgetary austerity measures – had bounced off the bottom and attempted a “return to Africa”, which was, however, coming with a con- siderable delay. In 2013, this trend continued, characterized by the effort to deepen relations with traditional African partners, establish new relations or re-establish re- lations that had been put on ice. This effort was manifested in a 7% growth of Czech exports to the region. In a situation when the economic recession is still being felt in Europe, while Africa is experiencing record levels of economic growth, the awareness of the importance and possibilities of the African economy is growing faster than the crisis-struck foreign-policy tools of the Czech Republic may react. Most importantly, however, this interest in Africa is beginning to be felt by wider segments of Czech so- ciety, not merely the foreign policy actors, but gradually also foreign policy makers. It affects not only the media, but also the very companies that are seeking to expand their markets. The imported, but largely well-founded “Africa on the rise” fashion was, for example, also reflected in the employment of the term Emerging Africa in the names of both of the large and abundantly attended events organized by the MFA in 2013 on the occasion of the 50th anniversary of the Pan-African organization on the opportunities for Czech business on the African continent.

    Ve čtvrtek 1. ledna se minutu po půlnoci v nemocnici v Rumburku na Děčínsku narodila dívka Veronika. Stala se tak první občankou v České republice narozenou v roce 2009. O minutu později přišel na svět chlapec Štěpán ve Slezské nemocnici v Opavě. Ve čtvrtek 14. ledna zemřel v Praze renomovaný architekt Jan Kaplický, kterému se ve stejný den narodila dcera Johanka. V dubnu by oslavil 72 let. V Česku se stal všeobecně známým díky kontroverznímu návrhu nové budovy Národní knihovny v Praze. Jan Kaplický zkolaboval na ulici nedaleko Vítězného náměstí v Praze a pokusy o jeho oživení však byly bezúspěšné. Jednasedmdesátiletý Kaplický žil trvale v Británii od roku 1968, kam emigroval z Československa. Doma ho pak proslavil návrh „chobotnice“, tedy stavby národní knihovny, která měla nahradit prostory v Klementinu. Dalším jeho českým projektem je stavba „rejnoka“, paláce kultury, který navrhl pro České Budějovice. Ten by měl pojmout až 1.400 lidí, počítá se s dvěma koncertními sály, restauracemi a kavárnami. Loni v říjnu se Kaplický stal prvním člověkem, který odmítl českou státní cenu. Ty každý rok uděluje ministerstvo kultury za přínos v oblasti literatury, divadla, hudby, výtvarného umění a architektury. Sedmičlenná porota mu cenu přiřkla za mimořádné architektonické dílo doma i v zahraničí. Jan Kaplický se narodil 18. dubna 1937 v Praze, kde také vystudoval Vysokou školu uměleckoprůmyslovou. Od své emigrace v roce 1968 dlouhodobě žil ve Velké Británii, kde v roce 1979 založil společně s Davidem Nixonem architektonické studio Future Systems. Svoji architekturu navrhoval ve stylu high-tech, v posledních letech experimentoval s organickou architekturou, která se inspiruje přírodními tvary.

U.S. Deputy Secretary of Defense met with Minister Vondra conclusions, the proposal for sharing early warning data bilaterally beca- me outdated. “In this context, we naturally thanked for the older pre-Lisbon offer ad indeed we concluded that in the light of Lisbon and other developments the original offer will not be needed,“ Minister Vondra said in a press con- ference following the meeting with William Lynn. “We will seek other ways for the Czech Republic to possibly join the NATO system in the future, but that however does not change anything in our support to the NATO missile defense architecture,“ Minister Vondra commented. According to him, the Czech Republic has always sought for the U.S. long-range missile defense system to be incorporated into NATO structures. According to U.S. Deputy Secretary of Defense, the U.S. had not with- drawn their offer for setting up the SEW center. ”It is simply a matter that Wednesday, June 15, 2011, the Ministry of Defense of the Czech Re- public was the venue to a meeting of the Czech Defense Minister Alexandr Vondra with U.S. Deputy Secretary of Defense William Lynn. The mee- ting attendees also included the U.S. Ambassador in the Czech Republic, H.E. Norman Eisen. Their discussions reviewed the Czech-U.S. defense relationship that has intensifi ed over the past twelve months.
