Thanks to our Member's dues, a substantial contribution from our most generous member and contributions from a couple of local patriotic organizations, we will end the year financially sound and feeling confident that we will be able to make any emergency repairs and continue to make improvements to the Museum. As reported in previous Scuttlebutts, most of our major projects have been completed. Our upgraded security system with motion activated cameras inside the Museum and outside the shed John Cecil should be completed this month. The construction of a concrete structure for the mid-1600s British Admiralty Cannon should be completed early next year. I hope everyone has a Merry Christmas and a New Year that is happy, healthy and prosperous. On this Christmas day let's all say a prayer for our troops that can't be home with families and loved ones. They are doing a great job of preventing the spread of terrorism and protecting our freedoms. Please say a prayer for their safe return home. Nor is it sufficient in a democracy where public opinion plays an important part in foreign affairs to confine know¬ ledge of foreign policies and peoples to the select few who make up the go¬ vernment. Such understanding should be widespread among the peoples them¬ selves, so that public opinion, based upon an intelligent comprehension of the facts, can aot as a lever towards more friendly cobperation, rather than as a spur to jealous and rival aspirations. To bring about this better re¬ lationship, v/hich can be accomplished only by a better mutual understanding, every avenue of approach should be utilized. It is the purpose of this paper to utilize one of the avenues of approach by presenting, in an objective man¬ ner, the story of the early relations of the United States with what, in some respects, is the most powerful of the Latin American nations and, in all respects, is the most stabilized of our South American neighbors. -

In the course of occasional visits to Canada many years since, I became intimately acquainted with some of the principal partners of the great North- West Fur Company, who at that time lived in genial style at Montreal, and kept almost open house for the stranger. At their hospitable boards I occasion- ally met with partners, and clerks, and hardy fur traders from the interior posts ; men who had passed years remote from civilized society, among distant and savage tribes, and who had wonders to recount of their wide and wild peregrinations, their hunting exploits, and their perilous adventures and hair- breadth escapes among the Indians. I was at an age when the imagination lends its colouring to every thing, and the stories of these Sinbads of the wilderness made the life of a trapper and fur trader perfect romance to me. I even meditated at one time a visit to the remote posts of the company in the boats which annually ascended the lakes and rivers, being thereto invited by one of the partners and I have ever since regretted that I was prevented by circumstances from carrying my intention into effect. -

In the years prior to 1846, the Northwest Coast — an isolated region scarcely populated by non-Native peoples — was for the second time in less than a century the unlikely flashpoint that brought far-distant powers to the brink of war. At issue was the boundary between British and American claims in the "Oregon Country." While President James Polk blustered that he would have "54^0 or Fight," Great Britain talked of sending a powerful fleet to ensure its imperial hold on the region. The Oregon boundary dispute was settled peacefully, largely because neither side truly believed the territory worth fighting over. The resulting treaty delineated British Columbia's most critical boundary; indeed, without it there might not even have been a British Columbia. Despite its significance, though, the Oregon boundary dispute has largely been ignored by BC's historians, leaving it to their colleagues south of the border to produce the most substantial work on the topic. This most recent analysis is no exception. For Honor or Destiny: The Anglo-American Crisis over the Oregon Territory, by Donald Rakestraw, began its life as a doctoral thesis completed at the University of Alabama. Published as part of an American University Studies series, Rakestraw's book covers much the same ground as did that of his countryman Frederick Merk some decades ago. By making extensive use of new primary material, Rakestraw is able to present a fresh, succinct, and well-written chronological narrative of the events leading up to the Oregon Treaty of 1846. -

Oregon’s First Resource Industry: The Fur Trade & Beaver Ecology in the Beaver State Grades: Versions for 4-HS Subjects: American History, Oregon History, Economics, Social Studies Suggested Time Allotment: 1-2 Class Periods Background: The first of Oregon’s natural resources to be recognized and extracted by Euro-Americans was fur. In the early decades of the nineteenth century, furs were highly valuable commodities of international trade. Early explorers of the northwest, such as Robert Gray and Lewis and Clark, reported that the region’s many waterways supported an abundant population of sea otter and beaver. When people back east heard about this, they knew that there was the potential of great profits to be made. So, the first permanent Euro-American settlements in Oregon were trading outposts established by large and powerful fur trading companies that were based in London and New York. Initially the traders in Oregon obtained their furs by bartering with Native Americans. As the enormous value of the northwest’s fur resources quickly became apparent to them, corporations such as Hudson’s Bay Company and Pacific Fur Company decided to start employing their own workforce, and professional trappers were brought in from Canada, the American states, and islands of the South Seas. The increasing number of trappers and competition between English and American companies quickly began to deplete the populations of the fur-bearing animals. In fact, by 1824 the Hudson’s Bay Company was pursuing a strategy of intentionally ‘trapping out’ and eliminating beaver from entire sections of the Oregon interior in order to keep rival businesses from moving into those areas. -

By Ella Strom Etienne Lucier was born in St. Edouard, District of Montreal, Canada, in 1793 and died on the French Prairie in Oregon, United States in 1853.1 This early pioneer to the Willamette Valley was one of the men who helped to form the early Oregon society and government. Etienne Lucier joined the Wilson Price Hunt overland contingent of John Jacob Astor’s Pacific Fur Company in 1810.2 3 After the Pacific Fur Company was dissolved during the War of 1812,4 he entered the service of the North West Company and, finally, ended up being a brigade leader for the Hudson’s Bay Company.5 For a short time in 1827, he lived on what would be come known as East Portland. He helped several noted pioneers establish themselves in the northern Willamette Valley by building three cabins in Oregon City for Dr. John McLoughlin and a home at Chemaway for Joseph Gervais.6 Also as early as 1827, Lucier may have had a temporary cabin on a land claim which was adjacent to the Willamette Fur Post in the Champoeg area. However, it is clear that by 1829 Lucier had a permanent cabin near Champoeg.7 F.X. Matthieu, a man who would be instrumental in determining Oregon’s future as an American colony, arrived on the Willamette in 1842, “ragged, barefoot, and hungry” and Lucier gave him shelter for two years.8 Matthieu and Lucier were key votes in favor of the organization of the provisional government under American rule in the May 1843 vote at Champoeg. -

Hornblower's Ships
Names of Ships from the Hornblower Books. Introduction Hornblower’s biographer, C S Forester, wrote eleven books covering the most active and dramatic episodes of the life of his subject. In addition, he also wrote a Hornblower “Companion” and the so called three “lost” short stories. There were some years and activities in Hornblower’s life that were not written about before the biographer’s death and therefore not recorded. However, the books and stories that were published describe not only what Hornblower did and thought about his life and career but also mentioned in varying levels of detail the people and the ships that he encountered. Hornblower of course served on many ships but also fought with and against them, captured them, sank them or protected them besides just being aware of them. Of all the ships mentioned, a handful of them would have been highly significant for him. The Indefatigable was the ship on which Midshipman and then Acting Lieutenant Hornblower mostly learnt and developed his skills as a seaman and as a fighting man. This learning continued with his experiences on the Renown as a lieutenant. His first commands, apart from prizes taken, were on the Hotspur and the Atropos. Later as a full captain, he took the Lydia round the Horn to the Pacific coast of South America and his first and only captaincy of a ship of the line was on the Sutherland. He first flew his own flag on the Nonsuch and sailed to the Baltic on her. In later years his ships were smaller as befitted the nature of the tasks that fell to him. -

Steven Haines* Steven Haines is Professor of Public International Law at the University of Greenwich and a retired British naval commander. He chaired the Editorial Board of the UK’s official Manual of the Law of Armed Conflict (2004) and co-authored its chapter on “Maritime Warfare”. He had previously written the Royal Navy’s maritime strategic doctrine (British Maritime Doctrine, 1999). Abstract While most law on the conduct of hostilities has been heavily scrutinized in recent years, the law dealing with armed conflict at sea has been largely ignored. This is not surprising. There have been few naval conflicts since 1945, and those that have occurred have been limited in scale; none has involved combat between major maritime powers. Nevertheless, navies have tripled in number since then, and today there are growing tensions between significant naval powers. There is a risk of conflict at sea. Conditions have changed since 1945, but the law has not developed in that time. Elements of it, especially that regulating economic warfare at sea, seem outdated and it is not clear that the law is well placed to regulate so- called “hybrid” warfare at sea. It seems timely to review the law, to confirm that which is appropriate and to develop that which is not. Perhaps a new edition of the San Remo Manual would be timely. THE WAR OF 1812 MAGAZINE ISSUE 26 December 2016 Appendix I War of 1812 Chronology Compiled by Ralph Eshelman and Donald Hickey Introduction This War of 1812 Chronology includes all the major events related to the conflict beginning with the 1797 Jay Treaty of amity, commerce, and navigation between the United Kingdom and the United States of America and ending with the United States, Weas and Kickapoos signing of a peace treaty at Fort Harrison, Indiana, June 4, 1816. While the chronology includes items such as treaties, embargos and political events, the focus is on military engagements, both land and sea. It is believed this chronology is the most holistic inventory of War of 1812 military engagements ever assembled into a chronological listing. Don Hickey, in his War of 1812 Chronology, comments that chronologies are marred by errors partly because they draw on faulty sources and because secondary and even primary sources are not always dependable.1 For example, opposing commanders might give different dates for a military action, and occasionally the same commander might even present conflicting data. Jerry Roberts in his book on the British raid on Essex, Connecticut, points out that in a copy of Captain Coot’s report in the Admiralty and Secretariat Papers the date given for the raid is off by one day.2 Similarly, during the bombardment of Fort McHenry a British bomb vessel's log entry date is off by one day.3 Hickey points out that reports compiled by officers at sea or in remote parts of the theaters of war seem to be especially prone to ambiguity and error. -
