Neo-Gonservatism on the Periphery: The Lessons from B.C.* PHILIP RESNIGK The budget calls for a new way of thinking about government, and about the expectations we all have. It calls for a recognition that the costs (of government) have become excessive in recent years.1 This paper sets out to examine the neo-conservative experiment to which British Columbia was subjected in the three-year period between 1983 and 1986, and to explore the root causes of the pursuit of such policies in an essentially peripheral region within a larger capitalist economy. For while neo-conservatism as an ideology gained ascendancy in the two core English-speaking countries in the late 1970s and early 1980s, it is striking to note that in a country such as Canada it proved more influential at the regional than at the national level. Why should this have been so, and what lessons can we derive from the attempt to administer the bitter medicine of public sector roll-backs and social spending cuts within the confines of a single province? This paper will begin with a brief discussion of the reasons for the emergence of neo-conservatism in the 1970s. It will then say something about the particular nature of state activity in resource-based economies like B.C.'s and of political culture in this province. This will be followed by an examination of the policies which the newly re-elected Social Credit government of the province introduced in July 1983, the reaction these engendered, and the larger impact that the B.C. -

Politics and Public Automobile Insurance in British Columbia, 1970–2010 Richard C. McCandless INTRODUCTION utomobile insurance encompasses many important aspects of living in a modern society. These include legal practices, medical Aservices, customer relationships, community involvement, and management theory. This review focuses on (1) the evolving political and financial relationship between the publicly owned Insurance Corporation of British Columbia (icbc) and provincial governments of various political philosophies over the four decades of its existence and (2) how icbc was often shaped by, and sometimes itself influenced, the politics of British Columbia. Today’s public auto insurance retains some of the original ideals of not allowing private corporations to profit from individual physical and financial loss resulting from automobile crashes. Yet it no longer attempts to provide low-cost auto insurance; rather, it more closely resembles a commercial operation providing profit for the government. Direct government control over rates has been replaced by indirect control through an intermediary body and cabinet orders. Despite attempts to depoliticize control over icbc, especially with regard to the setting of annual premiums, the current government has in many ways actually increased its control of icbc and has significantly altered its objective of providing low-cost insurance. THE EARLY YEARS In the late 1960s, high public dissatisfaction with the state of automobile insurance, particularly rising rates and poor service, led the Social Credit government of W.A.C. It seeks to provide an accurate account of the main events: the killings and the para-military expeditions which resulted from them. It attempts to establish as far as possible the causes of the massacres. Finally, it examines the attitudes of whites towards the Indians as revealed in the actions they took and the views they expressed in connection with the uprising and the resulting expeditions to the Chilcotin territory. -

James Douglas meet Delgamuukw "The implications of the Delgamuukw decision on the Douglas Treaties" The latest decision of the Supreme Court of Canada in Delgamuukw vs. The Queen, [1997] 3 S.C.R. 1010, has shed new light on aboriginal title and its relationship to treaties. The issue of aboriginal title has been of particular importance in British Columbia. The question of who owns British Columbia has been the topic of dispute since the arrival and settlement by Europeans. Unlike other parts of Canada, few treaties have been negotiated with the majority of First Nations. With the exception of treaty 8 in the extreme northeast corner of the province, the only other treaties are the 14 entered into by James Douglas, dealing with small tracts of land on Vancouver Island. Following these treaties, the Province of British Columbia developed a policy that in effect did not recognize aboriginal title or alternatively assumed that it had been extinguished, resulting in no further treaties being negotiated1. This continued to be the policy until 1990 when British Columbia agreed to enter into the treaty negotiation process, and the B.C. Treaty Commission was developed. The Nisga Treaty is the first treaty to be negotiated since the Douglas Treaties. This paper intends to explore the Douglas Treaties and the implications of the Delgamuukw decision on these. What assistance does Delgamuukw provide in determining what lands are subject to aboriginal title? What aboriginal title lands did the Douglas people give up in the treaty process? THE INFLUENCE OF POLITICAL LEADERS ON THE PROVINCIAL PERFORMANCE OF THE LIBERAL PARTY IN BRITISH COLUMBIA By Henrik J. von Winthus ABSTRACT This thesis examines the development of Liberalism In British Columbia from the aspect of leader influence. It intends to verify the hypothesis that in the formative period of provincial politics in British Columbia (1871-1941) the average voter was more leader- oriented than party-oriented. The method of inquiry is predominantly historical. In chronological sequence the body of the thesis describes British Columbia's political history from 1871, when the province entered Canadian confederation, to the resignation of premier Thomas Dufferin Pattullo, in 1941. The incision was made at this point, because the following eleven year coalition period would not yield data relevant to the hypothesis. Implicitly, the performance of political leaders has also been evaluated in the light of Aristotelian expectations of the 'zoon politikon'. -

Collier Carleton University In November 1991, almost immediately after being elected to office, the left-wing BC NDP government of Michael Harcourt created the Ministry of Women's Equality (MWE). Even though BC already had a junior ministry to deal with women's issues, the MWE was the first and only full, free-standing ministry for women to be created in Canada with a mandate to advance women's equality (Erickson 1996; Teghtsoonian 2005). This was a significant achievement for women's groups and feminists within the BC NDP who had been trying to get the party to establish the ministry ever since it first formed a government between 1972 and 1975 (Erickson 1996). The MWE was a "central agency" within the BC government of the day. Its minister was given a seat on the two most important cabinet committees and the ministry as a whole was given a wide policy advisory role to "ensure that 'issues relating to women's equality [were] reflected in policy, legislation, services and programs throughout [the] government'" (quoted in Erickson 1996:199). -

Book Reviews The 1200 Days: A Shattered Dream: Dave Barrett and the NDP in BC z972-75> by Lome J. Kavic and Garry Brian Nixon. Coquitlam: Kaen Publishers, 1978. Pp. 290. Son of Socred: Has Bill Bennett's Government Gotten B.C, Moving Again? by Stan Persky. Vancouver: New Star Books, 1979. Pp. 319. British Columbia has come of age. The much vaunted left/right two party system, which our teachers of yesterday told us was the hallmark of maturity, is now ours to savour and enjoy. An additional sign of maturity, partly a response to the general growth of interest in provincial studies in Canada, is the expanding literature dealing with B.C. politics. While our bookshelves are scarcely groaning, they now sport a respectable dis play of books and journals on British Columbia. BC Studies is now in its second decade. The number of graduate theses steadily expands and illu minates the dark spots in our past. An additional welcome indication of this healthy introspection is found in book-length journalistic and descrip tive political commentary aimed at the general public. The 1200 Days and Son of Socred fall into this latter category. Persky explicitly refers to the responsibility of privileged academics "to spend more of their time and skills addressing the general public rather than just talking to each other" (p. 8). Neither work has any pretence to be the last word on its respective subject — the NDP period in office from 1972 to 1975 for Kavic and Nixon, and the Social Credit years from 1975 to 1978 of Bennett the younger for Persky.
