The town is located approximately 150 km by road to the South East of Juba. It lies at an average altitude of approximately 600m and is bordered to the east by Imatong Mountains, the hills of Gatiya, lowele, litibol, Mount Keneti, Telangan, Jebel Kedong, Gomia, Lotulu Lmodongi and Kitinga, which form the high ground within the catchment of Keneti River that flows through the town. The regional climate of the area is typical of a tropical continent, which is very much affected by the seasonal location of the Inter-Tropical Climate Zone (ITCZ). The annual total rainfall amounts to 1025 mm. The average minimum temperature is estimated at 19.3°C whereas the average maximum temperature stands at 34.3°C. Geologically, Torit is situated on the South-Western Basement Complex of South Sudan. The aquifers consist of a series of poorly connected fracture systems and the groundwater levels are highly variable with low and seasonal yields. Torit is located within the central African equatorial belt; the town and surrounding area well served by Keneti River which flows from Imatong Mountains and traverses a dense forest. The river is highly polluted downstream especially near and within Torit Town. A significant portion of raw water is extracted from approximately 98 boreholes in town. Water quality is reported to be fresh to brackish and occasionally saline. Population Based on the 5th National Census of 2008, Torit had a resident population of 33,660. The Bureau of Statistics and Evaluations reported the annual population growth rate for South Sudan as 2.5 per cent. The projected population for the design horizon 2022 and 2032 is therefore 84,807 and 113,974 respectively. This is based on the assumed returnee Influx Period (2009-2013) of five per cent, Urbanization Period (2014-2022) of four per cent and Urban Growth Stabilization Period (2023-2032) of three percent.Existing water supply situation The existing sources of water for Torit town are both surface water through River Keneti and ground water through over 98 boreholes. The existing water supply system utilizes surface water from River Keneti and covers a distribution network of approximately 2.5km within the urban centre. It was constructed in 1946 and the entire distribution network is operational having outlived its useful life. Rehabilitation of the existing system was carried out in 2008-2009 but covered only the intake, the water treatment plant, the pumping stations and the transmission line. The service reservoirs and the distribution network were not rehabilitated, hence there’s no functional distribution system. The rehabilitated sections of the system have also faced operational problems and have remained idle since completion of the rehabilitation works due to shortages of fuel for the generator used in the pumping station. The town therefore heavily relies on the operational boreholes for the water supply, though the boreholes have limited yields and are of poor quality.Existing Sanitation Situation The standard of existing sanitation situation facilities is generally very poor. Torit town has one State hospital and two primary health care centers located in Nyong and Himodong Payams. There are also a number of small clinics and one private health centre that has been constructed and is yet to be opened. From the health records, the most prevalent diseases include malaria, pneumonia, acute diarrhoea, meningitis, anemia, trauma, typhoid, ear and throat infections, eye infections, and other respiratory tract infections. The majority of these diseases are related to the low sanitation standards.There’s presently no sewerage system. Sullage collection and disposal is carried out privately by individuals through arrangements with the County authorities. The County authorities also hire private dump truck lorries to collect solid waste from designated areas in the town and transports to some dumping sites on a daily basis. However, there are no officially designated sites for sullage and solid waste disposal.Proposed WASH ProgrammeThis project focuses on PfRR WASH resilience programming in three “hubs of stability” namely Rumbek Center, Rumbek North, and Rumbek East the programme is an approach to resilience programming through community empowerment for sustainability of WASH services; transitioning from livelihood dependency on food aid and provision of basic services. The overall aim is to stimulate economic development and to improve live-hoods by: 1) primarily unlocking the potential of local SMEs in sustaining and management of water supply and sanitation infrastructure: 2) improving the community health conditions through provision of water and sanitation services: and 3) Sustaining the WASH infrastructure.(see more background on the project in the attached CFEI) 6 Expected Results - 40,000 most vulnerable IDPs and host community and WASH institutions (school and Health Facilities) people provided with access to basic and affordable drinking through rehabilitation of 40 boreholes have access - Communities are trained to plan WASH Programme and to effectively manage the operation and maintenance of WASH facilities in a sustainable manner.- 43 000 people in selected Programme areas are aware of and practice at least 3 key improved hygiene behaviors (hand washing, use of toilets and HWTS technologies).- 43,000 people in 40 villages in the selected Programme areas have sustainable access to sanitary means of excreta disposal and live in the ODF community.- 2000 pupils in 5 public primary schools and 2 Health Centers with improved access to sanitation and hygiene through Construct 10-compartment improved toilets blocks at each primary school and two-compartment improved toilets blocks at each health center with separate latrines for girls and boys and teachers, female, male and staff latrines and construction of 17 hand washing facilities (three for each school and one for each health facilities), 7 Indicative Budget - 8 Other Information - 9 Selection Criteria Name Description Weight Partners are expected to provide relevant information of their organization sector of expertise solidly justified with experience of pass year of projects executed.
