Agenda Item 4 Minutes of a Meeting of the DEVELOPMENT CONTROL COMMITTEE held remotely by video- conference on Wednesday, 23 June 2021 Present: Councillor Lynford Thomas (Chair), John Adams-Lewis, Ceredig Davies, Gethin Davies, Meirion Davies, Ifan Davies, Odwyn Davies, Peter Davies MBE, Rhodri Davies, Dafydd Edwards, Rhodri Evans, Paul Hinge, Catherine Hughes, Gwyn James, Maldwyn Lewis, Lyndon Lloyd MBE, Gareth Lloyd, Dai Mason, Rowland Rees-Evans and Wyn Thomas. Personal The Chairman welcomed all to the meeting. Councillor Paul Hinge wished to congratulate Nerys Hywel on recently being appointed as the first women chair for Aberystwyth rugby club. He also wished Steve Owen well on his walk from Cardiff to Penrhiwpal to raise funds for Woody’s Lodge, a social hub to guide veterans to the help and support they need to re-engage with their families and communities. If anyone wished to contribute a just giving page was available on their Facebook page. The Chairman congratulated all involved in the recent fund raising event at Felinfach Football Club for a young player Steffan Morgan who had been diagnosed with a rare cancer. Excellent news had recently been received as Steffan had received the news that he was now in remission. 2. Apologies Councillor Bryan Davies apologised for his inability to attend the meeting. 3 Disclosure of Personal and/or Prejudicial Interest Councillor Ceredig Davies declared a personal and prejudicial interest in Application A201050. 4. Minutes of a Meeting of the Committee held on the 09 June 2021 It was RESOLVED to confirm as a true record the Minutes of the Meeting of the 09 June 2021 Matters arising None. 5. Planning applications deferred at previous Meetings of the Committee Consideration was given to the Report of the Corporate Lead Officer – Economy and Regeneration on the following planning applications which had been considered at a previous meeting and which required further consideration by the Committee:- Page 3 Written representation from Ms Juanita Humprhis (Objector) was read out in committee in accordance with the temporary addendum to the Operational procedure for Members of the Public addressing the Development Control Committee in response to Covid-19 A200528 Formation of new agricultural field access, Land at Cilgraig, Capel Dewi, Llandysul To DEFER determination of the application pending the submission of both a geo- technical report and full details of the surface water drainage proposals, with the Corporate Lead Officer for Economy and Regeneration then being authorised to APPROVE the application subject to conditions to include a planting scheme in lieu of the loss of hedgerow. The application to be represented to Committee if this information was not presented within an acceptable timeline. The resolution to approve was also dependent upon planning application A210239 also being approved. Members were of the opinion that the application could be approved subject to the submission of further information to the satisfaction of the Corporate Lead Officer Economy and Regeneration for the following reasons:- A new field access was required which differed to the view of the officers in the report Information had been submitted that there was a need for the new access Accept the access would have a visual impact, however, on balance, the proposed entrance would be safer than the current access and Members considered that safety outweighed any detrimental visual impact The Local Highways Authority had no objection to the proposed access _____________________________________________________________________ 6.
