MESSAGE TO BE INCLUDED IN THE GOLDEN BOOK PUBLISHED BY "FOCUS " TO MARK THE RETIREMENT OF MR. SOREN JESSEN PETERSEN

June 2006

I have known S0ren for more than 25 years. He is an enthusiastic, open and compassionate human being. His humanitarian ideals have informed all his work, including his inspired and effective diplomacy. His fundamental strength has always been his ability to reach out and make people feel he was there for them.

Most recently, as my Special Representative in Kosovo, S0ren has led a highly complex mission during a very challenging period which included the October 2004 elections, successive democratic changes in government, and, sadly, the death of President Rugova. S0ren fulfilled his mandate with outstanding success and, as he had promised, brought a much more peaceful, democratic and stable Kosovo to a new phase, which will determine its final status.

SUBJECT: Participation of Ms. Hannah Davies, UNCTAD staff member, OB JET: in the workshop "Working together on a common approach for internal communications: making effective use of iSeek"

As you know, improving our internal communications is a central part of our efforts to improve the effectiveness of our work and instill a new management culture. I am personally involved along with ORHM and DPI in moving this forward. As part of this effort, we are organizing a work- shop from 28 to 30 June at United Nations Headquarters, as informed by the Deputy Secretary-General in a memo dated 5 May 2006.

We would very much like Ms. Hannah Davies, UNCTAD iSeek Focal Point to participate. She had been invited, but I understand from the organizers of the workshop that she has been unable to confirm her participation since a budget had not been identified for her travel to New York.

3. I believe it would be very important to have UNCTAD represented in this workshop, as it represents one of the main UN actors in Geneva. Ms. Davies has been very active and positive, and it would be beneficial for all parties if she could attend.

4. You may therefore wish to consider whether the UNCTAD administration could cover the cost of her travel to New York for this purpose.

As you know, improving our internal communications is a central part of our efforts to improve the effectiveness of our work and instill a new management culture. I am personally involved along with ORHM and DPI in this organization-wide effort.

As part of this effort, we are organizing a work shop from 28 to 30 June at United Nations Headquarters, as informed by the Deputy Secretary-General in a memo dated 5 May 2006. We would very much like Mr. Oleg Kiiamov, President of the Coordinating Committee for International Staff Unions and Associations (CCISUA) to participate. In fact, he has been selected as a participant in a panel discussion to be held on 30 June as part of the workshop.

3. Mr. Kiiamov is already in New York to attend the meeting of the SMCC. However, I understand that UNOG Staff Union has not agreed to pay for the additional two days DSA that would be necessary.

4. I believe the workshop would greatly benefit from the participation of a staff member from Geneva like Mr. Kiiamov. You may wish to consider whether the UNOG administration could cover the cost of the two days DSA.

Thanks so much for a useful "corridor meeting".

On the budget issues: - Mr. Oleg Kiiamov, Executive Secretary, UNOG Staff Coordinating Council, and President of CCISUA is supposed to be one of the Panelists on Friday 30 June. He agreed to do so, but would need funding for 2 days of per diem. He currently is in New York, attending SMCC, and is scheduled to leave New York, on 29 June in the afternoon. I believe there are some issues with the UNOG Staff Council whose position is that because it is organized by the administration, the Council should not have to pay. Maybe the UNOG Administration can be asked to pay for the two days of per diem?

- UNCTAD, Ms. Hannah Davies, Conference Affairs Officer, Intergovernmental Affairs and Outreach Section, UNCTAD iSeek Content Focal Point, needs full funding to be approved. She has informed us that although initially she was told she was attending the workshop, a budget was not identified, and she was told she would not come. I think her presence would be extremely useful, as UNCTAD is one of the main actors in Geneva, and she has been extremely positive and cooperative. The intention is to have group discussions with the three major Geneva entities when they are in New York to discuss progress on the Geneva migration issue.
