THE POLICE PATROL CAR WILLIAM DONALD PIERCY The author is a graduate of the School of Criminology of the University of California and is now enrolled as a law student at Hastings College of Law. Prior to his enroll- ment in the University of California, Mr. Piercy served two tours of duty with the United States Air Force. His article was prepared as a special project during his senior year in the School of Criminology and presents an interesting and valuable analysis of the police patrol car.-EDrroR The duties of the motorized patrolman, like the foot patrolman, are multifarious. They range from the pursuit and apprehension of criminals to the rendering of first- aid to the injured. To achieve maximum effectiveness, the car used by the motor patrolman must facilitate each of his many activities. Perfect suitability to every task may not be possible, but carefully made compromises will ensure that the patrolman's vehicle is an asset to him in every situation. -

Wehrmacht uniforms This article discusses the uniforms of the World uniforms, not included here, began to break away in 1935 War II Wehrmacht (Army, Air Force, and with minor design differences. Navy). For the Schutzstaffel, see Uniforms and Terms such as M40 and M43 were never designated by the insignia of the Schutzstaffel. Wehrmacht, but are names given to the different versions of the Modell 1936 field tunic by modern collectors, to discern between variations, as the M36 was steadily sim- plified and tweaked due to production time problems and combat experience. The corresponding German term for tunic is Feldbluse and literally translates “field blouse”. 1 Heer 1.1 Insignia Main article: Ranks and insignia of the Heer (1935– 1945) For medals see List of military decorations of the Third Reich Uniforms of the Heer as the ground forces of the Wehrmacht were distinguished from other branches by two devices: the army form of the Wehrmachtsadler or German general Alfred Jodl wearing black leather trenchcoat Hoheitszeichen (national emblem) worn above the right breast pocket, and – with certain exceptions – collar tabs bearing a pair of Litzen (Doppellitze “double braid”), a device inherited from the old Prussian Guard which re- sembled a Roman numeral II on its side. Both eagle and Litzen were machine-embroidered or woven in white or grey (hand-embroidered in silk, silver or aluminium for officers). Rank was worn on shoulder-straps except for junior enlisted (Mannschaften), who wore plain shoulder- straps and their rank insignia, if any, on the left upper sleeve. NCO’s wore a 9mm silver or grey braid around the collar edge. -

Erleben Sie, mit welchen unterschiedlichen Einsatzmitteln und Ausrüstungen die Polizei ihre vielfältigen Aufgaben bewältigt, lassen Sie sich rund um Ihre Sicherheit beraten, testen Sie sich und Ihre Fähigkeiten in Sachen Straßenverkehr oder infor- mieren Sie sich über die Arbeit und die Technik Ihrer Polizei. Für die jungen Besucherinnen und Besucher, die sich für den Beruf der Polizistin oder des Poli- zisten interessieren, bietet der heutige Tag eine gute Gelegenheit, mehr über unsere Ausbildung zu erfahren. Die Kolleginnen und Kollegen beraten Sie gerne umfassend über die vielfältigen Möglichkeiten dieses Berufs. Anschließend können Sie Ihre Fitness auf dem Hindernisparcours für das Einstellungsverfahren testen. Zahlreiche Helferinnen und Helfer haben den Tag der offenen Tür mit viel Fleiß, vielen guten Einfällen und großem Engagement geplant und vorbereitet. Dafür möchte ich Ihnen ganz herz- lich danken. Festschrift für Brigitte Bailer, Wien 2012 91 Peter Black Odilo Globocnik, Nazi Eastern Policy, and the Implementation of the Final Solution During the spring of 1943, while on an inspection tour of occupied Poland that included a briefing on the annihilation of the Polish Jews, SS Personnel Main Office chief Maximilian von Herff characterized Lublin District SS and Police Leader and SS-Gruppenführer Odilo Globocnik, in the following way: “A man fully charged with all possible light and dark sides. Little concerned with ap- pearances, fanatically obsessed with the task, [he] engages himself to the limit without concern for health or superficial recognition. His energy drives him of- ten to breach existing boundaries and to forget the boundaries established for him within the [SS-] Order – not out of personal ambition, but much more for the sake of his obsession with the matter at hand. His success speaks unconditionally for him.”1 Von Herff’s analysis of Globocnik’s reflected a consistent pattern in the ca- reer of the Nazi Party organizer and SS officer, who characteristically atoned for his transgressions of the National Socialist code of behavior by fanatical pursuit and implementation of core Nazi goals.2 Globocnik was born to Austro-Croat parents on April 21, 1904 in multina- tional Trieste, then the principal seaport of the Habsburg Monarchy. His father’s family had come from Neumarkt (Tržič), in Slovenia. Franz Globocnik served as a Habsburg cavalry lieutenant and later a senior postal official; he died of pneumonia on December 1, 1919. -
