Lalit Babu was born on the 2nd February, 1922, and he left for his heavenly abode on the 3rd January, 1975. In his sad demise, the nation has lost one of her illustrious sons and distinguished leaders and makers of modern India and the State of Bihar, and above all, I have sorely suffered a personal loss as the great man who had been a model ideal in the political life of mine is no more. He was a close confidante of Pandit Jawaharlal Nehru, the first , and an intimate associate of Smt. . Enkindled as his dreams were by the visions of Pt. Nehru, it is through him that I got dedicated to his value-based politics, actions, promises and programmes. After I got elected to the Bihar Legislative Council, out of love and affection of my fellow-intellectuals to step in political life, it was Lalit Babu through whom I imbibed deep sense of love for the people, a sense of incessant duty towards the State of Bihar as well as the nation as a whole. He was a leader with rare qualities. He was democratic and liberal in decision making, and equally painstaking in the implementation of the same; and with regard to human values and principles, he always stood like a rock. He had merit, integrity, intelligence, initiative, innovation and courage. He was a man of conscience, having no bias, nor any prejudice nor even a complex of ego. He had an open mind on all contemporary issues and a secular outlook. He was a good communicator and listener to all and easily accessible even to a common man. He had won the hearts of the people he represented as well as his own followers and admirers and even those of his opponents—rare traits and qualities of responsive and sensitive leadership, which make all-round success possible in life. Time throws many into oblivion. But Lalit Babu continues to live embedded deeply in the memories of his people, of his admirers and particularly of those in Bihar as a gem of men, as a redeemer of their pledges, as an alleviator of their anxieties, and as a shooter of their problems. He is as near and dear to all of us even to day as he was when he was at the height of his socio-political life. Lalit Babu served the nation even during the days of political upheaval in the country, struggled for social justice with all sincerity at his command, as a committed social and political worker, popularizing and putting into action his ideals, enmissioned at placing the nation on the path of progress and particularly adding smiles to the faces of the poor, down-trodden and deprived. Lalit Babu’s absence is much more felt to day when various kinds of internal, regional and international problems like regional disintegration, naxalism, terrorism are threatening the natiion. As a Central Ministr of Foreign Trade, he gave new dimensions and directions to our trade and commerce and helped the nation earn not only foreign exchange, but also a coveted place of prestige in the international trading community. He accorded honour to Mithila paintings and sculptures of Bihar; and thus put Bihar on the global trading map. As Railway Minister, he gave a new dynamic shape to its organizational structure, raised its operational efficiency and introduced a number of trains, catering particularly to the needs of backward regions and localities of North Bihar. Pandit Nehru appreciated Lalit Babu for untiring zeal and action aimed at turning Kosi ‘ the sorrow of Bihar’ into ‘blessing for Bihar’. On that account, he is known as Bhagirath, to which the vast Kosi tracts studded with dancing crops and giggling gardens stand as convincing testimony. Lalit Babu was a great humanist. Rising above all petty prejudices of caste, colour and religion, he loved and respected every body as a men. He had particular considerations for the downtrodden and the poor and like a Danveer Karna, he helped a lot all those who went to him for the purpose. A special feature of his great personality was to stand by the side of one, once befriended, even if the one changed sides and loyalties. Once a friend, always a friend. This has also always been my ideal, and I have sought to pursue it even when faced with odds. For this aspect of Lalit Babu, he was endearing, no doubt, to his party men, but was also respected by those in political opposition. He was a towering citadel of affection and respect for the suffering humanity. Lalit Babu was a great manager of man, and commanded superb organizational skill. He helped people sink their differences, forget their petty prejudices, and come ultimately under one banner for the common cause. He was really a ‘Leader of men’ in true sense of the term. He particularly rose to heights in moments of crisis, displayed a matchiess capacity for getting over it, and thus, worked as a great cementing and coalescing force whenever the Congress-unity was threatened, and nation’s interest was in question. Throughout his life, he loved and worked for the nation and also for Bihar. We in Bihar have special reasons to remember him and pay our homage to him especially when there are a number of constraints to the development of the State. However, the present government of the State have promulgated policies, and are implementing multidimensional schemes to perpetuate in the State a self-propelling process of development, oriented more to ameliorating the anxieties of the lot of the weaker sections of the society. Under these circumstances, we should continue to be inspired and guided by Lalit Babu’s indomitable spirit and insight, and propel the boat of State’s development on and on. His spirit will, I am sure, enable us to fully implement our development programmes as included in the State’s Approach to the Eleventh Five Year Plan (2007-12), for More inclusive and Faster Growth which is now the central feature of our planned development endeavor and will promote our prosperity on all fronts. Today Lalit Babu is no more, yet his spiritual force is all the time there with us to translate his great humanitarian mission into action. Lalit Babu believed that all socio-economic development especially the upliftment of the poor needed development of human resource and skill. It is to this end that the two institutions, namely L.N. Mishra College of Business Management, Muzaffarpur, and L.N. Mishra Institute of Economic Development and Social Change, Patna were started by us. These are living memorials of Lalit Babu. A society without pride in its past can not look forward to a great future. The country has scientific temper since Indus Valley civilization. There have been theories formulated in that era even without the help of instruments to do research, collect data and make inferences. But from 600 AD till Independence, we remained an oppressed lot and hence scientific creativity suffered immensely. Post-Independence, we have really blossomed. There was a tendency among youth not to apply knowledge. Once they started applying it, they would start creating and innovating. Budding managers with unique talents use their knowledge effectively to provide solutions to the myriad problems faced by Indians in the rural areas and the population living below the poverty line.

(iii) INTRODUCTION

“Bihar Institute of Economic D e v e l o p m e n t ” was established by Dr. in 1973 to carry out research aimed at facilitating socio- economic development. In 1975, to preserve the memory of late Sri Lalit Narayan Mishra, the then Union Railway Minister, the Institute was renamed as “Lalit Narayan Mishra Institute of Economic Development and Social Change (LNMI)” and very soon it diversified into education with courses in O f f i c e M a n a g e m e n t , B u s i n e s s Management, Marketing & Sales Management and Personnel Management & Industrial Relations. As the demand for the various Management Programmes changed with time, some of these courses were dropped, others modified, and new ones added. Later on, the Institute was taken over by the Government of Bihar. Presently, the Institute offers courses in Management and Computer Science with appropriate support systems. The Institute’s campus is centrally located at 1, Jawaharlal Nehru Marg, Patna, west of Patna High Court and south of Patna Women’s College. Glorious existence for over 40 years itself reflects its excellent success in the areas of Management and Computer Education, Research and Training not only inside the country but abroad also. The Institute is equipped with six state-of-the art air- conditioned computer centers with Broad-Band and Leased Line based Internet facility round the clock; a very rich air-conditioned library with sitting capacity of more than 100, where a large number of books, magazines, periodicals, journals of national and international repute, etc. are available. An on- line computer training center has been established under the Capacity Building Programme, Department of Information Technology, Govt. of India to impart computer training to Govt. of Bihar employees of various level. A LAN has been established to interconnect different sections/cells /departments of the Institute to increase efficiency of the employees. A large number of National and International Research Projects related to Socio-economic condition have been completed. The Institute has got an effective and efficient placement cell which functions as a catalyst in facilitating placement of the students suitably. The alumni of the Institute are always in touch with the institution and help in providing better job opportunities to the students who pass out. The Institute provides scope and opportunity for the cultural activities of the students. The Institute has an impressive fully air-conditioned auditorium with 300 comfortable seats. A new building has come up adjacent to the existing building. This building will have large examination halls & well-equipped computer labs, besides additional classrooms.

Generally, the Library which is fully air- conditioned remains open from 09:00 a.m. to 05:30 p.m. during working days.

The Library has been automated /computerized using e-Granthalaya software. It has been connected with 1200 libraries inside and outside the Country through DELNET (Developing Library NETwork). LNMI Library is also a member of the American Library, Kolkata.

Computer Centre The Institute has seven Computer Centres providing wide range of i3 and i5 processor based Computer Systems, Laptops, all ranges of Printers including Colour Laser and Mobile Printers, Scanners, 50” Plasma Screens, etc. All computers are inter connected with LAN using four regular Servers. Each Computer has 1 GBPS Leased Line based Internet accessibility. The Institute, therefore, provides adequate and suitable computing facilities for teaching and training purposes. The centres with its highly skilled manpower and networked systems offer Lab and Internet facilities to the participants of management and computer applications courses. IT Training Centre The first floor of the main building is the IT Floor of the Institute. One Computer Centre at first floor is utilized as IT Training Centre. It has been so designed that On-line Classes are easily arranged. It is equipped with rectangular 19” TFT monitors, LCD Projector, Smart Interactive Board and high speed (1 GBPS) Leased Line based Internet facility. It imparts training to Government Servants sponsored by the State Govt. under Capacity Building Programme, Deptt. of Information Technology, Facilities / Services Facilities / Services Govt. of India. The Institute has been playing a vital role in imparting e-training with customized software to the officials of various departments under Govt. of Bihar.

3 On – Line Examination Facilities The Institute has emerged as a Centre for Excellence in the area of providing all types of On Line Examination Facilities. It is the only centre in the state of Bihar for On Line Examination conducted by NIELIT, (Formerly DOEACC Society) an Autonomous Society of Dept. of Information Technology, Ministry of Communications & Information Technology, Government of India. Staff Selection Commission, Allahabad has utilized this facility of the Institute for its On Line Examination. Organizations under Govt. of Bihar like Bihar State Road Development Corporation, Urban Infrastructure Development Corporation, Mid Day Meal Scheme of Department of Education, etc. are some beneficiaries. Several organizations like Tata Consultancy Services (TCS), National Stock Exchange (NSE)-IT, Eduquity, etc. are being benefited by such facility on regular basis. Some of the important examinations are GATE, CAG, BITSAT, SMU, KIIT, SRM, IBPS-CWE, AIMA-MAT, BIT-MCA, ICAI, etc Internet Facility : The Institute has been selected by Govt. of India under National Knowledge Network (NKN). Power Grid Corporation of India Limited (PGCIL) has provided high speed (1 GBPS) Leased Line based Internet facility in the Institute. Another Internet connection (2 MBPS) has been provided by BSNL. Every section/cell has Internet accessibility in the Institute.

Placement Cell The Institute has a well organized Placement Cell with its objective to provide assistance and guidance to its participants in getting training and employment in the corporate world. It serves as a channel of communication between participants and organisations seeking skilled human resource. Placement is a facility, not a right. Attempts are made every year to contact more and more organizations for summer training as well as final placement. Efficiency of the Placement Cell is such that in many cases some students have been selected by more than one employer. Consistent with its objectives, the Institute placement support is not confined only to the designated organizations/ employment sector. The Institute has posted the description of each ambitious plan and the curriculum vitae of each of its participants on its website. This will ensure that all the passing out participants have several options in the corporate world for a better future. The Institute has been successful in placing its participants in reputed organizations for summer training and final placement. 6 (a) Health Care Advice : A qualified and experienced medical practitioner is available, on part-time basis, to the participants and staff of the Institute to render medical advice. The Doctor is available on appointed days and time which is notified on Institute’s Notice Board from time to time separately. First- aid facility is also available in the Institute.

(b) Girls and Boys Common Room Facility : The Institute provides common room facilities for girls and boys separately .

(c) Student Cell : A Student Cell has been set up in the Institute with the objectives of providing opportunities and facilities for all-round development of personality of the participants. (e) Scholarship : (i) Bharti Foundation (Airtel) New Delhi has provided scholarships (Rs. 25000 per semester) to selected candidates on ‘merit-cum-means’ basis. Many students are recipients of State Govt. Scholarships also. (ii) Central Sector Scholarship Scheme to Top Class ‘B’ School for Scheduled Castes students : The Government of India, Ministry of Social Justice & Empowerment has categorized this Institute as one of the best Business Schools and included in the list of 88 top Management Institutions in India for Scholarship under this scheme. At present four meritorious SC students are selected by the Govt. of India to be awarded this scholarship provided they fulfil the eligibility conditions. HOW TO APPLY

Pedagogy: The teaching methods are designed to transform the students into competent professionals for business environment. Innovative teaching methods such as business games, case analysis, role plays, group discussions, panel discussions, seminars and surveys will be extensively used. Experts from corporate sector will be associated in all these programmes. Thus, s good blend of conceptual skill and practical insight will be provided.

Master of Business Administration – Executive: MBA - Executive is a Master of Business Administration program, designed for the working executives. The course content is similar to the regular MBA , but the extent and depth of coverage of each subject can vary, depending on the duration of the program. The methodology and the focus can be however different to suit the working professionals. MBA - Executive program is however exclusively meant for working professionals, including persons engaged in own business. This makes working executives more comfortable as they are not able to associate that well with the freshers. Persons engaged in own business may also be sponsored and take admission in the course. But level of the applicant must be executive / administrative / managerial / supervisory and organization be reputed. A candidate will have to appear in Group Discussion (GD) and personal Interview (PI) only. He/she is exempted to appear in any written test. He/she must have to submit certificate from the sponsorer organization at the time of admission. For applying, he/she may furnish advance copy of the application submitted for sponsorship in his/her organization.

Master of Applied Management (MAM) : The course is 5-year Integrated Management programme designed by All India Council for Technical Education (AICTE), New Delhi. It will provide (i) An undergraduate degree in 3 years i.e. Bachelor of Management (BM) degree (ii) Bachelor of Applied Management (BAM) degree and (iii) At the end of successful completion of 5 years, Master of Applied Management (MAM) degree.

ADMISSION PROCEDURE FOR MBA, MBA(IB), MBA-Executive & MHRM PROGRAMMES (i) Information Kit along with Application Form can be had from The Registrar, L.N. (xi) Chairman's Quota : The chairman of the institute may nominate candidates for admission in MBA,MHRM & MCA programmes as per the quota specified for each programme. A candidate may be nominated by the chairman provided the candidates has taken the MAT/CMAT for MBA and MHRM, or Admission Test for MCA conducted by the institute, and has obtained at least 30% of full marks in the MAT/CMAT and written test for MCA. 11 Category B Candidates (Employed Graduates) A candidates is said to belong to category B and is exempted from taking the written Test for admission if he /she fulfils each of the following conditions: (i) The candidate have got, on 30.04.2014,continuous working experience of at least two years after obtaining the minimum educational qualification as per the eligibility criteria for the concerned programme. (ii) The work experience required in (i) above must be on an executive post in a Government or semi-Government organisation or a public Limited Company. (iii) The Grade pay of the candidate at the time of applying for admission must be Rs.4600/- (Rupees Four Thousand six Hundred ) per month; a certificate in this regard from the competent authority must be attached with the application for admission. (iv) The candidates must either be duly sponsored by the employer, or furnish along with the application for admission, a “No objection certificate” for the entire period of the programme from his/her employer. Further, category 'B' candidates ust clearly request for exemption from taking the written test in application form. A category 'B' candidate working with a public Limited company must attach along with his/her application attested copies of the following documents (each attested by a Gazetted officer): (a) Certificate of incorporation of the company, (b) Memorandum of Association of the company, and (c) Articles of Association of the company. A candidate of this category, if admitted, will have to attend classes regularly at the institute for the duration of the programme to which he/she is admitted. Category 'A' Candidates : A candidate is said to belong to category 'A' if he/ she possesses the minimum educational qualifications as per the eligibility criteria for the concerned programme and fails to fulfill any one or more of the conditions required for category 'B' above.

LNMI - Examination

12 The Institute has been granted autonomy by the EXAMINATIONEXAMINATION Magadh University, Bodh-Gaya in respect of conduct of examinations and publication of results thereof also. Accordingly all theory, project, viva voce and practical examinations are conducted by the Institute itself. The degree (MCA, MBA, MBA(IB), MBA-Executive., MHRM, MAM, BCA & BBA) is awarded by the Magadh University, Bodh Gaya. At the end of each semester, examinations are held for the prescribed subjects. Following are the Constituents of the full marks :

The duration of the theory paper’s examination will be of four (4) hours for P.G. Courses and three (3) hours for U.G. Courses (BBA & BCA) Sent- up Participants : To be sent-up for semester – end examination, a student should have a minimum of 75% attendance of total classes held in all papers of the semester. A student will not be allowed to take the semester-end examination, if he/she fails to secure 75% attendance in aggregate. Internal Assessment Marks : The responsibility for evaluation shall be that of the Committee consisting of the concerned faculty members and headed by the Director of the Institute. Project Report & Viva Voce : All participants are required to undergo project work as prescribed in the syllabus and they are required to submit the Project Report in three copies as per the time-schedule announced by the Institute. Evaluation of project report is the responsibility of the Board of Examiners appointed for this purpose. They will also conduct Viva-Voce on project work done by the students. Result & Mark-Sheet : After the final examination, the Institute will publish the list of successful participants (those who complete the entire course successfully) arranged in order of merit. These successful participants shall be given their respective mark-sheets on payment of the prescribed fee.

13 Participants will have to produce “NO DUES certificates” from the Library, Admission Section, Computer Section and two wheeler Stand for taking final marks-sheet / provisional certificate from the examination department.

Provisional Certificate : Provisional Certificate shall be issued to successful participants on payment of the prescribed fee (Rs. 100/-).

Unfair Means Cases : Such type of cases will be dealt with severely according to the rules and regulations issued by the University and the State Govt. of Bihar.

Carry – over Examination : If a participant, who is allowed to sit in the examination of any semester of his / her batch, fails to appear or fails in examination, he / she may sit in the carry-over examination without attending classes. However, a participant who is not allowed to appear in the examination due to shortage of attendance, may take the examination (carry-over) only when he / she is allowed to sit in the examination by the competent authority.

A participant who does not clear any paper(s) in any semester due to some unavoidable reason(s) or fails in any such paper(s) is allowed at the discretion of the Director and as per the Examination Rules to appear in subsequent examination(s) in such paper(s) as a carry-over examinee and meanwhile he / she is allowed to go to next semester.

A participant can normally avail three chances to clear any paper / semester and thereafter more chances by the special permission of the Director, but in no case beyond the expiry of two years of the final semester examination of candidate’s original batch.

Retotalling of Marks : A participant not satisfied with the marks awarded by the examiner in any paper(s) (except Practical and Project & Viva Voce) may apply for retotalling of marks by depositing the requisite fee (Rs. 100/- per paper). The result of such retotalling will be communicated through Notice Board of the Institute. There is, however, no provision for re-evaluation.

Make – up Examination : A participant who passes in all papers (40% being the pass marks) but fails to obtain required aggregate percentage (45%) of marks in any semester, may be allowed to make-up for the deficiency by appearing at any one or more paper(s) of the concerned semester subject to application of other rules.

(ii) For refund of fee, AICTE NORMS will be followed.

(iii) A participant who wishes to leave the programme he / she has been admitted to anytime after the commencement of the programme, will have to deposit the entire fees, otherwise necessary formalities for leaving the Institute will not be completed. (iv) Payment of Instalment (s) : Second and third instalments of Fee(s) and other charges shall have to be paid alongwith application form of 2nd and 4th Semester examinations, respectively.

Participants who fail to pay Instalment (s) on or before the notified date, will not be allowed to appear in the concerned semestr examination and he/she will be debarred to attend classes of the next semester.

A participant who fails to deposit the Instalment on the specified date may be allowed to deposit the same within seven days of the expiry of the specified date with a fine of Rs. 300/- (Rupees three hundred) only.

A Participant who fails to deposit the Instalment(s) on specified date and debarred may be allowed to join next semester only when he/she deposits the Instalment with fine and Rs. 1,000/- (Rupees one thousand) only as the fine for revocation of debarment.
