In his sad demise, the nation has lost one of her illustrious sons and distinguished leaders and makers of modern India and the State of Bihar, and above all, I have sorely suffered a personal loss as the great man who had been a model ideal in the political life of mine is no more. He was a close confidante of Pandit Jawaharlal Nehru, the first Prime Minister of India, and an intimate associate of Smt. Indira Gandhi. Enkindled as his dreams were by the visions of Pt. Nehru, it is through him that I got dedicated to his value-based politics, actions, promises and programmes. After I got elected to the Bihar Legislative Council, out of love and affection of my fellow-intellectuals to step in political life, it was Lalit Babu through whom I imbibed deep sense of love for the people, a sense of incessant duty towards the State of Bihar as well as the nation as a whole. He was a leader with rare qualities. He was democratic and liberal in decision making, and equally painstaking in the implementation of the same; and with regard to human values and principles, he always stood like a rock. He had merit, integrity, intelligence, initiative, innovation and courage. He was a man of conscience, having no bias, nor any prejudice nor even a complex of ego. He had an open mind on all contemporary issues and a secular outlook. He was a good communicator and listener to all and easily accessible even to a common man. He had won the hearts of the people he represented as well as his own followers and admirers and even those of his opponents—rare traits and qualities of responsive and sensitive leadership, which make all-round success possible in life. Time throws many into oblivion. But Lalit Babu continues to live embedded deeply in the memories of his people, of his admirers and particularly of those in Bihar as a gem of men, as a redeemer of their pledges, as an alleviator of their anxieties, and as a shooter of their problems. He is as near and dear to all of us even to day as he was when he was at the height of his socio-political life. Lalit Babu served the nation even during the days of political upheaval in the country, struggled for social justice with all sincerity at his command, as a committed social and political worker, popularizing and putting into action his ideals, enmissioned at placing the nation on the path of progress and particularly adding smiles to the faces of the poor, down-trodden and deprived. Lalit Babu’s absence is much more felt to day when various kinds of internal, regional and international problems like regional disintegration, naxalism, terrorism are threatening the natiion. As a Central Ministr of Foreign Trade, he gave new dimensions and directions to our trade and commerce and helped the nation earn not only foreign exchange, but also a coveted place of prestige in the international trading community. He accorded honour to Mithila paintings and sculptures of Bihar; and thus put Bihar on the global trading map. As Railway Minister, he gave a new dynamic shape to its organizational structure, raised its operational efficiency and introduced a number of trains, catering particularly to the needs of backward regions and localities of North Bihar. Pandit Nehru appreciated Lalit Babu for untiring zeal and action aimed at turning Kosi ‘ the sorrow of Bihar’ into ‘blessing for Bihar’. On that account, he is known as Bhagirath, to which the vast Kosi tracts studded with dancing crops and giggling gardens stand as convincing testimony. Lalit Babu was a great humanist. Rising above all petty prejudices of caste, colour and religion, he loved and respected every body as a men. He had particular considerations for the downtrodden and the poor and like a Danveer Karna, he helped a lot all those who went to him for the purpose. A special feature of his great personality was to stand by the side of one, once befriended, even if the one changed sides and loyalties. Once a friend, always a friend. This has also always been my ideal, and I have sought to pursue it even when faced with odds. For this aspect of Lalit Babu, he was endearing, no doubt, to his party men, but was also respected by those in political opposition. He was a towering citadel of affection and respect for the suffering humanity. Lalit Babu was a great manager of man, and commanded superb organizational skill. He helped people sink their differences, forget their petty prejudices, and come ultimately under one banner for the common cause. He was really a ‘Leader of men’ in true sense of the term. He particularly rose to heights in moments of crisis, displayed a matchiess capacity for getting over it, and thus, worked as a great cementing and coalescing force whenever the Congress-unity was threatened, and nation’s interest was in question. Throughout his life, he loved and worked for the nation and also for Bihar. We in Bihar have special reasons to remember him and pay our homage to him especially when there are a number of constraints to the development of the State. However, the present government of the State have promulgated policies, and are implementing multidimensional schemes to perpetuate in the State a self-propelling process of development, oriented more to ameliorating the anxieties of the lot of the weaker sections of the society. Under these circumstances, we should continue to be inspired and guided by Lalit Babu’s indomitable spirit and insight, and propel the boat of State’s development on and on. His spirit will, I am sure, enable us to fully implement our development programmes as included in the State’s Approach to the Eleventh Five Year Plan (2007-12), for More inclusive and Faster Growth which is now the central feature of our planned development endeavor and will promote our prosperity on all fronts. Today Lalit Babu is no more, yet his spiritual force is all the time there with us to translate his great humanitarian mission into action. Lalit Babu believed that all socio-economic development especially the upliftment of the poor needed development of human resource and skill. It is to this end that the two institutions, namely L.N. Mishra College of Business Management, Muzaffarpur, and L.N. Mishra Institute of Economic Development and Social Change, Patna were started by us. These are living memorials of Lalit Babu.
