Agency Background Information The Civil Aeronautics Board (CAB) was established Within the Departme~t ofCommerce' under Reorganization Plans 3 and 4 of 1940, effective June 30, 1940.. The Board was made an independent agency by the Fede!al Aviation Act of1958 (72 Stat. 731), effective January 1, 1959. The c;AB was given responsibility for regulating economic aspects ofair cameroperations, promulgating safety standards, investigating accidents, and promoting international air transportation. The CAB authorized domestic air carriers to engage in interstate and ' foreign tnmsportation and regulates the' operations offoreign air ca,niers in the Uriited States. It had jurisdicti'on over subsidies paid air carriers' and over tariffs, rates, andfares 'charged for air transportation and for carrying the mail. The CAB" which regulated the .accounting procedures of air carriers and their finalicial and business relationships, required the carriers to file regular financial and operating reports and made that data available to other Government agencies and the public. ' The Civil Aeronautics Board (CAB) ceased to exist (sunsetted) on December 31, 1984. Beginning on January 1, 1985, air carrier reports Were handled by the Department of Transportation (DOT), Research and Special Programs Administration (RSPA), Office of Aviation Information Management. National Archives(NA) Background Information At one time the National Archives operated a depository for non-archival machine-readable records ofhighcurrent interest, which have been made, received, or acquired by Federal agencies. Under the tenns ofinter-agency agreements ofSeptember 9,1977, January 2, 1979, November 14, 1979, and March 25,1982, CAB transferred copies of many ofits machine-readable data files to the physicaI custody ofthe National Archives. The National Archives offered reference on these data files. , . These records were not appraised at the time they were deposited in the National Archives. In 1982 and 1983, these records were scheduled and many appraised as permanent in Jobs NC1-197-82-1 and NCI-197-83-1. States" this action started the process to formalize the change in status of the permanent . machine-readable :files produced by the CAB which were now underRSPA's jurisdiction.. The SF 258 [NN3-197-89-1](Attachment 1) covers the formal transfer of all permanent machine-readable files CAB produced through December 1984. The attachment to the SF 258 lists the files/surveys; Request for R:ecords Disposition Authority (SF i 15) citation, source/producer ofthe file, number ofreels, and "permanent" inclusive dates. (See Attachment 2) National Ar~hives Processing Information· Terms Accession Number: A National Archives assign.ed number for agency's pennanent records, . thatare transferred to the legal and physical custody ofNARA. (Example: NN3-197':'89-1) Control Number: These numbers are based on the attachment to the SF 258 (Attachnient 2). Some series have the same title but the control number and date span will be different. In these instances, this indicates to the user that there was a change in the record layout. Record Group eRG): A body oforganizationally related records established by an archival agency after con~idering the organization's administrative history and complexity ~d the volume ofits records. The NationalArchives uses record group numbers to keep track of agency records during and after the schedulingprocess, including those transferred to Federal records centers and/or the National Archives. "survey" title listed on the attachment to the SF 258 covering [NN3-197~89-1J . • **********~*****************************.*****~********.**~*********** When the National Archives decided to formally accession the :files warranting long-term preservation, validation and preservation work started. Because ofthe large number offiles . requiring preservation (677 magnetic tapes), there was a reluctance to approve the SF 258 . without some preliminary validation .and preservation work. Based on this preliminary . work, the Machine-readable Branch (NNXA). decided to approve the SF 258 in 'une 1989. It was anticipated thatNNXA might encounter some problems with a few tapes, but would be able to secure another copy ofthe file or would be able to ·document the problems· sufficie~tly to support reference use of the files. There are numerous data sets covered by accession NN3-197-89-1. lfthe National Archives was able to successfully copy the data set and if adequate documentation exited and there are no major discrepancies between the data and the documentation then these data sets are included in this documentation package. The documentation package is divided into surveys/series.
