I ask this not only because I believe that this document will commend itself to the large majority of delegates, but because its compelling logic makes it a fine statement of the Party’s point of view on this immense problem. We can all agree on the tremendous significance of this debate. We can also agree that it is already warm in this hall, and likely to become much hotter as the day goes on. Do not therefore, let us get over-heated. I plead at the start for tolerance, tolerance in particular between those who hold the more extreme views in this controversy – those who, on the one hand would like to see Britain enter Europe whatever the conditions, and those who, on the other hand, are opposed to Britain entering Europe on any conditions. -

The Smokescreen Budget In the House of Commons Library George Osborne’s claim that his is a One Nation budget should ensure its being placed in the Fiction Section. Low-paid basic workers did not (for political purposes) exist, or had no right to exist, or could live on thin air. Yet it is on these that the world’s life finally depends. In the book of Ecclesiasticus, 38, the honour due to the doctor and the intellectual are duly acknowledged. The question is then raised ‘whose work sustains the fabric of the world’ – keeps its essential life going from one day to another. The answer is the basic worker. It is a twisted society which does not acknowledge and honour that. Osborne’s is the budget of a twisted society, as far from reality as is Alice in Wonderland. When, in a budget speech, a smokescreen is deliberately put in place, the wise will peer underneath to see what realities are being concealed. How is this done? Osborne used shock tactics. A Tory budget anticipating a living wage of £9 an hour! – enough to distract the attention of the unwary from the nitty-gritty substance! Yet, even at that point, awkward thoughts might have caused the wary to pause. One is that this will cost the government nothing. Another is that, if, at one fell swoop, the government could establish a living wage in the future why was this not done when basic wages were so low as to leave workers living on the margins. A third is that the target is distant enough, so that, by the time the date is reached, it may amount to no more than a minimum wage arrangement. -

Some Recent Writings on the History of Great Britain from 1832 to 1868 THE PURPOSE of this review article is to try to provide some guidance for New Zealand sixth-form teachers involved with the University Entrance topic on Great Britain, 1832-1868. The syllabus directs the teacher to cover the following problems: 'Industrialisation and urbanisation; economic growth and economic fluctuations; the situation established by the 1832 Reform Act; social and administrative reform from the 1830s to the 1860s; the rise, achievements and fall of Peel; the occasions, goals and results of agitation; the revival and results of political reform in the 1860s; party government and party organisation' (University Grants Committee Handbook, 1975, p. 158). This is certainly an ambitious programme but it is one which provides • an opportunity for the teacher and the students to familiarize themselves with the sorts of issues which are dominant in modern historical writing. It is, therefore, somewhat disappointing that the topic is one of the least popular, being heavily beaten in the popularity contest by those topics covering what was often the major element in Stage III university courses in the 1940s and 1950s: diplomacy and nationalism in the nineteenth and early twentieth centuries. This may not be the best way to preserve a diet of serious history against the intellectual porridge known as social studies. It also seems strange that more interest cannot be generated in the very society from which New Zealand's own governing traditions emerge. The present discussion of those traditions in their original, early Victorian British context is marked by a great, not to say, bewildering variety of interpretations as well as by a rather self-conscious concern with method. -

Particularitiesof Tony Blair’ governments’foreign policy decision-making process The present article is devoted to the problem of particularities of Tony Blair’ governments’ foreign policy decision-making process. The aim of the paper is to analyze the decision-making model formed by Tony Blair as well as to identify key factors which impacted the process of creation and implemen- tation of foreign policy decisions in the framework of Tony Blair’ leadership model. It was concluded that Tony Blair had formed tree level decision-making system. Rolls of the Parliament and the Gov- ernment in the deliberation process were frustrated. On the other hand, special advisers and so called selective committees impacts were strengthened. This institutes played the role of consulting bodies on specific issues of the agenda. Prime Minister and Minister of Foreign Affairs were the driving force of all process. But usually the second one was like the executor of Prime Minister’ decision. -

The International Monetary Fund (IMF) has forecast the UK to be the fastest growing economy among the Group of Seven (G7) major industrialised economies in 2016, with growth of 1.8%, slightly above the G7 average of 1.6%. In the three months to August 2016, there were 31.81 million people in work, including 3.45 million non‐UK nationals, or 74.5% of the 16‐64 population eligible for employment, the joint highest figure since comparable records began in 1971. Unemployment is 4.9% of the workforce, or technically full employment. In August 2016, 1000 people took strike action, the lowest figure since records began in January 1986. -

Dates: 1861-1932 (also Leader Family correspondence 1848-1890) Level: Fonds Extent: 23 boxes Name of creator: Anthony John Mundella Administrative / biographical history: The content of the papers is mainly political, and consists largely of the correspondence of Mundella, a prominent Liberal M.P. of the later 19th century who attained Cabinet rank. Also included in the collection are letters, not involving Mundella, of the family of Robert Leader, acquired by Mundella’s daughter Maria Theresa who intended to write a biography of her father, and transcriptions by Maria Theresa of correspondence between Mundella and Robert Leader, John Daniel Leader and another Sheffield Liberal M.P., Henry Joseph Wilson. The collection does not include any of the business archives of Hine and Mundella. Anthony John Mundella (1825-1897) was born in Leicester of an Italian father and an English mother. After education at a National School he entered the hosiery trade, ultimately becoming a partner in the firm of Hine and Mundella of Nottingham. He became active in the political life of Nottingham, and after giving a series of public lectures in Sheffield was invited to contest the seat in the General Election of 1868. Mundella was Liberal M.P. for Sheffield from 1868 to 1885, and for the Brightside division of the Borough from November 1885 to his death in 1897.
