The yearbook gives an overview of developments in the area of irregular migration, human smuggling and trafficking in the wider Central and Eastern European region in 2010. The information provided in the yearbook was collected through a questionnaire distributed to border agencies, ministries of the interior and other national authorities dealing with issues related to irregular migration. The data is directly obtained from states’ authorities and therefore provides authentic information as reported by the contact points. The country chapters summarise the developments in each of the countries or territories. After many years of decreasing numbers of apprehensions, the overall numbers of migration-related border apprehensions increased slightly in the region in 2010. While Greece and Turkey remained the countries reporting by far the most apprehensions, considerable numbers of apprehensions were also found in Albania as well as in Hungary. Citizens from Ukraine and the Russian Federation were often among the top citizenship groups apprehended for illegal entry or stay in the region. The number of human smugglers apprehended decreased, while the number of smuggled persons increased in the region. Also, the number of victims of trafficking increased in the region. The special topic of this year’s edition is detention of asylum seekers and migrants prior to deportation. The data provided in this yearbook provides a unique overview of practices and statistics on the detention of migrants in terms of the use of detention centres, numbers of persons in detention and maximum duration allowed for detaining migrants. The yearbook aims to support fact-based discussions on irregular migration and contribute to well-informed policy decisions. I am grateful for the excellent collaboration of the authorities in the countries for the yearbook. I would also like to thank ICMPD staff members for their dedicated work. Peter Widermann Director General, ICMPD Page 5 ICMPD Yearbook 2010 Irregular Migration in CEE in 2010 – Comparative Analysis This section provides a comparative analysis of data for the years 2009 and 2010. It synthesises the data presented in the country chapters included in the Yearbook. First general statistical indicators regarding irregular migration are presented, including general apprehension data, rejections at the border and deportations of persons illegally staying in one of the countries. This section is followed by an overview on data in the areas of smuggling as well as trafficking and the comparative analysis ends with a presentation of data on detention of immigrants and asylum seekers in Central and Eastern Europe. The comparative analysis is always limited to those countries or territories that provided data on specific topics for the years under consideration. The results thus always apply only to those countries presented in the tables. Additionally, there were no detailed checks of comparability of data across countries, why

It occurs from sea level up to 1,300 m a.s.l. (in Bulgaria), but certain subspecies beyond the European part of the range occupy habitats above 2,500 m a.s.l. (Lambert 1997). The Greek tortoise in the Republic of Serbia has an extremely narrow and apparently disjunct range. It was recorded in only several localities in south-eastern and southern Serbia, as well as in Kosovo province (Buskirk et al. 2001, Tomović et al. 2004, Ralev et al. 2013, Tomović et al. 2014); its altitudinal distribution ranges from 370 to 600 m a.s.l. Trajković Faculty of Philosophy, University of Niš, Serbia Abstract. An overview of the clitic doubling of personal pronouns with the use of prepositions in the speeches of the Prizren-Timok area, as well as the area covered by its use is given in this paper. So far, special attention has not been given to this occurrence in the literature and it has not been registered in certain dialects of the Prizren-Timok area. Firstly, a brief overview of the phenomenon of object reduplication is presented and, then, attention is given to pronominal reduplication. Through the analysis of the monographs on the topic of the dialects of the Prizren-Timok area and the most recent research on the Preševo dialect, the conclusion that the clitic doubling of personal pronouns is done with the use of prepositions, which is primarily connected to the dialects which have a more pronounced analytism, was arrived at. INTRODUCTION Object doubling and the use of enclitic forms of personal pronouns, along with the emphasised forms of the pronoun are very important syntactic “Balkanisms”, and they are the most important characteristic of the Balkan Language Initiative (Ivić 1990: 196, Neweklowsky 2000: 380). This phenomenon is present in Greek, Romanian Albanian, Macedonian, Bulgarian and to a certain extent in Serbian.

ZAKON O TERITORIJALNOJ ORGANIZACIJI REPUBLIKE SRBIJE ("Sl. glasnik RS", br. 129/2007, 18/2016 i 47/2018) I OSNOVNE ODREDBE Član 1 Ovim zakonom određuje se teritorija teritorijalnih jedinica i uređuju druga pitanja od značaja za teritorijalnu organizaciju Republike Srbije. Član 2 Teritorijalnu organizaciju Republike Srbije čine opštine, gradovi i grad Beograd kao teritorijalne jedinice i autonomne pokrajine kao oblik teritorijalne autonomije. Član 3 Teritoriju opštine, grada i grada Beograda čine naseljena mesta, odnosno područja katastarskih opština koja ulaze u sastav ovih jedinica lokalne samouprave. Granice jedinica lokalne samouprave utvrđene su granicama odgovarajućih katastarskih opština sa njene teritorije. Član 4 Osnivanje novih jedinica lokalne samouprave, spajanje, ukidanje i promena teritorije postojećih jedinica lokalne samouprave, uređuje se u skladu sa kriterijumima predviđenim zakonom kojim se uređuje lokalna samouprava, po prethodno održanom savetodavnom referendumu na teritoriji tih jedinica lokalne samouprave. Nazivi opština i gradova, nazivi naseljenih mesta i katastarskih opština, kao i način njihove promene, utvrđuju su ovim zakonom. II NASELJENA MESTA Član 5 Naseljeno mesto je deo teritorije opštine koje ima izgrađene objekte za stanovanje i privređivanje, osnovnu komunalnu infrastrukturu i druge objekte za zadovoljavanje potreba stanovnika koji su tu stalno nastanjeni. Član 6 Naseljeno mesto može biti u sastavu samo jedne jedinice lokalne samouprave. Na teritoriji jedinice lokalne samouprave dva ili više naseljenih mesta ne mogu imati isti naziv.
